The existing 4 -bedroom house is served by a private well and septic system. A tank permit was issued on 6/26/2019.
Per the approved permit, the drainfield was to be exposed and new C/O's and MT's were to be installed during the
septic tank replacement. During the tank install, it was noted that the existing drainfield did not have drainrock and the
distribution line was structurally unsound "Orangeburg pipe". Do to this fact, the MOA employee present (Tim Eklund)
determined that the drainfield would not be accepted and must be replaced. A testhole was excavated and the
drainfield was designed around its 30 -foot radius. Comments regarding the design are summarized as follows:
1. SOILS: See attached 2019 testhole by Garness Engineering Group, Ltd. which shows, soil classification,
percolation test and groundwater monitoring.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: See waiver request.
4. TOPOGRAPHY: There are no topography concerns.
5. WAIVERS: There is surface water approximately 85' west of the proposed drainfield. We are requesting that your
department issue a variance from drainfield to surface waters of 80 feet. Justification for granting this waiver is as
follows:
• The existing drainfield was installed in 1978. It is likely that the drainfield has always encroached upon this
"surface water".
• The surface waters may be intermittent.
• The driveway is located between the proposed drainfield and the surface waters. If effluent were to overflow,
it would be noted by the homeowner and corrective action taken.
• The home has a "daylight" basement. It is plausible that effluent would surface in the home, prior to
surfacing from the top of the cleanouts and/or monitoring tubes.

The subject lot is served by a private well and septic system. Per MOA memorandum, a steel
septic tank over 30 years of age must be physically inspected and/or replaced. Based upon this
fact, we are proposing to install a new septic tank. We are proposing to decommission the
existing septic tank per UPC and install a new IM-1530 infiltrator septic tank. See attached
design drawings for tank location and other MOA requirements.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic

based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the information
obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water
supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes,
ordinances, and regulations in effect at the time of installation.

In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system
in accordance with the guidelines and regulations established by the Municipality of Anchorage and
industry practices. The reported results describe the condition of the system/s on the date/s of the
evaluation. Separation distances were measured to readily identifiable features. Hidden defects or
encroachments may exist that were not identified during the evaluation. The operational life of all wells
and septic systems depend upon a variety of variables, including but not limited to, soil conditions,
groundwater levels (that may fluctuate during the year), quality of construction (materials and
workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and
are outside the control of GEG. Satisfactory test results do not guarantee future performance of the
system/s; therefore, GEG makes no warranty (express or implied) regarding the future performance of
the well or septic system. GEG makes no representation whether an alternative well or septic system
can be installed on the property in the event either of the current systems fail to perform adequately in
the future. The content of this report is for the sole benefit of the person/party that retained GEG to
perform the evaluation. Reliance upon the information provided in this report by any other person or

Attached is the HAA "brown sheet" for the subject pro ,erty. It should be noted that there are no
clean-outs in the trenches and only one monitoring tul ':. The effective depth of the system is 6
inches per the 1972 inspection report. Water was intr ~duced into the monitoring tube (the only
pipe available) at a rate of 2.87 gpm for 231 minutes. 'l'his caused the liquid level to rise in the
MT to 19.5 inches. It is assumed that the majority of i!~e rise was due to a build-up of hydraulic
head in the monitoring tube and that the liquid level ':~'~ the trenches was not 19.5 inches. The
monitoring tube was dry 95 minutes after we stopl d introducing water. If you have any

By means of this letter we are requesting issuance of a waiver allowing the closest portion of the
existing wastewater disposal system serving the residence on Lot 10, Block 1, Alpine Terrace S/D to be as
close as 65 feet from two roadside ditches, both of which still contain small amounts of surface water. A
site plan and other relevant backup documents are enclosed to assist you in your review of this waiver
request.
According to the as-built inspection report on file at DHHS the original wastewater disposal system
was installed in September of 1972, and consisted of a 1000 gallon septic tank followed by a soil
absorption bed with an effective absorption area of 452 square feet. An inspection report dated April,
1978 documents the fact that a 1500 gallon septic tank had been installed, and approved the system for 4
bedrooms. The system was tested and reapproved for 4 bedrooms in June of 1990. On July 7, 1993 we
conducted adequacy tests of the water supply and wastewater disposal systems serving this lot. Since the
residence had been unoccupied for a couple of weeks prior to our adequacy test, we arranged for a water
truck to pre-soak the system with 3000 gallons of water added through the second compartment of the
septic tank. The monitor tube in the drainfleld was dry at the start of the test, and while the presoak water
was being added at a rapid rate the fluid level in the monitor tube rose a maximum of 19.5 inches. Thirty
f~ve minutes later, after the septic tank had been pumped, the monitor tube was again dry. We then ran
another 724 gallons of water from the well directly into the monitor tube. This caused a maximum fluid
buildup of 30 inches in the monitor tube as the water was being added, but the monitor tube was again dry
1.5 hours after the water had been added. (Since the monitor tube is not plumbed directly into the
horizontal distribution pipe network, we believe that the maximum fluid depth measured in the monitor
tube is not reflective of the actual fluid depth in the field, but rather was a result of the attenuated rate of
flow through the sewer gravel from the monitor tube into the distribution pipe network.) Based on the
demonstrated surge capacity being over 6 times the design daily demand of a 4 bedroom residence, we
concluded on the basis of our test data that the drainfield continues to function adequately for a 4 bedroom
residence.
We conducted a previous adequacy test of this system in June of 1990 in conjunction with an earlier
sale. At that time the presence of a small amount of water in the roadside ditches was also noted, but after
several discussions with DHHS, it was decided that a separation distance waiver to surface water was not
necessary. This decision was based on the assumption that the small flow of water observed in the
roadside ditch would probably not be present during most of the year. The fact that a small flow of
surface water was again found during July of this year means that it now is necessary to go through a
formal waiver process. As was the case at the time of the 1990 adequacy test, the discharge pipe from
the sub-surface driveway drain which passes close to the drainfield was dry at the time of our test.
Because of it's relatively shallow burial depth relative to the drainfield, there does not appear to be cause
for concern over this drain collecting and transporting effluent from the drainfield.
Based on visual observation, we estimated the flow of surface water to be approximately 5 gpm, both
in the westward trending ditch parallel to the north property line and in the the north sloping roadside ditch
along the east side of Hillside Drive. Both ditches are heavily overgrown, and the presence of any water
is not apparent unless one walks in the immediate area. In our opinion, the presence of water in these
ditches is attributable to a shallow water table perched on a relatively impermeable substratum. Surface
water is present in these locations only because deep ditches were cut to improve the runoff characteristics
along Hillside Drive and the driveway accessing Lot 3 of Carr S/D. The ditch depth is sufficient that the
bottoms of the ditches penetrate into the top of the groundwater table. On July 14, 1993 we measured the
elevation of the bottom of the monitor tube in the drainfield to be 12.4 feet higher than the water level in
the ditch midway along the north property line. These measurements indicate that there is more than the
required 4 foot vertical separation between the bottom of the soil absorption system and groundwater.
The exact underground configuration of the soil absorption system serving this lot and the discharge
pipe from the subsurface driveway drain is unknown. The configuration plotted on the site plan is based
on the locations of standpipes coupled with information from DHHS files indicating the lengths of the
various laterals and that the closest drainfield lateral is 100 feet from the well. The 65' separation distance
to the water in the ditch along the north property line is a slightly conservative figure based on the locations
of the system components as plotted on the site plan.
In the event that effluent were to overflow from one of the standpipes as a result of the system being
unable to function adequately, the flow path to surface water would be over 100 feet due to the
northwesterly trending slope of the topography. The potential of effluent daylighting in this manner is
negligible, because it would back up into the residence before this could happen, forcing the property
owner to repair the problem.
In consideration of the above information, it is our opinion that the requested waiver can be safely
granted without concern as to the potential for contamination of the surface water in the roadside ditches by
effluent originating in this wastewater disposal system.

Dear Mr. Patterson:
At your request of April 21, 1978, we conducted a test of the septic system
on the above described property.
During this test the liquid level in the septic tank was monitored as water
was added to the system.

The meter used during the test was a Rockwell 5/8" standard water meter which
had previously been calibrated by R&M Consultants, Inc.
If the proposed 4 bedroom residence on the property is to house 8 people, the
average load on the system can be expected to be 600 gallons per day or .41
gallons per minute. During the test, the system accepted 200 gallons in 60
minutes. This indicates an average effluent acceptance rate of approximately
3.4 gallons per minute at the time of the test.

Because the house on the lot is occupied, we assume that the leach field was
at its normal degree of saturation. We can therefore conclude that the
system is disposing of effluent' at an adequate rate for a 4 bedroom resi-
dence.
