The new septic system was installed on October 15-16, 2011 by me and 4-5 engineering friends, using two pieces of equipment—an excavator and skid steer loader. 2. Insulation boards(2" Dow"Blueboard"extruded polystyrene)were installed over the new septic tank. The insulation footprint,approximately 8' x 9', was centered over the tank with the long dimension in the NE-SW direction. 3. The pipe to the existing(old)drainfield was cut approximately 2-4 feet downstream of the new septic tank. The old drainfield can be connected in the future to the new system, if necessary, by means of a diverter. The old pipe that remains is slightly higher than the new tank outlet so at least ten feet of old pipe will need to be replaced with pipe at a lower elevation when tying into the old drainfield. 4. Solid PVC pipe was installed in a nearly straight run between the septic tank outlet and the drainfield in order to minimize the trench length. 5. The alignment of the drainfield at its north end was rotated a few feet east to allow the use of a 45 degree elbow at the start of the drainfield. 6. No groundwater,bedrock, or impermeable layers were observed in the drainfield trench. 7. The monitoring tube was installed approximately 14 feet from the end of the drainfield trench because some washed rock was placed prematurely at the end of the trench. The relocation should have no effect on any future field measurements as the tube extends to the full depth of the trench. 8. My plan is to do the engineering and inspection work, as an Alaska Civil PE, and have a certified installer do the installation or do it myself. I've been an Anchorage civil/geotechnical engineer since 1970, becoming registered in 1974. In the 1970s, I performed many perc tests and septic system inspections in the Anchorage area while employed by ACLW/Alaska Testlab and on my own. I also attended your Engineers and Excavators Class, taught by Dan Roth, on May 17, 2006. Engineering work on the proposed system began in November 1998 when Denali Drilling drilled the 19' test hole (TH1) and I logged the soils and installed a 16' piezometer. Work resumed last year when I made field measurements, hand-dug a test pit (TP 1), and did a percolation test. Although the backfilled test pit falls within the proposed trench location, the disturbed soils will be excavated for the trench. The soil rating was 13 min/inch (0.8 gal/SF/day). However, in my design, the soil has been conservatively derated to 0.6 gal/SF/day (16 min/inch) to increase the capacity and life of the system. In addition, a diverter valve will be installed to allow flow to either the proposed system or the existing system. Please consider this a request for a variance from the requirements of AMC 15.65.060.A. 1 .b, which requires a wastewater disposal field to be located at least 50 feet horizontally up-gradient from a change in slope to greater than 25%. Reference is made to the MOA memo addressing this issue, dated April 7, 2004, by Mr. James Cross, PE. My property fronts on Hillside Drive. The proposed drainfield location is about 49' from an existing drainage ditch on the east side of the road. The attached cross section depicts the situation. The ditch is approximately 19 feet wide by 3-4 feet deep. Its side slopes are roughly 30 to 50%. The ditch remains dry for nearly the entire year, except during breakup and heavy rains. The land between the drainfield location and the ditch is wooded and vegetated, and nearly flat, sloping at approximately 2%. To determine the geometry between the proposed drainfield (at the north end of the trench) and the road ditch, where the ditch is lowest, I made the following measurements: Distances from proposed drainfield pipe at north end of trench Property line - 26' Top of slope (east side of ditch) - 39' Toe of slope (east side of ditch) - 45' Centerline of ditch - 49' Toe of slope (west side of ditch) - 53' Top of slope (west side of ditch) - 58' Edge of pavement, Hillside Drive - 61' Centerline of Hillside Drive - 79' Elevations (assumed) Drainfield pipe, design invert - 90.0' Top of slope (east side of ditch) - 92.3' Center of ditch - 88.3' Edge of pavement, Hillside Drive - 91.0' About half of the ditch is located less than 50' from the proposed drainfield location. The ditch's top of slope is 39' away; the toe is 45' away; and the centerline is 49' away. However, the entire ditch will be more than 35' from the drainfield piping. The calculated slope between the drainfield piping and the toe of slope is only 3.8% (1.7' in 45'). The hypothetical line at 25% slope cited in Mr. Cross's memo doesn't come close to intersecting the shallow ditch. It appears that a waiver is needed because the change in slope (>25%) is located within 50' of the drainfield. The proposed drainfield location is a good one, and I do not wish to move it to the east. In my opinion, a variance of the 50' separation distance is reasonable and will do no harm for the following reasons: The drop between the drainfield piping and ditch bottom is a minimal 1.7' over 45' horizontally. It is hard to imagine any seepage ocCUlTing at this low gradient. o The west side of my existing drainfield is located a similar distance from the same ditch. I understand that the Municipality of Anchorage allows the homeowner to do the installation work instead of using a certified installer. This letter requests permission to do so. Summarizing my background, I've been an Anchorage civil/geotechnical engineer since 1970, becoming a PE in 1974. My experience over the years includes many earthwork projects, large and small, both office and field. In the 1970s, I performed many percolation tests and numerous inspections of new septic systems in the Anchorage area while employed by ACLW/Alaska Testlab and on the side. I also attended your Engineers and Excavators Class, taught by Dan Roth, on May 17, 2006. I will be present and involved with the construction wOrk at all times. I plan to procure materials and rent the necessary equipment from United Rentals, Totem Equipment & Supply, or other company. Equipment will consist of a small excavator or backhoe loader (John Deere, Case, or similar) to dig and backfill the trench and a skid-steer loader (Bobcat type) to stage the washed rock. Several buddies from work, at least one of whom is experienced with operating this equipment, will help me on a weekend. There will be no exchange of money (fee) between any of them and myself for helping with construction.
