Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application
for a permit to upgrade the wastewater disposal facilities on Lot 6, Block 3, Alpine Terrace S/D. A soils
log, perc test results, a site plan, design drawings and specifications are enclosed for your review. We
are also requesting a waiver allowing the system to be constructed within 4 feet of the north property
line.
The proposed system will be constructed in the vicinity of test hole # I. As can be seen from the
soil log, the native material between 0.5 and 7.75 feet below ground level is a somewhat silty gravel
with a measured perc rate of 2 minutes per inch. When the test hole xvas excavated in May water seeps
were encountered at a depth of 7.5 feet and a stabilized groundwater level of 10.0 feet was observed on
June 3, 2006. Using the soil application rate of 1.2 gpd/sq, fi. specified in the wastewater ordinance, this
4-bedroom residence requires a total absorption area of(4 x 150)/1.2 = 500 square feet. To accomplish
this a standard 5' wide drainfield would have to be 100 feet long, however by placing 2.5 feet of gravel
beneath the horizontal distribution pipe the required length can be reduced by multiplying it by a factor
of7/I 1 which reduces the required length to 64 feet. The proposed design provides a length of 65 feet.
To enhance the longevity of the drainfield we have called for it to be underlain by 12" of ISF filter sand.
Because the soil strata appeared to be cleaner towards the north end of the test hole we are
requesting a waiver allowing the drainfield to be constructed as close as 4 feet from the noah property
line to maximize usage of optimum soils. Granting the requested waiver should have little or no impact
on the ability to construct future septic upgrades on the adjoining Lot 7.
The topography of the lot in the area of proposed construction slopes down towards the west at
approximately 8 %. The proposed project will have no significant impact on present or future water
supply and wastewater disposal systems serving adjacent properties, nor will it have any significant
impact on reserved space-surface and subsurface, or on drainage. A site is also designated for a
replacement drainfield sized for advanced treatment effluent at 3.0 gpd/sq, fl. Please give me a call at

Specifications
1.0 General:
1 .! The scope of the project consists ofabandoning a 1000-gallon septic tank and installing a
new 1500-gallon STEP tank that discharges effluent into a new 65-foot long by 5-foot wide soil
absorption drainfield containing 2.5' of sewer gravel and 1.0' of IS F filter sand below the horizontal
distribution pipe.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work
around any buried utilities.
1.4 Unless agreed otherwise, the contractor shall be responsible for any tree clearing and
grabbing necessary to complete the project. Prior to the start of excavation, the contractor shall cut
down and remove the bmncbes of all trees larger than 6 inches in diameter and neatly stack these trees
outside the construction area. If requested by the property owner, the contractor shall then bury non-
detrimental branches, brash and roots generated by the construction work at a suitable site on the
property located no less than 10 feet away from all present and foreseeable construction areas.
1.5 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.6 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Septic Tank:
2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the
top and backfilling with soil. The existing concrete ring seepage pit and soil absorption trench are to be
left in place (with monitor tubes intact )for possible future use, but not connected into the system at this
time. The existing waste line upstream from the septic tank shall be exposed to as close to the
foundation as possible to allow determination of its elevation, and installation of a foundation
cleanout. In the unlikely event that the existing waste line is found to have sufficient excess slope to
allow a new tank to be installed l. S feet shallower than the present tank, then a new 12SO-gallon
con ventlonal septic tank ma)' be used in lleu of the specified l$O0-gallon STEP tank.
2.2 The new 1500-gallon, 2 compartment STEP tank shall be Municipally approved and shall be
set level on undisturbed soil at the approximate location shown on the site plan. Each compartment shall
be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it
shall be insulated with 2 inches of approved burial type, rigid insulation.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings.
The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot. A
cleanout shall be installed at the point where the new waste line ties in to the existing waste line coming
from the house.
3.0 Lift station:
3.1 The lift station shall be installed in the second compartment of the septic tank which has an
additional 250 gallon capacity. The lift station package shall be an "Orenco" system as supplied by
Anchorage Tank.
3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and
inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the
construction of the wastewater disposal system.
3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover
extending a minimum of 6" above final grade with positive surface drainage away from the manhole.
The contractor shall be responsible for determining the necessary length of the manhole riser.
3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station
supplier, and their proper operations shall be verified by the contractor.
3.5 The discharge line from the lift station to the soil absorption system shall be 1.25" dia.
Sched 40 PVC. AIl pipe connections in the distribution system shall be glued, and the ends of all
laterals capped.
4.0 Soil absorption system:
4.1 The soil absorption system shall be constructed by excavating a 5-foot wide by 65-foot long
trench to a depth of 4.4' below ground level in the vicinity of test hole #1. The long axis oftbe
excavation shall parallel an existing contour, approximately as configured on the site plan. A waiver has
been requested allowing the drainfield to be located as close as 4feet from the north property line. In
laying out and constructing the drainJ~eld particular care shall be taken to minimize damage to major
tree roots and to disturbance of the neighboring lot to the north.
4.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be
raked to allow proper infiltration. A total of 12 inches of lSFJ~lter sand as manufactured by Alaska
Gravel Products in Palmer (ph. 7464263) shall be placed in the bottom of the excavation to bring the
bottom elevatlon stp to 3.4feet below ground level in the vicinity of test hole #L
4.3 A total of 2.5 feet of washed sewer gravel shall be placed in the bottom of the excavation
with the perforated distribution pipe laid level such that the pipe invert is no less than 2.5 feet above the
bottom ofthe sewer gravel. The distribution pipe shall be 1.25" diameter Schedule 40 PVC with 3/16"
diameter holes drilled in the bottom at 2.0 foot intervals.
4.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design
drawings. The portion ofthe monitor tube extending through the sewer gravel shall be perforated.
4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A
minimum of 2 feet ofsoil cover is to be placed over the filter fabric. Ifthe soil cover thickness is less
than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the
gravel, in addition to the filter fabric.
4.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
4.7 Unless specifically agreed other~vise the homeowner shall be responsible for arranging to
have the site finish graded after the backfill material has stabilized, and for placement of adequate
topsoil and seed to promote rapid revegetation of all areas disturbed by the construction.
5.0 Inspections:
5.1 A total of 5 engineering inspections will be required during the course of the project: (I)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) afier the sand filter material has been placed, (4) after the sewer gravel is in place and
the distribution pipes have been laid and connected up to the septic tank, but prior to placement of
insulation or filter fabric, and (5) after rough backfill and grading is complete. The STEP tank requires
one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be
incorporated with any of the above inspections.
5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far
in advance to ensure the availability of the engineer.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of On-Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of A~aska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewatar disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

Lot 6 Block 3 Alpine Terrace Subdivision
Dear Mr. Holliday:
As per your request, I have performed an Adequacy Test of the on-
site sewer disposal system on the above lot in accordance with the
Municipality of Anchorage guidelines.
Both septic tank and seepage pit were pumped before starting the
test. Delivery from the house to the septic tank was checked by pumping
10 gallons per minute via the basement drain. The septic tank appears to
be adequate for the size of the two bedroom home.
The seepage pit was then checked by applying water at 10 gpm di-
rectly into the pit. A total load of 350 gallons was pumped into the
pit and the levels monitored every 50 gallons. The pit was then left
for the suggested two-day absorption period, with levels monitored 24 and
50 hours later. There was no intermittent useage of the vacant home during
the absorption testing period to my knowledge.
Delivery Absorption rates of from 5-11 gpd were observed which would
not provide the required daily useages required for a two bedroom home.
Based on these obsorption rates it is my estimation that the system
would hold a total of 1377 gallons before backing up into the basement of
the home. At a steady daily rat°of300 gallons/day (test results), this
failure would occur within 5-7 days of steady useage. It is therefore my
conclusion that the seepage pit in this system is not adequate in accordance
with the Municipality of Anchorage current requirements.

Subject: Lot 6 Block 3 Alpine Terrace Subdivision
Approval for the individual sewer and water facilities
cannot be granted until the following items have been
completed:
(1) The top of the well casing sealed with a sanitary
seal so %hat it is water tight.
2) The septic tank pumped with a receipt submitted to
this department.
0/(3)/~ An adequacy test be performed on the existing leaching
area. This test will determine if the system is
· adequate according to National Standards. A listing
% of private firms performing the test is enclosed. This
report needs to be submitted to this department for
our review.
Please notify this department when the noted descrepancy
has been corrected. If there are any further questions,
