The construction of the referenced project will include the installation of 1696 feet of 8-inch ductile, iron pipe, 3 type "A" manholes, 3 type "B" special manholes, 1 cleanout and other appurtenant items. The plans and specifications are approved for matters of concern to this Department. In accordance with Title 18 of the Alaska Administrative Code Chapter 80 (18 AAC 80.020. d), Mr. Alfred E. Sundquist, P. E., submitted a report for ADEC' $ review and consideration to waive established separation distances to construct, maintain and operate portions of Stella LID No. 133 closer to drinking water sources. More particularly, construction of the refer- enced project will require a waiver to encroach upon the well radius of nine wells adjacent to this project. In recognition of the report, the plans and the spectftcatton.~ for the proposed sewer line, the following separation distances are approved instead of that required in Table A of 18 AAC 80. 1, Separation distance of 18 feet between a private well on Lot 3, Blk 2, Lake Otis Heights Subdivision and proposed sewer line, Separation distance of 58 feet between a private well on Lot 7, Blk 1, Lake Otis Heights Subdivision and proposed sewer line. 3. Your request for a waiver for manhole-to-well distances of less than 100 feet is forbidden under the Drinking Water Regulations (Specifically 18 AAC 80.020.d). In reference to the most critical case, the proximity of Manhole #1 and a private well on Lot 18, Blk 3, Alpine Village Subdivision causes this department some considerable concern. It seems possible that any exfiltratton, no matter how unlikely it may seen), would fall within the radius of influence of the private well. However, the department finds that the special manholes detailed in the plans and specifications as the most feasible solution to the problem. Within these special manholes, the sewer line's flanged pipe is mechanically sealed and gasketed to prevent leakage of any sewage into the manhole. Without difficult implications for sewer line maintenance (not within the standard manhole description depicted in the State adopted Ten State Stan- dards) and some knowledge of geologic conditions, this department will approve the following separation distances.
