KND Engineering, Inc. 20441 Ptarmigan Blvd. Eagle Pdver, Alaska 99577-8736 Subject: Lot !0, Block 5, Alpine Village Subdivision, Class C Public Water System Registration and Separation Distance Waiver Request, ADEC Project Number 2263; Review Dear Mr. Duffus: This is response to your letter received in this office on July 10, 2002 in which the concerns noted in my July 3, 2002 letter were addressed. I have completed my review of the Department's files on the existing public water system, the information that has been provided in both submittals, and information collected during telephone conversations with Anchorage Water and Wastewater Utility staff. Based on this review, I have the following comments: Separation Distance Waivers Based on the information submitted, the Department needs to grant two separation waivers before the Class C public water system serving facilities on Lot 10 and 11, Block 5, Alpine Village Subdivision can be approved. The requested waivers are as follows: l. The horizontal separation distance between the existing Class C public water system source well located on Lot 10, Block 5 Alpine Village Subdivision and the existing manhole in Lore Road from 150 feet to 145 feet [in the right~of-way of Lore Road in from of Lot 9A]. 2. The horizontal separation distance between the existing Class C public water system source well located on Lot 10, Block 5 Alpine Village Subdivision and the existing community sewer line from the above noted manhole to the manhole in the intersection of Lore Road and Bern Street from 100 feet to 83 feet. Noting the depth of the source well, the report of the manhole inspection, the lack of maintenance problems, the low level of nitrates, and the lack of total coliform bacteria, the waiver requests are reasonable. Therefore, in accordance with the Drinking Water Regulations [18 AAC 80], the above requested waivers are granted. The above noted distances were taken from your submittal. Kenneth M. Duffus Page 2 08/01/02 Public Water System Based on the information provided, it appears that the Class C public water system was installed in accordance with regulations and guidance used at the time of installation. With the granting of the required separation distances and the submittal of a properly completed Class C public water system registration form, the existing public water system is in compliance with current Drinking Water Regulations. A signed copy of the first page of the Class C public water system registration form constitutes final operation approval for this public water system. The Public Water System Identification (PWSID) Number assigned to this public water system is 218668. This number is be used on ail water quality test request forms sent to a lab. The use of this number will allow the Department to properly credit the water quality test results to this public water system. Although not required, I recommend that the owner of this public water system monkor for total coliform bacteria once every three months and nkrates once a year. The issuance of the separation distance waivers and the operation approval does not imply the granting of any additional authorizations, nor obligate any local, state, or federal regulatory body to grant required authorizations.
