Health & Human Services Dear Mr. Roth: Pursuant to Alaska Administrative Code 18 AAC 72.015 Separation Distances, the Anchorage Water & Wastewater Utility (AWWU) is seeking approval of a lesser separation distance than that set out in Table A of this regulation as the minimum separation between a private water system and a private sewer line. Background Information Alpine Village Subdivision is a residential development in Southeast Anchorage, west of Lake Otis Parkway (Obrien Street to Basel Street) between E. 72nd Avenue 'and Lore Road. Referenced property is located in the southeast quadrant of the intersection of E. 74th Avenue and Bern Street. 1984: A public sanitary sewer main and a sanitary sewer service "stub" (private sewer line) was made available to the property through the Zurich Lateral Improvement District No. 137 project. Construction reached substantial completion on September 24, 1984. The private well on the reference property was drilled prior to installation of the sanitary sewer improvements. The well was located by the field survey performed for design of the sanitary sewer project, and was subsequently shown on the plan view of the sanitary sewer design (see AWWU record drawing #11277, attached). A well log could not be located (then or now) in DHHS's, AWWU's or the property owner's files to ascertain well characteristics or drilling data. Community sewer line: Sanitary sewer project records show waivers were secured from the Alaska Department of Environmental Conservation to install the sanitary sewer main with less than regulation minimum separations distances between the private well and the community sewer line and between the private well and the community sewer cleanout. Page 1 of 3 Well waiver application - Lot 18, Block 5, Alpine Village Subdivision August 3, 1998 Page 2 of 3 Private sewer line (sewer service stub): AWWU inspection notes indicate the sewer connection that was constructed from the main to the property line was installed with the end of the sewer stub separated from the well by 23 feet (copy attached). 1998: July: AWWU was provided information by the property owner that separation distance between the private well and the end of the private sewer line "stub" is less than previously reported. Separation distance, as measured by the property owner, is approximated at eighteen feet. Therefore, AWWU is seeking a waiver to allow a separation distance less than the 25' between a private sewer line and a private well. AWWU asks that a waiver be granted allowing separation distance be reduced to sixteen feet with the following supporting justification: The property owner is now requesting to connect to the end of the sewer service stub (private sewer line) at the property line and install the remainder of the service line to a new residential structure being built on the property. Once the private sewer line and residential structure are completed and the structure is occupied, wastewater flow will commence in the private sewer line. This on-property connection is estimated to cause the separation distance to be reduced to sixteen feet. There is expected to be 38.5 feet of private sewer line closer than the regulation standard separation of 25 feet. The existing private sewer line is 4-inch cast iron pipe. As this sewer line is a gravity system, the working pressure will be 0.0 psi (or atmospheric). On a gravity system there is more static pressure on the outside of the pipe than on the inside, thus giving more concern to infiltration than exfiltration. The private sewer line is approximately 8 feet below ground surface at the property line. The community collection main serving this area terminates in front of this property and is not expected to be extended. Tests conducted by Mr. Ted Moore, P.E. on well yield indicate that this well is greater than 78 feet deep. Other wells in the area have total depths in the vicinity of 104 - 135 feet. Considering the bedding and the trench work associated with the installation of the private sewer line, any wastewater which could find a way out of the private sewer line, though improbable, would follow the bedding and disturbed area (the path of least resistance) when considering the characteristics of the surrounding undisturbed soils into which the well casing penetrate. The final piece of information offered is reference to a recent drinking water analysis report, pertinent to a sample from the referenced well, from Mr. Moore's tests. No trace of coliform or other bacteria was noted per 100 m., and nitrates-N was reported at less than 0.100 mg/L. Recommendations for connecting to and extending the private sewer line include using materials specified in the current edition of the Municipality of Anchorage Standard (Construction) Specifications, using heat shrink sleeves bridging pipe joints and wrapping Well waiver application - Lot 18, Block 5, Alpine Village Subdivision August 3, 1998 Page 3 of 3 exposed and new pipe with polyethylene encasement. This will not only curtail any possible flow in or out of the pipe, but is also expected to extend the life of the pipe. This completes our request for a waiver. The test results indicate that both the well yield and depth are in compliance with Municipal requirements, The following is a report of my test procedure and findings. I was unable to locate a driller's log of the well, however other information on file at the Municipal Health Department indicate that the well was probably drilled around 1975 and that other wells in the area have total depths in the vicinity of 104 - 135 feet. At the start of my test the static water level'stood at 67 feet below the top of the casing. During the course of the test I pumped a total of 868 gallons of water fi-om the well at the maximum pump output of 7.4 gpm, which caused the water level inside the casing to be drawn down to 78 feet, but no further. Based on the test data I determined that the totaI yield of the well is in excess of 7.4 gpm. This yield exceeds the Municipal criteria for approval ora single-family residence, and also meets the FHA lending criteria that a well be able to supply 720 gallons of water within a 4-hour period. The test also demonstrated that the depth of the well is in excess of the mi~fimum requirement of 40 feet. Water samples collected by you on April 21 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and less than 0.1 mg/l of nitrate-N. I understand the existing on-site wastewater disposal system serving this lot will be properly abandoned in conjunction with construction of the proposed residence and that the new residence will be connected to the AWWU public sexver. While the well is closer to the public sewer line and a sewer cleanout than the normally required minimum separation distances, the well was drilled prior to installation of the sewer llne and appropriate waivers were issued by D.E.C. at the time of installation In conducting an adequacy test [ attempt to provide a thorough, conscientious engineering analysis of the system. The reported results describe the performance of the system under the conditions encountered at the time of the test, and the separation distances are measured to readily identifiable features. The construction of the referenced project will consist of furnishing and installing an estimated 1,950 L.F. of 8 inch ductile iron sanitary sewer line, in portions, north from Lore Road in Bern Street, Zurich Street, O'Brien Street and Lake Otis Parkway. In accordance with Title 18 of the Alaska Administrative Code Chapter 72 (18 AAC 72.021.a), a Mr. A1Sundquist, P.E. and engineering design supervisor for AWWU, submitted a report for ADEC's review and consideration to waive established separation distances to construct, maintain and operate portions of Zurich LID No. 137 closer to drinking water sources. More particularly, construction of the referenced project will require a waiver to encroach upon the well radius of 14 wells adjacent to this project. The wells are located along Bern Street, Zurich Street, O'Brien and Lake Otis Parkway from Lore Road to E. 74th Avenue. In recognition of the report and the preliminary plans for the proposed sewer lines, the following separation distances are approved instead of that required in Table A of 18 AAC 72.021. 1. Separation distances of 30 and 24 feet between a private well on Lot 1, Block 4 of Alpine Village Subdivision and proposed sewer line and nearest cleanout respectively. e Separation distance of 48 feet between a private well on Lot 12, Block 5 of Alpine Village Subdivision and proposed sewer line. Separation distance of 54 feet between a private well on Lot 13, Block 5 of Alpine Village Subdivision and proposed sewer line. The Department finds that the special manhole and cleanouts detailed in the preliminary plans as an acceptable solution to the separation distance problem between manhole-cleanout and well. Within the special manhole, the sewer line's flanged pipe is mechanically sealed and gasketed to prevent leakage of any sewage into the manhole. With the above in mind and by reviewing the pertinent charaCteristics of pipin~ materials to be used, the pipe's most feasible alignment and the limited soil information available, this Department finds the above separation distances as adequate protection of the private water SOurces. These locations are graphically illustrated on the attached project plan drawing sheets 3 of 4 and 4 of 4 (Attachment A) and legally described below. .Alpine Village Subdivision Lot 1 Blk 4 - approximate distance between water well and proposed sewer line is 30 feet, distance to cleanout is 24 feet. Lot 12 ~Btk-5'- approximate distance between water well and proposed sewer line is 48 feet. Lot 13 Blk 5 - approximate distance between~water well and proposed sewer line is 54 feet. Lot 14 Blk 5 - approximate distance between water well and proposed sewer line is 48 feet, distance to manhole is 60 feet. Jovon Subdivision ~'~-,~ Lot 4 - approximate distance between water well and proposed sewer line is 68 feet, Lot 5 - approximate distance between water well and proposed sewer line is 65 feet, Lot 6 - approximate distance between water well and proposed sewer line is 55 feet. O'Brien Subdivision Lot 7 Blk 6 - approximate distance between water well and proposed sewer line is 43 feet. Within the subject well radius "waiver" areas, all sewer pipe will be 8-inch ductile iron pipe Class 50 with a wall thickness of 0.27. The subject pipe has a working pressure of 350 PSI plus a surge allowance of 100 PSI. This particular sewer trunk is a gravity system which will be 0.0 PSI working pressure, making it .ideal for construction within well radius. On a gravity system there is more static pressure on the outside of the pipe than on the inside, thus giving more concern to infiltration than exfiltration. Ductile iron pipe has a life expectancy greater than other conduit materials because of its structural strength, resistance to abuse, abrasive elements and corrosion. Manholes and cleanouts constructed within the protective well radii are of special construction (see sheet 2 of 4 for details). The sewer line, within the manholes, is mechanically sealed and gasketed-to~-prevent leakage of any sewage into the manhole, subsequently preventing any leakage of sewage out.of the special manholes. ~- We were able to obtain drilling logs for two of the subject wells. from the Municipal Department of Health and Environmental Protection. The well log (see attachment B) ~or Lot 7, Block 5, Alpine Village, indicates the depth of the well at 128 feet. The well log for Lot 3 Jovon Subdivision indicates the depth of the well at 129 feet. Both well logs reveal quite extensive layers of a clay and gravel mixture. The presence of these layers of clay provides an impermeable layer between the sewer pipe and the bottom of the subject wells. This investigation was performed in accordance with your request of September 12, 1975, and those procedures outlined in a letter dated July 15, 1975, by Mr. Rolf Strickland of the Greater Anchorage Area Borough Department of Environmental Quality. Asingle test hole was put do~m withi~ the Lot 1 area for the purpose of con- .ducting a percolation test for the proposed sanitary system. Excavation was accomplished with an auger type drill rig and the test hole was extended to a depth of 12 feet below ground surface. It was at this location that the percolation test was performed. The results of the test are enclosed. Ground water was not encountered in the test hole. We appreciate being given this opportunity to be of service to'you.
