Water Well Permit and Separation Waiver application for 284 Higher Terrace.

Currently the homes water supply comes from a surface stream which runs through the property. As a
condition of financing the homeowner must have a well installed on the property. After review of the
site with a professional well drilling contractor there is only one corridor on the lot where he could
possibly get his small trailer drill in to install a well, it is not reasonable to meet the minimum sewer
separation distances. Furthermore, if the standard setback requirements are is met it would extremely
limit future access should repairs to the well be necessary.
1.) 1 am requesting a waiver to reduce the minimum separation distance for the proposed private
water well from sewer trunk lines and manholes to be not less than 45ft. This separation
reduction is needed due to the mountainous terrain, and existing structures, resulting in a
limited availability of practical drilling locations within the lot.
2.) The lot is —0.32 Acres situated on a mountain slope, there is currently a single family home
which is connected to the city sewer system. The anticipated wastewater flow is around 50 GPD.
From available well drilling logs in the vicinity (attached), the soil is generally comprised of about
2-3ft of organic overburden, followed by 10-27ft of silty gravel (sometimes recorded as gravely
silt on deeper half), then anywhere from 0-4ft of broken or soft bedrock before 'bedrock with
water seeps in sporadic fractures throughout' is encountered. The deepest water bearing
bedrock was encountered 33ft below the original top of ground surface (taken as top of organics
in cases where backfill was present), the shallowest water bearing bedrock was encountered
13ft below the top of organics/original ground surface and is from the well located closest to the
proposed well location.
3.) To mitigate the potential of leaking sewer being drawn up by the well the casing for the well will
be set into good bedrock. The nature of the relatively impermeable soils above the hard
bedrock, and the location of the well uphill of the sewer further mitigate the potential for sewer
infiltration should the system fail or begin to leak. The sewer line is constructed of class 50
ductile iron pipe and carries waste water flows from only 3 properties upstream of proposed
well location. Standard well installation best practices shall be followed by a qualified well
drilling contractor.
4.) Because the well is located uphill of the sewer line and the bedrock generally follows the surface
contours, it is my opinion that the likelihood of a sewer system leak migrating up to the
proposed well location is less than the chance that the same leak would migrate downslope
beyond the standard setback requirements. There are no apparent adverse impacts to the
general public associated with granting this waiver request. Installation of a well will improve
the quality and reliability of water supplied to the house. The homeowner should periodically
test the water for contaminants to ensure safe, potable water is provided by the well. Please
