Subject: Lot 1 Block 29 Alyeska Basin Subdivision #7
Holding tanks have been allowed for residences when public sewer
is available within one(l) year. The high cost of maintenance
has caused abuse of holding tank use. People have perforated
the tanks after installation, which allows sewage into the
ground water. The problem in Girdwood was so pronounced that
creek Loolution was hazardous and emergency construction.of
public sewer lines took place. Therefore, the Municipality of
Anchorage, Department of Health and Environmental Protection
allows holding tanks for residences only as a temporary basis
with confirmation from the Municipal Sewer Utility of sewer
availability within one(l) year regarding new construction.
Existing homes with no other on-site alternatives are allowed
holding tanks.
Your request for a holding tank for new construction must have
a letter from the Municipal Sewer Utility stating sewer within
one(l) year.
Other options available to you are:
(1)
Obtain a soils test on the lot to establish the possibility
of on-site absorption systems and conventional design. If
the soils are acceptable, a conventional septic system
could be used.
(2)
You. have the right, if you do not agree with the prerequisite
of public sewer in one(l) year for a holding tank permit, to
request a hearing. Information is attached regarding this
process.

Letter of Acceptable Temporary Sewer
Lot I BLK 29, Alyeska Basin #7.
It is my request based on the existing available sewer
system in Gfrdwood, Alaska that a holding tank can be per-
mitted as an alternative sewer system. Provided I meet all
the requirements and. conditions as set forth the Nunicipal-
ity of Anchorage and the State of Alaska.
Furthermore, I understand fully that due to a one year
construction (building) provision exists for a holding tank,
this will pose no problem for me at this time. I would ap-
preciate you preparing a letter of fa. ct indicating my only
apparent sewer alternative for which would satisfy the bank
as well.
