No COlnment. f)l .(~ I¢) (411(~) ' unicipality of Anchorage MEMORANDUM DATE: November 16, 1976 TO: Don Alspach, Plaxming Department FROM: Traffic Engineering SUBJECT: Plat Review for November 17, 1976 S-4267 In areas zoned business and high density residential, it is necessary to provide adequate ingress and egress for the movement, loading, and unloading of heavy trucks, vans, and miscellaneous vehicles. The proposed vacation would create a dead end alley, which is specifically prohibited in section 21.20.040 of the Land SubdivisJ.on Regulations. Traffic Engineering recommends against the proposed vacation. S__._~_42dk~ The plat, as submitted, gives cause to doubt that adequate tenant parking for the 34 trait apartment can be provided on the area remaining in Tract lA. One parking space per unit, or a total of 34 parking spaces are required. When adequate onsite parking _is not ~wMlable, vehicles are parked on the adjacent roads, creating serious parking congestion. In areas of heavy snowfall, where roadway widths are substantial!y reduced during the winter months, this is particularly · '~-~ ~ ~ ~ Traffic .... ~ .......... ~ ............... it can be sho~ that ~e topography and arr~gement of the open space remaining in Lot ~ will sustain one parking space per dwelling mit. With R-3 zoning, this 10.776 acre tract will sustain approximately 466 dwelling traits which could easily generate traffic suf£icient to double the existing voltm~e of vehic.les on Wesleyan Drive. If access to this new development is limited (as shown on the proposed plat) to the Mills Drive Cul dc Sac, the resultant traffic congestion will be undesirable for the residents of both the R-3 area and the R-1 neighborhood adjacent to the east. Traffic Engineering recommends that a dedicated right of way to Northern Lights Boulevard be extended through Tract lB-2 and connect to Mill Drive.
