Box 19-6650 Anchorage, AK 99519 Dear Ms. Makla : ANCHORAGE, ALASKA 99516 In your comment sheet dated 1/10/05 pertaining to the as -built inspection report which I submitted the previous August to document the installation of a replacement for a collapsing septic tank on Lot 2, Block 1, Alpine Woods S/D you stated that the new septic tank appears to be less than 5 feet from the existing absorption fields. I can see how you came to that conclusion based on the way the drawing is drafted, however I do not believe it is actually the case. By means of this letter I will endeavor to more fully clarify the situation, insofar as my field notes and memory allow. You will note from a review of the file that the original 1000 -gallon septic tank was installed in June of 1984 and the system was upgraded to 5 -bedroom status in August of 1987 by the addition of a second 500 -gallon septic tank. The original tank started to collapse this past July, prompting the need to replace it. At my recommendation the decision was made to abandon both tanks and replace them with a single 1500 -gallon septic tank. My original plan was to install the new tank on virgin ground immediately to the west of the existing tanks. However, during installation it became apparent that grades were very tight between the sewer at the foundation cleanout and the tie-in points to the existing absorption trenches, and there was also concern as to the proximity of a utility easement. In fact, it appears that the 500 -gallon tank may have had less than the minimum required slope. Thus, in order to achieve acceptable slopes, the only apparent solution was to remove the old tanks and install the new one in approximately the same location. I believe that the north end of the new 1500 -gallon tank is in approximately the same location as the north end of the 500 -gallon tank it replaces. You will note from the 1987 inspection report covering the installation of the 500 -gallon tank that in order to do so 6.5 feet of the old trench was damaged and backfilled at that time. All that I can say, based on my recollection of the tank excavation (which extended approximately 3 -feet beyond the end of the tank in order to allow for installation of the necessary fittings), is that no septic tank effluent was encountered. I do recall that the excavator dug up some old dry sewer gravel in this area, which I have to assume was left over from the portion of the trench that had been previously abandoned. While the exact locations of the beginnings of the two existing trenches is unknown, it is probable that the new cleanouts we installed in the distribution lines leading towards these trenches are located some distance prior to the actual beginnings of the trenches. Thus I believe that the beginnings of the two trenches are probably 5 feet from the end of the tank, and I am confident that they are no closer than they were to the 500 -gallon tank which it replaced. There is one other minor point which you did not bring up, but which possibly should be addressed in conjunction with this installation. Based on field measurements it appeared that the 500 - gallon tank was located a little less than 5 feet from the foundation. In replacing the two tanks with one, we were able to swing the north end of the 1500 -gallon tank a little further towards the west, making it more or less parallel to the building. However, as reflected by the swing ties, the standpipe is located 7 feet from the foundation, which means that for a 5 -foot diameter tank the edge of the tank is approximately 4.5 feet from the foundation. I felt that in addition to this being an improvement over the location of the tank being replaced; this represented only a relatively minor deviation from the specified 5 feet. Furthermore, since the tank is tank is located below the level of the footing there is no possibility of contamination from the tank entering the house. Accordingly, I rounded the distance up to 5 feet on my inspection report, however if you feel it should be rounded down to 4 feet, then I am requesting approval of that distance. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank 2.1 The existing 1000 -gallon and 500 -gallon septic tanks, which are not retained to be in service, must be properly abandoned by thoroughly pumping, removing the tops and backfilling with soil. 2.2 The new 1500 -gallon, 2 compartment septic tank shall be Municipally approved and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. In order to avoid encroachment into the utility easement, particular care shall be taken to be sure that the new tank extends no further than 15 feet from the building foundation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed 1 - 4 feet from the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the tank and to discuss the construction procedures, (2) after the new tank is set level and the piping connected, but prior to backfill (3) after rough backfill and grading is complete. 3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. The reasons for denial are as follows: 1) Soils logs submitted by your engineer show the accepting strata to be a clean gravel with a soil rating of 85 sq.ft. per bedroom. Under AMC 15.65.060.2 any soil strata rated less than 125 square foot per bedroom requires a sand filter of 2 feet in depth below the accepting gravel layer. Such an installation requires that a design, by your engineer, be submitted to this office for review. 2) Groundwater monitoring per AMC 15.65.120.2.must be performed prior to issuance of a permit. 3) Permits are issued on a calendar year basis and thus any permit issued now would expire on December 31, 1986. This office understands the hardships this presents, however, without specific information pertaining to the planned upgrade, we cannot issue an on-site sewer permit. The purpose of this letter is to put in writing and clarify what I described to you over the phone. The soil log for this lot shows organic soil from 0 to 2 feet, gravelly sand from 2 to 6 feet, sand from 6 to 10, silty sand from 10 to 12, and tight silt from 12 to 16. The trench was dug along the north -south property line, within 5 feet of the original test hole. Near the test hole, the log matched precisely the soils in the trench. However, the soils changed immediately away from the test hole, because they dip down sharply to the north. This could not have been detected in the original test hole because it was done with a drill. The result of this dip is that to the south, the lower few feet of the trench was in silt, and to the north, the trench was in clean gravel. A diagram accompanying this letter will clarify this. Not wanting the system to be built in silt, I suggested they backfill the south half of the trench, and enlarge the north half, making it a 35 -foot long 5 -wide with 42 inches of gravel beneath the pipe. This gave them an absorption area of 324 square feet, more than adequate for a 3 bedroom house, since the clean gravel is visually rated at 85 square feet per bedroom. The gravel is beautiful --almost all larger than p -gravel size, with occasional coarse sand seams. The system's total depth is 6 to 7 feet (topography drops a foot to the north) and so is well above the total depth of the drill hole where no water was encountered. I appreciate your flexibility in allowing us to re -design this septic system so as to build it in the finest available soil.
