State of Alaska AECC963 November 30, 2023 MOA Development Services, On-Site Water & Wastewater Program 4700 Elmore Rd Anchorage, AK 99507 Subject: Alpine Woods Block 5 Lot 1 – 5800 Alpine Woods Dr Undocumented septic system Dear On-Site Services Engineer: The owners of the above lot are selling their 3-bedroom home, but installed a new septic system on the lot in 2001 without a permit (replacing the original system built in 1983). We are submitting this documentation to bring this septic system into code compliance. The attached plan shows the location of the current trench and existing home, new septic tank, and the water line serving the property. No conflicts exist between this existing trench and any water line on this lot or adjacent lots. The ground surface on the lot slopes very mildly and relatively uniformly toward the road, and the area around the trench in particular is basically flat. There are no slopes greater than 25% within 50 feet downslope of either the primary or alternate site. Stormwater drainage does not impact this septic system. There is a potential lack of separation between the 2001 trench and the abandoned 1983 trench. We drafted the abandoned trench on our plan as best as we could using measurements from the original 1983 inspection report, and the end of it likely is within 14’ of the newer trench. However, the trench was not found during the installation of the septic tank and we did not see leaching of effluent from the excavation sidewalls as would be expected if a full trench was only a few feet away. We do not see evidence that this abandoned trench is communicating effluent from the 2001 trench, and if there indeed was a connection it could be considered an extension off the end of the field. We took measurements of the cleanouts and monitoring tubes at both ends of the current trench and were able to determine that it is 42’ long with at least 7’ of effective depth. One monitoring tube was slightly shallower than the other, which we attribute to having some debris accumulate over the past 20 years. The owner of the property passed on extensive pictures of the installation, and based on those we are able to confirm consistency of soils, proper septic rock, and the geotextile fabric covering the trench. The septic tank installed in 2001 was a 1250-gallon tank, and it is likely that the trench installed at the same time was intended as a 4-bedroom trench. It has very similar length and effective depth as the 1983 trench. A test hole was dug in October of this year to confirm soils and perk rates and the log has been included in this submittal. Based on the percolation rate of 5.5 min/in, the current trench as measured is sufficient for a 3-bedroom home. Unfortunately, the test hole was only dug to 16’, while the trench total depth is 12.5’. In addition, only the upper (GP) later was perked, leaving a visually-rated SM/SP layer below 8’ without a perk rate. This in itself does not adequately demonstrate separation to groundwater and impermeable layers, and leaves us without a design perk rate for the portion of the trench below 8’. We request that these adjacent test holes be accepted as proof of this separation for the purposes of record drawing approval. The 10/21/23 test hole calls the upper layer ‘Loose GP w/ Sand’, transitioning to ‘SP/SM’ at about 8’ below grade, with a general comment that they are ‘good soils’. Unfortunately, because of the possibility of collapse, there wasn’t a feasible way to perk the soils below 8’ in a safe manner. While not the standard procedure for septic design, we request that the same perk rate be accepted for the sandy soils below the ‘Loose GP’. We would not anticipate them to be significantly different than the upper layer unless they were noted as being particularly ‘tight’ or ‘silty’. Looking at the table with all of the adjacent test holes, the test hole on Alpine Woods B4 L1 had a significantly different makeup. That engineer called out mostly silty material (ML) with the majority being ‘Silts with seams, few cobbles’. The perk rate is illegible but the design rate was 263 SF/bdrm. This is completely different from what was found in the on-site test hole, and we do not feel it should be considered as comparable. Of the rest, all show perk rates under 15 min/in with the lone exception of Alpine Woods B1 L2 at 21 min/in. This is an outlier compared to the other 7 perk rates in similar soils. As further justification we can point to a system that has clearly functioned for more than 20 years and still has most of its capacity left, more than half of that in the SP/SM layer below 8’. Finally, our testing of the trench did not indicate any particular layer with slower absorption. The levels in the trench prior to the pre-soak were at about 11.5’ below grade, rose gradually during the pre- soak and testing to 6.5’ below grade, and dropped again to 9.5’ during recovery. We do not see significant reason to require this trench to classified per a slower perk rate and to therefore extend it. With these justifications, we have submitted the record drawings and inspection report filled with the information that we discovered in our investigation. We request that this system be accepted as documented. There is a discrepency in the amount of material beneath tile shown in our inspection report, and the actual amount. Instead of 114 inches, there is 72 inches (6 feet) of gravel beneath the leach pipe. The system was installed at a depth of 10 feet on the North end of the trench and 11 feet on the South end because ground level slopes up a foot toward the south. Please note that 6 X 2 X 41 equals 492 square feet, as is shown under total effective absorption area. Also, there was a soil log made on the south side of the lot to 15 feet depth with no water present.
