We are submitting this design and permit application for the construction of a new well and septic system to serve the house. The attached Site Plan identifies the location of the home as well as the proposed well,' septic location and alternate site. No conflicts exist between this proposed system and any wells on this or adjacent lots. Contours are shown on the site plan showing the grade and direction of flow. The drainage pattern will not be changed by the construction. The absorption system will consist of a 15' wide by 30' long absorption bed constructed over in situ silty sand material. All in place material will be excavated to the sand below. The bed will consist of Engineered Receiving Soils (ERS) consisting of 3.5' of Municipal approved sand with the absorption bed atop. Septic effluent will dissipate both vertically and horizontally. The system will pass CAT II effluent through the sand filter which will filter the effluent to CAT III standards by the time the effluent is absorbed into the receiving soil. Test Hole 3 indicates a minimum of 3' of peat from 1' to 4' below the surface. Peat is known to have an absorption rate of less than 5 minutes per inch. The bed will have a sidewall area of 180 square feet of peat between 2' and 4' below the surface in addition to the 450 square feet of surface area of the silty sand below. A percolation test of the peat will be completed prior to construction to verify our assumptions. Any variations from our design criteria will result in an immediate redesign. Test Hole 3 indicated groundwater at 5' below the surface and rose to 4.5' during the monitoring period. Other test holes on the lot close to this hole revealed water at 3.5' to 4.0' on May 15. We believe the elevation of the water in this test hole would be 35 to 4.0' based on the water monitoring in the other test holes completed on the lot. We have designed the absorption bed for a water table elevation of 3.5' below the surface. The ground surface on the lot slopes moderately to the west with no area sloping more than 10%. The new bed will be constructed parallel to the slope as much as possible. The bed will be a minimum of 50' from all wells and surface water and more than 5' from the septic tank. The alternate site is more than 10' from the primary location. Please refer to the attached design documents. If this design is followed there will be no adverse impacts to adjoining properties. August 12, 1991 Municipality of Anchorage DHHS 825 L Street Anchorage, Alaska 99501 Impact Statement For On-site Design Lot 7 Block 3 Audubon Heights Addn #1 Soils Investigation: Excavations were performed on lots 3, 7, & 8 of this subdivision earlier this summer to determine the soils conditions for on site septic systems. The results indicate that lots 3 and 8 have unacceptable soils due to either high groundwater or large volumes of peat soils. Monitoring tubes were installed on lot 7 to note any changes in groundwater since gravelly soils were found in the excavations and peat and groundwater less predominant. A curtain drain was installed as shown on the plan drawing to help ensure that the area chosen for a system on lot 7 would remain suitable since groundwater is known to be a problem in the area. Monitoring results indicate the curtain drain is working to remove groundwater upgradient from the monitoring tubes. Wells: A well installed on this lot should have no effect on neighboring wells since the majority of wells in the area are artesian. Wastewater Systems: The construction of a wastewater system on this lot should have no effect of wastewater systems on adjacent lots due to the distances to neighboring systems. Reserve Space: Due to the poor soil conditions on lots 3 and 8, (which the same buyer is also buying) these two adjacent lots should remain undeveloped for quite some time. Drainage: Most of the drainage in the area is picked up by the small drainage ditch along the property line to the south. The curtain drain picks up water upgradient to the northeast of the septic system. Overall drainage on the property move from east to west.
