Pannone, Principal Registered Professional Engineer E-mail:stevePpanengak.com June 14, 2018 Subject: Auriga, Lot 1 Upgrade Septic System Permit Request Design Narrative This is a design narrative to issue a permit to install an upgrade septic system to be issued for this property. The proposed system will serve an existing three (3) bedroom house, with a one (1) bedroom ADU. The 1250g septic tank will be verified and replaced with a new 1250g septic tank if it is found to be leaking. This lot and the surrounding lots are served by private wells. There are no wells within 100' of the proposed septic system. 1. Soils. One test hole was conducted in the vicinity of the proposed system in 1989 by Ted Moore. Ground water was not observed to a depth of 12' below the surface in May 1989. Bedrock was not encountered in the test hole to 14'. Based on the results of the percolation tests and overall soils appearance an application rate of 0.8 gallons/day/square was used in the area of the test hole. The engineer will perform a verification test hole to ensure continuity of soils at time of construction. 2. Soil Absorption System Design. a. See Sheet 1 of the design package. 3. Surface Water:There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The existing topography on the lot generally slopes from southwest to northeast, with a slope of approximately 8%-10% in the area of the proposed drain field. There are no steep slopes within 50' of this system. 5. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that the review is complete and that there are no further comments is received from MoA On-Site Department, the note will be removed and "Issued for Construction" drawings will be issued. 6. Box 196650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative to accompany our application to renew the permit to construct an on-site wastewater disposal system to serve the existing residence on Lot 2 of Auriga S/D (a pending resubdivision of Lots 12 and 13 of USS 3202 in Bird Creek). The soils log, site plan, design drawings and specifications are enclosed along with a copy of the driller's log for the new well drilled in 1989. The original permit taken out in 1989 was based on a visual soil rating of 125 square feet per bedroom of the receiving sand stratum. The design has been slightly modified to exclude the actual test hole location from the soil absorption bed. We propose to conduct a percolation test of the sand comprising the bed bottom at the time of construction as required by the new code. Assuming that this test confirms that the percolation rate is faster than 5 minutes per inch we would plan to stick with the original design, which complies with the new criteria of 4 bedrooms x 150 gpd/bdrm / 0.8 gpd/sq, ft. = 750 square feet. If, as is possible, the sand percs faster than 1 minute per inch, we would assess whether it meets the specifications of filter sand, and if so would not truck in another 2 feet of pit run filter sand. If you wish to confirm this finding on site, or have a sample of the sand brought for your analysis, please so specify on the permit. The topography of the site slopes downwards towards the northwest at approximately 10 %. The proposed bed will be constructed outside the required 100 foot setback from a small unnamed creek to the north. We have designated a comparably sized replacement bed site 10 feet to the southeast of the original bed on the other side of the test hole. The proposed system will be in excess of 100 from the well on this lot and adjacent lots, and more than more than 30 feet from any other existing or proposed wastewater disposal facilities. Thus, the proposed project will have no impact on wells or wastewater disposal systems on adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. Care shall be taken to ensure the system does not encroach of the 100 ft. required creek setback. 1.4 The contractor shall be responsible to obtain any necessary utility locates. The buried el~trical and telephone cables are to be relocated as needed around the north side of the soil absorption bed. 2.0 Septic Tank: 2.1 The 1250 gallon septic tank shall be Municipally approved with two compartments, and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buffed less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating the silty gravel surface soils to create the level bottom surface of a 15 foot wide by 50 foot long soil absorption bed in a clean sand stratum at a depth of approximately 6.5 feet below the original ground level in the vicinity of test hole #1. A percolation test of the sand comprising the bottom of the bed shall be conducted by the inspecting engineer to verify that the percolation rate is faster than 5 minutes per inch. If the measured percolation rate is faster than 1 minute per inch the engineer shall determine whether the native sand meets Municipal requirements for filter sand; if not, a total of 2 feet of approved filter sand shall be placed in the bottom of the bed. 3.2 A total of 12 inches of sewer gravel shall be placed in the bottom of the bed. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. The 4" diameter perforated and non-perforated distribution pipes shall be configured as shown on the design drawing. The pipes shall be laid level with the bottom of the pipes no less than 6 inches above the bottom of the sewer gravel. 3.3 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the di~sign drawings. The portion of the monitor tube extending through the sewer gravel shall be 'perforated. 3.4 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 3 feet of soil cover is to be placed over the filter fabric. 3.5 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shah be no steeper than 3:1. 4.0 Inspections: 4.1 A total of 4 engineering inspections will be required dm'ing the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the original soil test information and to allow a percolation test to be done, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after final backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill.
