The Environmental Services Division, On-Site Services Program, has reviewed the following
cases and has these comments:

Bluebell Subdivision
Information to satisfy the requirements specified by AMC 21.15 and AMC 15.65
must be submitted for each lot of this proposed subdivision. This information
must include, but may not necessarily be limited to:
1. Soils testing, percolation testing and ground water monitoring must be
conducted to confirm the suitability for development using on-site
wastewater disposal systems. Ground water monitoring must be
conducted during high water season in either the fall (October) or spring
(April - May).
2. Areas designated for the original and replacement wastewater disposal
system sites must be identified and must meet all criteria specified in
AMC 15.65, including slope and slope setback requirements.
3. Topographical information must be submitted.
4. Supporting documentation on water availability must be provided.

Septic System Reserve Areas
Dear Jim:
In January of this year more than 28 testholes were placed on Lots 1,2 and Tract A of
proposed Ashland Subdivision to determine whether septic systems could be placed on
the lots. The attached plan shows the location of the testholes and the septic system
reserve areas for each lot. The proposed well locations are also shown. Percolation
rates on the soils found in the testholes ranged from 2 to 8 minutes per inch with the
vast majority under 5 minutes per inch. Unfortunately most of the testholes revealed
bedrock at fairly shallow depths.
The Municipal Ordinance allows for a septic system reserve area for each lot with the
size dependant on the percolation rate or the establishment of three absorption systems
for each lot. We were unable to find an area on Lot 1 of sufficient size to meet the
ordinance requirement for septic system reserve areas. We have therefore established
areas for three absorption beds on Lot 1. A total area of 5,000 square feet is
highlighted. The standard size for an absorption bed with a bottomless filter is 12' wide
x 30' long or 360 square feet. Several beds could be placed in the 5,000 square foot
area. Testholes No. 21 and 22 are n or near this area. Bedrock was found at 10.5'
beneath the surface in Testhole No. 21 and 5' below the surface in Testhole No. 22.
Soils in both holes percolated at rates faster than 5 minutes per inch.
Three testholes were found on Lot 2 which appeared workable. Testhole No. 23
revealed bedrock at 8'. Testhole No. 24 had bedrock at 9' and No. 25 at 8'. Soils in all
holes percolated at faster than 5 minutes per inch. A 10,000 square foot area in the
east section of the lot has been reserved for septic systems. Some grading may be
necessary to reduce the ground slopes in the area of the final septic system site. It
does appear, however, that all criteria can be met on each lot for construction of a
septic system.
Innovative type nitrate reducing systems will be required on these lots due to the
shallow bedrock depth and the limited area available. Each bed will be 12' wide and 30'

long to support either the bottomless sand filter system or the recirculating septic tank
with upflow filter system. Standard gravity type systems are not acceptable for this
property due to the size of the absorption bed required and the proximity of bedrock.
A copy of the soils logs for the testholes developed on each lot are attached for your

Septic System Reserve Sites
Attached is the plat for Ashland Subdivision which shows the three locations proposed
for the 12' X 30' absorption bed sites for the bottomless sand filter type septic systems.
In addition, the reserve area and backup soil tests are enclosed for Tract A of the
subdivision. It is my understanding Tract A will eventually be resubdivided to be served
by City water and sewer. Sufficient surface area is available, however, for a 12,000
square foot reserve area to meet the Municipal Ordinance for subdivisions with septic
systems.

Water Availability Study
Dear Jim:
We recently completed a study of the lots surrounding the proposed Ashland
Subdivision to determine the depths and production rates of the wells and the overall
water availability and quality. The results of the study vary and indicate the wells are
between 38' and 170' deep. The depth of the wells appears to correlate with the depth
of the bedrock. Water production from the wells was found to average between 2.5 and
20 gallons per minute. Recent studies of the nitrate content in the drinking water in the
Keno Hills Subdivision near this property indicate concentrations less than 1 milligram
per liter. This amount is well below the acceptable imit of 10 milligrams per liter.
Based on the aforementioned information we conclude the wells to be placed on Lots 1
and 2 of Ashland Subdivision will be less than 150' below the surface and should
produce between 2.5 and 5 gallons of water per minute depending on the depth of the
well and level of development. The quality of the water should meet or exceed current
drinking water standards. The estimated depth of the wells is based on the correlation
seen between the depth of the bedrock and the depth of the wells in the Keno Hills
Subdivision.
Backup information concerning the wells in the area is included for your review. Please
