The approved separation distance is 75 feet. Your request for a permit to construct an Intermittent Dosing Sand Filter wastewater disposal system on the subject lot has been denied. This department is soliciting the professional services from the private engineering community to design and construct three Intermittent Dosing Sand Filters this summer. ANCHORAGE, ALASKA 99516 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot 7, Block 1, Aspen Highlands S/D Unit #1, located at 13140 Midori Drive. Soils Nogs, perc test results, a site plan, design drawings, speCifications, and a separation distance waiver request are enclosed for your review. The proposed system consists of a temporary 3000 gallon holding tank as well as a 19' x 19' intermittent sand £flter with a 5' wide by 60' long residual disposal drainfield. The size of the residual disposal drainfield is based on an application rate of 1.5 gpd/sq, ft. The measured percolation rate of 4 minutes per inch measured at test hole #1, would correspond to a soil application rate of 1.2 gpd/sq, ft. for a conventional drainfield, so the proposed size should be more than adequate for the treated effluent from the sand filter. The residual disposal drainfield will achieve a 1' vertical separation from seasonal high groundwater and 40' horizontal separation from surface water. The topography of the lot slopes to the South at 5% - 10% as well as to the West at approximately 2%. The proposed project will eliminate a seepage pit which is presently subject to groundwater intrusion as well as being less than 100 feet from surface drainage. The proposed intermittent sand filter will provide a good opportunity for testing the applicability of this technology under Anchorage environmental · conditions. All parties involved recognize that this intermittent sand filter will have to be subjected to a thorough sampling and testing program before it could qualify for a Health Authority Approval certificate on its own merits. For this reason a holding tank is included as part of the project which will remain available for future use should the testing program reveal that the intermittent sand filter is not performing as intended. The project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Expeditious processing of this permit is requested in order to allow the installation of the holding tank and issuance of a HAA certificate prior to the scheduled closing of the property sale in early June. Date: May 11, 1992 Re: Separation distance waiver(s) Lot 7, Block 1, Aspen Highlands S/D Unit #1 The requested waiver(s) are to allow the installation of a new 3000 gallon holding tank as close as 75' from surface water and a new STEP tank as close as 75' from both the private well serving this lot and from surface water. Please refer to the enclosed site plan, design drawings, soils test logs, and well driller's log for backup information. Both the holding tank and the STEP tank will be of new construction with watertight seals at all penetrations which will ensure both that groundwater is unable to enter the tanks and that effluent is unable to exit the tanks except as designed. Thus, under normal operation there will be no possibility of environmental contamination from either of these tanks. The separation distance issue only becomes pertinent in the event that the tanks cease to be watertight. According to the driller's log the well serving this lot was completed in September of 1973 and has a total depth of 173 feet and a yield of 6 gpm. The driller classified the soil overlying the aquifer as being a sandy silty gravel. On February 5, 1992 the static water level was at 135 feet below the top of the casing. Pumping 66 gallons of water from the well at the maximum pump output caused the water level to be drawn down to the pump intake at 155 feet. Over the next four hours we measured the yield of the well to be 2.7 gpm. On April 27, 1992 we dug three test holes in the locations shown on the site plan. In each we encountered a sandy seam carrying groundwater at 3 - 4 feet below ground level. This groundwater was perched on a sandy silt or a very silty sand with an estimated perc rate in excess of 60 minutes per inch. We feel there is little possibility of the well becoming contaminated in the event that the STEP tank rusts out because the proposed tank location is downhill from the well with the house constructed between, and because there is in excess of 100 vertical feet of relatively impermeable soil between the level of the tank and the level of the aquifer from which the well draws. While the surface water is located downhill from the proposed location for the tanks, in the event effluent from the tanks were to daylight, it would have to travel 75 feet horizontally across a driveway before encountering the surface water. Such a condition would become objectionable to the residents and neighbors and/or be called to the attention of health officials before it posed a surface water contamination problem. The following is a breakdown of how waiver analysis points pertinent to the well-STEP tank waiver could be assigned using the criteria set forth by DEC's SCRO: Category_; Points: Distance to water table (135' - 10' = 125') Soil Sorption (predominantly silt) Permeability (Soil with a perc rate slower than 50 min/inch) Water table gradient (assume parallel to ground surface = +5%) Hgrizontal separation (75') Total 7.13 3.5 3.0 4.5 2.0 20.1 Based on this analysis it appears that the well - STEP tank waiver can be safely granted without concern as to contamination of the domestic water supply system. Minor deviations from the drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buffed utilities. 1.4 The contractor Shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Holding Tank: 2.1 The existing 1250 gallon steel septic tank is to be formally abandoned by thoroughly pumping it and crushing it and burying it in the old seepage pit. The 8' x 8' log seepage pit is to be abandoned by removing it's top, thoroughly pumping it and backfilling it with the crushed septic tank and clean soil. Sufficient backfill material shall be placed to allow for subsequent settlement without a depression being formed. 2.2 The holding tank shall be Municipally approved and shall be set level on undisturbed soil. The tank shall be equipped with a watertight manhole cover and a 6" cleanout as well as a separate 4" access pipe for installation of the high level alarm float. The high level alarm float shall be positioned to trigger a low voltage audible and visible alarm located inside the house whenever there is less than 500 gallons capacity remaining in the holding tank. The tank shall be buried with at least 5 feet of soil cover over the top. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The~ waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot and there shall be a serviceable cleanout located within 5 feet of the building foundation. A diversion valve operable from the ground surface (as supplied by Western Utilities, or equal) shall be installed in the 4" waste line between the building foundation and the holding tank. The valve shall be capable of diverting the flow into a separate 4" line leading towards the location of the future STEP tank. The line is to be stubbed out and capped off after 10 feet with the location of the end marked above ground. 3.0 Inspections: 3.1 Two engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the tank and to discuss the plans, specifications and construction procedures, (2) after the holding tank has been installed'and the plumbing and high level alarm installed, but prior to backfill. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Flattop Technical Services 14530 Echo Street, Anchorage, AK99516 Phone (907) 345-1355 Lot 7, Block 1, Aspen Highlands S/D, Unit #1 13140 Midori Drive Intermittent Sand Filter Specifications 1.0 General: 1.1 The scope of the project consists of the installation of 1250 gallon STEP tank with an integral 'lift station which discharges effluent to a 19' x 19' intermittent sand filter. The effluent from the intermittent sand filter is then collected and discharged into a residual disposal drainfield. 1.2 Construction shall be as depicted on the approved site plan and design drawings including lsf, 2sf and residual disposal drainfield. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall .conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.5 Finish grading, including placement of 4" of topsoil and seeding is required by the Municipality, however it is the responsibility of the owner and is not covered by the engineering inspections. 2.0 STEP Tank: 2.1 The septic tank shall be a Municipally approved, 2-compartment STEP tank with a capacity of 1250 gallons set level on undisturbed soil. The second compartment shall be equipped with an "Orenco" package lift station. Each compartment of the tank shall be equipped with a 4" diameter cleanout, and physical access to the second compartment shall be provided by means of a watertight, insulated riser and manhole cover. 2.2 The tank shall be buried a minimum of 2 feet, and if the burial depth is less than 4 feet it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe Connections to the tank shall be equipped with waterproof mechanical couplings. The 4" wasteline from the residence shall have a minimum slope of 1/4" per foot, and shall be connected in to the 4" waste line which has been stubbed out from the diversion valve in the line between the building and the existing 3000 gallon holding tank. 2.4 The on and off floats shall be set at the elevations specified by the supplier. The lift station shall be equipped with a high level audible and visible alarm located inside the residence to alert the occupants when the fluid level in the tank rises above the design elevation. 2.5 Installation of a lift station pump within the Municipality of Anchorage requires a valid electrical permit. The contractor shall be responsible to obtain the necessary permit and Municipal inspection, and shall provide a copy of the inspector's report to the engineer overseeing the construction of the intermittent sand filter. 3.0 Intermittent Sand Filter: 3.1 Site preparation consists of excavation of a 20' x 20' level pad set as deep as practical up to 5 feet below ground level. The surface of the excavation shall be prepared by placing and compacting approved medium sand to achieve a carefully leveled sand surface within +/- 0~. 1'. 3.2 Next the 4' high sidewalls of the 19' x 19' sand filter enclosure shall be constructed of 1/2" exterior plywood, framed as necessary to hold in position during placement of the filter materials. Any portions, of the enclosure that will be within 4' of the finished graded surface shall be insulated with 2" or rigid, burial type insulation. To maintain the stability of the enclosure during filling, the space between the plywood and the sidewalls of the excavated area shall be f'flled with sand at the same rate as the inside is filled. 3.3 A 30 mil PVC liner as supplied by "Orenco" shall be laid inside the filter box prior to placement of filter materials. A 4" diameter underdrain of slotted ASTM D-3034 pipe shall be laid in the bottom of the filter box passing out through a 4" diameter PVC "boot" where a sealant strip and stainless steel band is to be installed to insure water tightness. The 4" diameter D-3034 discharge line between the sand filter and the residual disposal drainfield shall have a minimum slope of 1%, and shall be equipped with a cross fitting as shown providing a 2' deep capped sump and 4" riser extending 2' above f'mal grade to allow for pumping of the sump and subsequent sampling. 3.4 A total thickness of 8" of 1/4" "Block Pea Gravel" shall be placed in the bottom of the filtei' box surrounding the 4" diameter underdrain. Care shall be taken to ensure that the top surfaces of each material layer is level. 3.5 On top of the pea gravel layer a total thickness of no less than 24" of"Concrete Sand"shall be placed.. The sand supplier shall be requested to test and designate that portion of their "Concrete Sand" stockpile for which less than 5% passes the #100 sieve, and only this material shall be utilized in the sand filter. The contractor shall supply a copy of the sieve analysis report to the engineer. 3.6 On top of the filter sand a total of 9" of 1/4 .... Block Pea Gravel" shall be placed. The distribution pipe network consisting of a 2" Schedule 40 PVC manifold and 1" diameter Schedule 40 PVC laterals shall be buffed level in this pea gravel stratum such that the pipe inverts are no less than 6" above the top of the underlying sand filter layer. The PVC laterals shall have 1/8" diameter orifices drilled in the tops spaced on 2' centers, and shall have capped upturns at the ends configured as shown on drawing lsf. 3.7 The top of the upper pea gravel stratum shall be covered with approved filter fabric plus 2" of rigid burial type insulation, plus a minimum of 2 feet of soil cover. The top 4" of the soil cover shall be topsoil, and the soil cover shall be mounded at least 6" above the surrounding terrain and graded to drain off the top of the sand filter. Side slopes shall be no steeper than 2:1. The owner shall be responsible for final grading of the topsoil and seeding to prevent erosion. 4.0 Residual disposal drainfieid: 4.1 The 5' wide x 60' long residual disposal drainfield shall be configured as shown on the plans, with the required absorption area being at least 1/2 that required for a typical septic tank effluent soil absorption trench, based on the perc test results. 4.2 The level bottom of the drainfield shall be carefully excavated in the sandy loam stratum below the black peat at a depth of approximately 18" below the original ground level. It is important not to over- excavate the drainfield. The 4" dia. perforated distribution pipe shall be buffed level in 12" of approved sewer gravel such that the invert of the pipe is no less than 6" above the bottom of the sewer gravel. 4.3 The top of the sewer gravel shall be covered with approved filter fabric plus 2" of rigid, burial type insulation, before backfill with no less than 2' of soil cover. The top 4" of the soil cover shall be topsoil and the soil cover shall be mounded at least 6" above the elevation of the surrounding terrain and graded to drain. The owner shall be responsible for final grading and seeding of the topsoil. 5.0 Inspections: 5.1 A total of 7 engineering inspections will be required during the course of the sand filter cOnstruction: (1) initial stakeout with the contractor to establish the lOcations of the system components and to discuss the plans, specifications and construction procedures, (2) after the filter pad has been constructed and plywood sidewalls erected, (3) after the PVC liner and underdrain have been installed, (4) after the underdrain pea gravel has been placed, (5) after the falter "concrete sand" has been placed, (6) after the upper pea gravel has been placed and the distribution pipe network is in place but prior to placement of filter fabric or insulation, and (7) after final backfill and grading is complete. 5.2 A total of 3 additional engineering inspections will be required as follows: (1) After the septic tank/lift station has been set level and all piping connected, but prior to backfill, (2) after the excavation for the residual disposal trench is complete, but prior to placement of sewer gravel, and (3) after the sewer gravel and distribution piping is in place, but prior to placement of filter fabric, insulation and final backfill. These inspections may be incorporated with any of the above inspections, if feasible. 5.3 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. As you can tell, some new information surfaced during the final phase of approval. At that time I discovered that a beauty salon was present and in use, and that an efficiency apartment had recently been discontinued in use. This information is rather troubling since you were the inspecting engineer and submitted the request for a waiver to surface water, a holding tank permit request, an inspection report, and finally a Health Authority request. The beauty salon has been in continuous use for a number of years; a sign hangs on the side of the road, and the shop is the point of reference for the measurement from the holding tank to the foundation. The holding tank alarm is installed in the beauty shop, and you must enter the shop to test it. I believe it is very clear that a single family dwelling cannot be approved by this office if there is an apartment in it, or a business is operated from it. Exceptions to this must be granted by the state Department of Environmental Conservation. You indicated to me that deciding whether a dwelling was single family or multiple family/commercial was "not engineering work, but regulatory work." I disagree with this attitude, and in fact our procedures for performing Health Authority Approvals specify that the engineer stamping and signing the work is certifying that the system is installed and operated in accordance with applicable state and local guidelines. We hold that it is the engineer's direct responsibility to ensure that all information submitted to this office is accurate and in conformance with code requirements. You have previously been notified that inspection reports showing unlicensed excavators will be-summarily returned by this office. In this case I have signed ~he inspection report, but wish to caution you that we will not do so in the future. Before you inspect a job, I suggest you ask the excavator for his municipality number. This letter will serve as an official notice of violation.
