Subject: Holding tank on Lot 14 Block 3 Aspen Highlands
Subdivision
Dear Ms. Peterson:
The total capacity of the holding tank serving the subject
property is 2000 gallons. The inspection report signed and
dated bY Tobben Spurkland, P.E. on December 4, 1986 indicates
that he supervised the installation of a single compartment
1000 gallon holding tank. This 1000 gallon holding tank was
installed in series with an existing 1000 gallon septic tank
thereby creating a total capacity of 2000 gallons. This
arrangement is acceptable to this department.
Please consider this letter as confirmation my previous
approval of the holding tank on the property.

Dear Bernie:
On July 1, 1986 you requested that I come take a look at the lot you
own, Aspen Highlands Block 3, Lot 13. Last year a septic system had
been installed but not backfilled on the lot, and since the septic
system ts completely underwater at the moment, concern was expressed
over the situation.
Back in 1982, AECS did a series of test holes on Lots 12, 13, 14, and 15
of Block 3, Aspen Highlands. In a letter dated July 28, 1982 to
Hugh Gellert, then owner, it states:
"These restrictions are that on Lots 12, 13, and 14
only shallow systems can be used .... Shallow mounds
will have to be used on these lots."
Originally, Alaska Testlab had drilled several test holes in the area.
AECS used The Testlab logs and ran percolation tests adjacent to these.
As you can see by the attached soil log, Testlab recorded that for Test
Hole 13-3, they encountered a foot of peat, below which was two feet of
silt, and a gravelly silty sand from 3 to 7, and silty soils below. The
water level was monitored on this test hole and fluctuated between 5.5
feet and ? feet. Since the water came up as high as 5.5 feet, tt was
obvious a septic system would need to be built shallow, and the most
likely strata to use would be the gravelly sandy silt from 3 to 7 feet.
AECS performed a percolation test, therefore, between 4.5 and 5 feet,
which passed at 225 sq. ft./bd.
On September 16, 1985, I was scheduled to do an inspection on this lot.
I observed that the excavator had dug out a 5-wide drainfield to such a
depth that he was in very bad soils, smeary tan and bluish-gray-mottled
silts, with seeps coming in the sidewalls. A large ditch had been dug
along the north and east lot lines also, in an attempt to divert water
off the lot; this was full of water. The owner, Ron Downey, was there
and I told him that this was unsuitable for an on-site septic system.
Apparently, another engineering firm was consulted who also refused to
pass the system.
So at your request, I went out yesterday to see if there might possibly
be enough area left on the lot to build a shallow, mounded on-site
septic system as originally planned, abandoning the existing system and
drain. Since the soils have a rating of 225 sq.ft./bd., for a 3-bedroom
house 1013 sq.ft, of area would be needed. Unfortunately, there is only
about 600 square feet of undisturbed area near where Test Hole 13-3 was
done. The good, shallow soil on either side of this area has been
removed by excavation of the existing improper septic system and drain.
In an attempt to find acceptable soils elsewhere on the lot, I also

performed shallow percolation tests tn several areas (see map), which
all were unsuitable. The good soil is centered on Test Hole 13 - 3
becoming increasingly siltier away from it, as can be clearly seen in
the exposed sidewalls of the excavations and as confirmed by my
percolation tests.
Had the septic system been build properly to begin with as AECS had
originally advised, it would have been fine. But instead, what good
soil there was on the lot has been excavated out to the point that there
is not enough left to build a septic system in.
Consequently, your only option appears to be to install a holding tank.
By presenting this letter along with the attached documents and
drawings, the Municipality of Anchorage will no doubt issue you a permit
in their usual prompt helpful and courteous way.

Susan Oswalt, being first .duly sworn, hereby states:
1. I am employed by the MUnicipality of Anchorage as
an engineering technician with On-Site Services. On-Site
Services is responsible for the issuance of permits for on-site
water and septic systems.
2. In conjunction with this affidavit, I have
reviewed the On-Site Services file for Lot 14, Block 3, Aspen
Highlands Subdivision; in particular, the application and permit
for an on-site septic system.
3. The permit for Lot 14, Block 3 was issued in 1985.
At that time, it was the policy of this Department to accept
photocopies of soil test information, provided they were
recertlfied by a professional engineer. The soil test data were
put into a computer. The computer would attempt to print out
three options for the applicant. TypicalLy, these options would
include a deep trench system, a wide drain system, and a bed
system.
4. In 1985, the computer was programmed in a manner
such that it would not issue a permit for a deep trench system if
very shallow ground water was shown. At that time, however, the
program did not include a parameter which would check for a
minimum of four feet of gravel below the pipe in the trench. It
was the practice of On-Site Services to have the issuing employee
check this matter manually.
5. The MOA file indicates that On-Site Services
issued a permit based on a test which had been recertified by
Leroy Reid. A copy of that test is attached to this affidavit.
The data from that test were fed into the computer which printed
out the permit attached to this affidavit. The three options set
forth in the permit were based solely on the recertified test
which is attached. The data do not support a permit for a deep
trench system, and the issuing engineer should have crossed out
that option.
6. The recertified soil test which was used as a
basis for this permit indicated that no ground water was found.
Based on the data submitted and the lack of ground water, the
recertified soil test, if accurate, would have supported either
an operable six-foot deep wide drain system or a bed system.
