Box 19-6650 Anchorage, AK 99519 Dear Ms. Wockenfuss: April 5, 2021 14530 ECHO CANYON ROAD ANCHORAGE, AK 99516 By means of this letter I am requesting issuance of separation distance waivers applicable to the wastewater disposal system on Lot 4, Block 1, Beede S/D. The requested waivers are as follows: (1) Septic tank to soil absorption trench = 3' (2) Soil absorption trench to property line = 7' (reaffirmation of previously issued waiver) (3) Soil absorption trench to building foundation = 3.5' On 2/18/21 you emailed to me several comments pertaining to the inspection report I had submitted for the replacement septic tank that was recently installed on this property, including the first of the above waivers. I will endeavor to address herein each of your comments (shown in bold, italics) in the order you listed them. 1. The permit number at the top of the IR is incorrect. I plead guilty as charged and have endeavored to copy the number correctly on the attached revised documents. Sorry. 2. In the Separation Distance table state the Well to Sewer Line distance. Done. As you can see from my plan view drawing, the distance is a little greater than 90'. 3. In the Separation distance table, list the horizontal distance. I'm not sure what you are referring to in this comment. However, even though the well and the absorption field were installed by others prior to this septic tank upgrade, I have noted the separation distances for each of them. 4. The Asbuilt Survey with contours submitted for separation justification is not to scale. I did receive a to -scale survey from Ken Lang. It does not have the contours shown. If a to -scale survey with contours is not provided I will put a note on it stating that it is not to scale. It looks to me as though Mr. Lang's survey with contours really is to scale, however the drawing appears to have been reduced prior to his emailing it to me, so that the scale he indicted on the drawing is no longer correct. To make it easier for your office to interpret I have enlarged Mr. Lang's contour drawing by 107%, which brings it back up very close to the indicated scale of 1" = 50'. 5. The tank appears to be less than S' from the trench. A waiver is required. See below. 6. On the plan view, show the location of the stream per the survey. Done. (1) Due to numerous severe constraints resulting from the proximity of the existing building foundation and property line, plus the depth of existing sewer line and the location of the existing trench, this replacement tank installation was as difficult from an engineering and installation perspective as any I have ever worked on. On paper there was enough room to comply with all of the constraints, but in the process of excavating the hole for the new septic tank to the necessary depth, the tank location crept a little further west than intended. Based on the plotted location of the absorption trench, the tank appears to be 3 feet from the east end of the trench. I did not observe any sewer gravel associated with the trench itself, and no backflow of septage from the trench into the tank excavation occurred. Now that the excavation has been completely backfilled, I do not think there is a potential for any adverse impacts associated with the present tank location. Thus, I am requesting that a waiver allowing 3 -foot separation be granted. (2) Based on the location of the monitor tube at the west end of the trench shown on the property survey, it appears that the trench is 7 feet from the property boundary on Ahtena Circle, which is less than the 10 -foot separation called for in the code. At the time the trench was installed back in 1984 a waiver allowing it to be as close as 1.0 feet from the lot line was approved by Keith Bandt. Thus, no additional waiver appears to be needed at this time. (3) Based on a plot of the theoretical orientation of the existing soil absorption trench in a straight line between the monitor tube at its west end and the original septic tank location, it appears that the trench probably comes within 3.5 feet of the SW corner of the building foundation. The 1984 inspection report reports a separation distance of 5.5 feet from the foundation, which is less than the 10 feet required at the time. In any case, the absorption trench has been in operation for more than 37 years without any reported adverse impact on the building structure, so it is unlikely problems related to its proximity to the foundation could manifest themselves in the future. During the installation of the septic tank, I had an opportunity to observe that the deep undisturbed soils in this area are a densely compacted somewhat silty gravel exhibiting good sidewall stability. With the trench fully filled with sewer gravel and covered with long -stabilized backfill material, the stability of the building foundation should not be threatened by its proximity to the trench. Thus, I am requesting that you issue a waiver allowing this existing trench to be approved at a distance of 3.5 feet from the existing building foundation. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to replace the existing 1000 -gallon steel septic tank on Lot 4, Block 1, Beede S/D with a new 1250 -gallon Municipally approved polyethylene septic tank. A site plan and specifications are enclosed for your review. According to the as -built inspection report, the soil rating for the soil absorption trench is 125 sq. ft. per bedroom. The 38 -foot long soil absorption trench with an effective gravel depth of 8 feet has 608 sq. ft. of effective absorption area, which is significantly larger than required for a 4 -bedroom residence. However, even though the existing trench is larger than required for 4 bedrooms, the existing wastewater disposal system was originally approved for only 3 bedrooms because the existing septic tank size is 1000 gallons. The most recent Municipal appraisal shows that the home on this property actually has 4 bedrooms. To resolve this discrepancy, we are proposing to install a new 1250 -gallon septic tank. After the installation is complete the entire wastewater disposal system will be appropriately sized for 4 bedrooms. As can be seen from the site plan, with careful placement the new 1250 gallon poly tank will be in compliance with required separation criteria from both the existing well and property lines. Minor deviations from the drawing may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. 1.3 The installer shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The installer shall provide adequate cover material and rough grading over the tank to ensure that proper drainage is achieved after settlement and that there are no residual depressions. 1.5 All new waste lines and cleanout risers shall be manufactured of ASTM D-3034 pipe. 1.6 The homeowner shall be responsible for finish grading after the soil is compacted, as well as replacement of the pavers and/or topsoil and seeding in all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing 1000 -gallon steel septic tank shall be properly decommissioned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 1250 -gallon polyethylene, 2 compartment septic tank shall be a Municipally approved septic tank as supplied by Greer. The base of the tank shall be placed on undisturbed soil and leveled with D 1 gravel. The elevation of the tank top will be between 5 and 6 feet below finish grade. Dl gravel shall also be used to carefully backfill around the tank. The upstream compartment shall be equipped with a 24 inch diameter insulated ABS access riser and lid. The downstream compartment shall be equipped with a waterproof manhole cover and a 4" diameter ASTM D-3034 riser. 2.3 Double cleanouts shall be installed in the ASTM D-3034 waste lines both upstream and downstream of the tank, located on undisturbed soil within approximately 5 feet of the tank. 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial meeting with the contractor to discuss the location of the tank and construction procedures, (2) after the tank is set level and piping connected but prior to backfill, and (3) after rough backfill and grading is complete. The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer.
