Lot 1,2, & 3,
The lotS being considered in this analysis are located on the north
facing slope of Stewart Drive on the southfork of Eagl~ River. The
lots ar~ currently in their natural state, with Lot I being wooded with
spruce and ald~r~ and Lots 2 ~ 3 covered primarily with alders. The
ground cov~r consists of natural forest floor region that is common
to a w~l drained hillside ar~a. Th~r~ ar~ no ponds, streams or
w~ands on any of the lots, however, a drainage easement is required
based upon a culvert installation along th~ eastsid~ of Lot 3.
All thr~e lots have had recent soil anaylsis and percolation tests
along with water monitoring. P~rcolation rat~s are approximately 20
minu~s per inch. There was no groundwat~r encountered in any of the
soil test hol~s up to a depth of 14 ft.
C~rrently runoff drains from the lots to the north and is eventually
intercepted by a ditch along Stewart Drive. The runoff continues in
this ditch until it is conveyed beneath Stewart Drive via a culvert and
thence into a ditch and stream system to Eagle River. Water only runs
in this ditch after a h~avy rain storm or for a f~w days after snow
m~It.
Currently there exists a 20' drainage ~asement along the westside of
Lot 2, Block 3, however, th~r~ is no n~d to co~nue this drainage
~as~m~ south along th~ w~st edg~ of proposed Lot I. Th~ existing
drainage ~as~m~nt carries flow from surfac~ drainage and a small spring
that originates north of proposed Lot I.

Request for Comments on Short Plat Subdivisions
July 19, 1991
The Environmental Services Division, On-site Services Section,
of the Department of Health and Human Services has reviewed
the following cases and has these comments:
S-9088:
Lots 1, 2, 3 Cabin by the Creek Subdivision #2
The following deficiencies were found with this
plat submittal:
1.Show 100 foot setback to the mean high water
level of the stream (Little Campbell Creek).
2. Exact locations of all test holes must be
submitted.
3. Both test hole ~3 (on Lot 1) and the proposed
public'well are shown in the required 30 foot
road right of way. We will require a new
test on Lot 1 and a relocation of the well.
4.Provide information on water availability for
the well.
5. Provide a copy of the ADEC certificate to install
a public well.
6.The applicant must designate whether he plans
to limit total bedrooms on the plat or
designate a reserved area space (Sec. 15.65.180.B).
7. Provide drainage plan which shows possible impacts
to proposed on-site wastewater systems.
8. Provide location of all on-site wells and
sewer systems wihin 200 feet of the proposed
development.
This plat has not fulfilled basic requirements under
15.65. We recommend it be returned to the applicant
for resolution of the above deficiencies.

We recommend this plat be returned for additional
information. We will require the following:
1. Provide locations of all test holes.
2. As proposed, the route of drainage will
seriously impact the development of on-site
disposal systems. We request that a
comprehensive evaluation be made by a registered
engineer, showing potential impacts and
proposed mitigation.

3. Provide information on water availability if
private wells are proposed. If extension of
the public water system is proposed, provide
copy of the certificate to construction the
extension. Prior to final plat, provide a
copy of the Certificate to Operate from ADEC.
4. Applicant must designate which provision for
reserved area will be utilized for
development (Sec. 15.65.180.B).
It is our understanding that the applicant has
agreed to delay the plat hearing a week so that we
can resolve these issues. Amended comments will
be provided to Platting within the next week.

DRAINAGE ANALYSIS

The lots being considered in this analysis all sit on a north facing slope
above Hiland Road in the Eagle River Area. The lots currently are in their
natural statler z being wooded with spruce and alders and lots 2 & 3
covered, iq~ alder vggetation. Ground cover consists of normal forest floor
vegetation u',fo__u_a~roughout well drained hillsides in the Anchorage area.
There are no ponds, streams, or wetlands on any of the lots. Ail three lots
have had recent perc tests on them and all perced well with rates in excess of
20 inches per minute. No ground water was encountered in the perc test holes
dug to a depth of 14 feet.
Currently runoff drains from the lots to the north and is eventually
intercepted by a ditch along Hiland Road. Runoff continues in this ditch until
it is conveyed beneath Hiland road via a culvert and thence into ditch and
stream systems to Eagle River.
Currently there exists a 20 foot drainage easement along the access to
these lots from Hiland Road. This easement will be extended up the west side
of lot gl. Eventually drainage from these lots will be conveyed in ditches along
the road on the north side of the lots to this easement and thence down the
easement to the ditch and culvert system along Hiland Road.
As these lots are developed, the runoff characteristics of the area will
inevitably change from a natural forested area to one with rural residential
characteristics. This change will have the effect of slightly increasing peak
runoff rates in the very immediate area but will be of little consequence in the
overall runoff characteristics of the Hiland road area. The area is very
amenable to low density rural development without alteration of the basic
drainage patterns in the area.
