Dear Mr. & Mrs. Nuechterlein:
An On -Site Water/Wastewater Permit, number SW040285, issued by this office for a single-family
system, will expire on July 23, 2005. The permit is valid for 365 calendar days.
If this was a well permit and the well has been drilled, a well log must be sent to this office for
documentation of the installation and to close the permit.
If this permit was for a wastewater disposal system, an original as -built inspection report must be sent to
this office for review, approval and documentation. This as -built inspection report must be signed by
the licensed Professional Engineer who inspected the installation of the system. As -built inspection
reports are required to be submitted within 30 days of the completion of the system.
If no system was installed under this permit, and you are still planning to install a well or wastewater
disposal system, a new permit must be obtained from this office. A new permit for a second year may
be issued for a fee of $115.00 if the renewal application is received on or before the expiration date of
the original permit.
When applying for a new permit, the fees are: $460.00 for a wastewater permit and $175.00 for a well
permit.

The Right of Way Division has reviewed a request for a letter of non -objection to a proposed water well,
which encroaches into the 10' Drainage Easement on the eastern property boundary. On the site plan
dated June 15, 2004, submitted with the request, the petitioner has shown the proposed water well.
Right of Way Section issues this letter of non -objection with stipulations, and by using it the petitioner is
agreeing to the following:
1. Municipality of Anchorage (MOA) will be held harmless, now and forever, for any damages or
injury to any person as a result of the encroachments.
2. All applicable codes and regulations will be observed and maintained within the easement.
3. This letter of non -objection will in no way preclude MOA from full use and enjoyment of its rights
within any portion of the easement.
4. Additional and extraordinary costs incurred during any future required construction, repair or
reconstruction of MOA improvements to accommodate any or all of the encroachments shall be paid
by the property owner.
5. Obtain letters of nonobjection from the following utilities:

Dear Joe,
The owner of the referenced property wants a new septic system. Favorable soil was
found at a site higher in elevation; this will require a lift station. The owner requests that
his existing absorption trench be connected also; this requires a Bull Run valve.
To accommodate both these requests will require a specially fabricated tank from
Anchorage tank. Anchorage Tank has stated that they can fabricate a combination lift
station/gravity flow tank.
Float settings will allow gravity -flow from the normal tank outlet to the existing
absorption trench. This design will allow the two trenches to be alternately used; thereby
increasing the life of the system.
Please review the replacement septic system design for the existing 3 bedroom single
family home. I have included design plans & specs, design guidelines, & soil tests. If there
is need for additional information or clarification please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is an existing 3 -bedroom, single family home. A ?'
absorption trench is being added & the existing absorption trench will be connected via a Bull Run
valve. This will allow the use of two trenches in the future which will increase the life of the
system. The new absorption trench is located higher on the lot which will require a S.T.E.P system.
A new tank will be specially fabricated by Anchorage Tank to operate as a lift station & also will
allow gravity -flow to the lower trench. Gravity -flow will be regulated by the Bull Run valve; when
closed the pressure system will be in operation. This requires a 1250 gallon S.T.E.P. tanlc,
manufactured by Anchorage Tank & Welding per Orenco Systems specifications. This lot is 0.465
acres in size and no adverse impacts are expected from development. The neighboring lots are
generally larger. The lots are served by a public water system. No conflicts to the other lots will
take place by this septic system addition. There is a 20' MEA electric easement that has been
encroached upon; MEA has issued a letter of non -objection for this use (included). Soil tests found
typical soil for this area; sandy gravel w/sit. The system utilized a 5' wide trench with allowable
reduction factor. An application rate of 1.2 GPD/FTV with 0.58 reduction factor for utilizing a 5'
wide trench. No bedrock was encountered. Water was present at 111/4'.
Specific -Atka Requirements: All components and work must comply with the Municipality of
Anchorage Specifications (AMC) & State of Alaska Drinking Water Regulations and Wastewater
Regulations.
• Two compartment, 1250 gallon S.T.E.P. tank, conforming to Anchorage Tank &
Welding/Orenco Systems Specifications, allowing gravity -flow from outlet.
• Watertight couplings on inlet & outlet
• 5 foot minimum between the tank and bed. 10 foot to property lines.
• 3 feet of cover is required for trench, this will require over Ys' of mounded soil.
• Tank & solid pipe must be set on well compacted, stable soil
• 4 inch diameter cleanouts with airtight caps are required 1 to 4 feet from foundation wall, prior
to any 90 degree bend in 4 inch line.
• All cleanouts must extend to at least ground level
• Trench to be placed level, minimum of 4 feet to groundwater, 6 feet to bedrock from drain -rack
• Drain rock to be Y inch to 2 %s inch screened. Drain rock to be distributed uniformly
throughout the trench.
• Distribution pipe shall be 1.25" Schedule 40 PVC w/ 1/8" orifices @ 2T' on center.
• Force main shall be 1.25" Schedule 40 PVC, conforming to Anchorage Tank &
Welding/Orenco Systems specifications. Force main burial to be 4' minimum.
• Silt barrier (filter fabric) to be installed above the drain rock
• Smeared trench sides must be raked or scarified before drain rock placement
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789, ABS
ASTM D2661, PVC Schedule 40.
• Sewer Service Line is minimum 2% slope
• Septic Tank to be pumped every two years or when required
• Insulation board shall be extruded direct burial polystyrene (Dow Styrofoam HI or equal
• The existing septic system will be abandoned; the septic tank will be pumped, crushed, and
filled with sand/gravel or removed and properly disposed of.
• Bull Run Valve to be installed after the gravity -flow tank outlet connect to existing trench pipe
