A RESOLUTION APPROVING THE REMOVAL OF A TEMPORARY OPEN SPACE
AND DRAINFIELD EASEMENT NOTE FROM PLAT 74-252 WHICH STATES:
"THIS EASEMENT PROHIBITS THE OWNER OF LOT 8A FROM UTILIZING ANY
PART OF SAID EASEMENT FOR ANY TYPE OF DEVELOPMENT UNTIL SUCH
TIME AS PUBLIC SEWER SERVICE IS AVAILABLE TO SERVE LOT 8B. THIS
EASEMENT FURTHER GRANTS TO THE OWNER OF LOT 8B THE RIGHT TO
UTILIZE THE AREA OF SAID EASEMENT WITH AND ONLY WITH A SEPTIC
TANK DRAINFIELD, PROVIDED THE GREATER ANCHORAGE AREA BOROUGH
DEPT. OF ENVIRONMENTAL QUALITY OR ITS SUCCESSOR REQUIRES THE
INSTALLATION OF SUCH A DRAINFIELD FOR THE PURPOSE OF SERVING THE
RESIDENCE LOCATED ON LOT 8B. SAID EASEMENT SHALL AUTOMATICALLY
BE VACATED WHEN PUBLIC SEWER SERVICES ARE AVAILABLE TO SERVE

SECTION 10, T12N, R4W, S.M., AK; GENERALLY LOCATED NORTH OF WEST
84111 AVE, SOUTH OF WEST 801h AVE, EAST OF ENDICOTT STREET, AND
WEST OF SUNDI DRIVE.
WHEREAS, a petition has been received from Zach Tomco to remove a
Temporary Open Space and Drainfield Easement Note on Plat 74-252; and
WHEREAS, notices were published, posted and mailed and a public
hearing was held on May 3rd, 2017.
NOW, THEREFORE, BE IT RESOLVED by the Platting Authority that:
1. The Platting Board makes the following findings of fact:
a. The wells located on properties to the east are within a deeper
aquifer and would not be impacted by the proposed well on
Lot 8A.
b. The gradient of the groundwater in this area appears to be
westward, preventing any impact to Sundi Lake from potential
nitrates or bacteria.
C. It appears that through the use of newer technology for leach
fields, the informationprovided in the applicant's engineer's
report, and considering staff recommendations, that removal
of this plat note is both safe and prudent.

d. The dedicated easement along the west lot boundary of Lot 8A
and the dedicated right-of-way of Endicott Street to the west,
ensures that the required well separation distance to nearby
properties on the west side of Endicott Street will be met.
e. Municipal On -Site Water and Wastewater Services has no
objection to the removal of this plat note.
2. The Platting Board APPROVES the removal of the Temporary Open
Space and Drainfield Easement note from plat 74-252.
PASSED and APPROVED by the Anchorage Platting Authority this 3rd day
of May, 2017.

Re: Evaluation of Lots 8A and 8B for installation of septic systems.

Dear Zach:
After preliminary investigation and design and researching nearby property records, I've
concluded that a septic system for both of these lots is possible. The layout was based on
conservative values of percolation rates and space requirements.
Two percolation tests were performed by myself using a hand-held auger in order to get to a
depth consistent with a bed system which has the greatest amount of space requirements.
The percolation test results were both between 6 minutes per inch and 15 minutes per inch
(see Percolation Test results). These are consistent with Municipal records of percolation
tests performed in the area which ranged from 0.5 minutes per inch to 8 minutes per inch in
the adjacent lots and up to 14 minutes per inch in the surrounding neighborhood. The
absorption rate for these lots based on AMC 15.65.060 is 0.6 gallons per day per square foot.
The two percolation tests performed were only to a depth of 4 feet in order to obtain
percolation rates for sizing a bed absorption system. Water and bedrock were not
encountered and the soil consisted of sandy gravel. Most of the surrounding septic systems
had percolation tests for deep trench systems with depths greater than 15 feet below the
ground surface. None of the surrounding septic system records showed bedrock or water that
was encountered during the percolation test.
Location of adjacent wells and absorption systems indicate that the proposed layout is
generally consistent with the lots in the vicinity. The proposed layout will minimize
requirements for separation distances as much as possible between the two adjacent lots. Lot
7B to the south would be generally too small to subdivide with well and septic and the existing
layout is consistent with the proposed layout for Lots 8A & 8B. Lot 9A to the north would have
faced difficulties from setback requirements from Lot 10A and the proposed layout of Lot 8A
keeps the well setback as far to the south as possible. The wells in the front of the properties
across the street will also add some setback restrictions to Lot 7B and Lot 9A.

SUBJECT: Letter from Mr. E. Jack Schoop
Attached is a letter from E. Jack Schoop,who used to be
the Planning Director for the Borough, complaining about
our valuation on his property.
The main thing that concerns me is Lot 8B which is indentified
on the attached map. According to Mr. Schoop, we have refused
to let him use the property until sewers are installed. This,
of course, would severely affect the value. Mr. Carl Carlson
of this office talked to Mr. Rolf Strickland; -he was informed
that DEQ would not permit construction on Lot 8B. Mr. Carlson
tried to get a letter from Rolf confirming this statement, so
that we would have a reason for reducing the value. Evidently,
Rolf does not want to go on record.
This type of thing places your department and mine in a very
embarassing position when the case is brought before the Board
of Equalization. I am forced to tell them that we were unable
to get confirmation from another department. The cases are
usually remanded back to me, and I am then ordered by the Board
to secure this information prior to their taking any action.
I would sure appreciate any help you can give us so we can
either hold our ground or make the property adjustment prior
to the Board of Equalization.

Dear Mr. Lyons:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This
investigation was performed in accordance with your request of
August 16,1974, and those procedures outlined in a letter dated
September 13, 1971 by Mr. Rolf Strickland of the Greater Anchorage
Area Borough Department of Environmental Quality.
A single test hole .was put down within the Lot 8 area -for the -purpose,
of _defining general subsurface soil conditions for the proposed sani-
tary_system._. Excavation was -accomplished -with n auger type drilling
rig and the test hole was extended to a total depth of 20.0 feet below
ground surface. The final log prepared for the test hole has been
included in Drawing A-01.
Ground water was not encountered in the test hole.
