The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility, to inform this department during the
installation inspections of any wells adjacent to this property and the nunfber
of residences that the well will serve.

Backfilling of any system without final inspection~and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a con~munity sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

In regards to your phone call October 24, 1983 concerning the Hilltop Youth,
Inc.'s Hillside Ski Area. We understand that the excavation work on the
wastewater disposal system must begin as soon as possible due to the lateness
of the season.
We have no objections to this work being done with the understanding that our
Water Appropriation Permit will not be issued until we are sure the proposed
appropriation of 10,000 gpd will not adversly affect the water rights of prior
appropriators in the area, and that you understand the risk you are taking if
we find that a permit to appropriate water for your project cannot be granted
due to lack of available water or adverse effects on prior appropriators.
For your information, Hilltop Youth, Inc.'s application for water rights was
accepted October 14, 1983 and was given the identification number LAS 102~.

We have reviewed the plans and specifications for the subject project.
The project is hereby approved for construction for the items with which
this Department is concerned. This letter constitutes the permit required
by A.S. 46o03o720(a) for approval of sewerage systems.
Enclosed with this letter is a "Certificate to Construct" for the drinking
water system. ~e '~pproval to Operate" section of the certificate nmst
be completed by a representative of this Department prior to placing the
system in operation.
It should be remembered that final approval will necessitate the submission
of Engineer As-built Plans. This will consequently mandate that a private
professional engineer conduct basic inspection of this project so as to
be able to sign off on as-built plans. Arrangement for this inspection
work is the responsibility of the developer.

is herebygranted HIkLI0P ¥0UIH, INC., Roger Head, President, P.O. Box 10-1171, South
Station, Anchorage, Alaska 99508, to appropriate 2250 gallons of water per day
for domestic use in temporary ski-area facilities, said facilities located within
NW1/4SW1/4 Section 12, Township 12 North, Range'3 West, Seward Meridian.
The location of the water source will be a drilled well, depth unknown, located
within the above-described property.
Structures to be constructed and used well, pump, pipeline
Changes in the natural state of water are to be maae as stated herein and for the purposes indicated.
During the effective period of this permit, the permitter shall comply with the following conditions:
CONDITIONS:
1. Follow acceptable engineering standards in exercising the rights granted herein.
2. Comply with all applicable laws, and any rules and/or regulations issued thereunder.
3. Indemnify the State against and hold it harmless from any and all claims, demands, suits,
loss, liability and expense for injury to or death of persons and damages to or loss of property
arising out of or connected with the exercise of the privileges covered by this permit.
4. Notify the Alaska Division of 13b~0tg Land and Water Management upon CHANGE OF
ADDRESS or TRANSFER OF ANY REAL PROPERTY related hereto.
5. This temporary water right permit is good for two years or until the
water certificate for LAS No. 1026 is issued, whichever comes first.
The Division of l~gi~o~t~, Land and Water Management may suspend operations effected under this permit
whenever such suspension shall in its judgment be necessary to protect the public interest or that of a
prior appropriator.

GENERAL DEVELOPMENT PLAN
DEVELOPMENT OBJECTIVES

area to serve the local Anchorage market. The primary objective
was to provide a relatively low cost recreational opportunity for
the youth of the Hillside and South Anchorage areas.
After a busy construction season in the summer and fall
of ]983 the fledgling ski area opened December ]7, ]983. During a
shortened ski season of 86 days for reasons later described,
Hilltop Ski area serviced 35,000 skier visits. Of this amount
approximately ]5,500 skier visits were by people between the ages
of six and eighteen.
Hilltop Ski Area°s development objective is to continue
to provide a quality, low cost ski experience primarily targeted
at the beginner and intermediate levels. In order to accomplish
this objective and remain a financially viable entity, there is a
necessity to improve the infrast~uctural support system to allow
for a longer operating season and better services. The following
information describes in brief the needed improvements and t'he
reasons or justifications behind them. Hopefully this will
provide the framework necessary for Hilltop Youth Inc. to reach

This year Anchorage was

is a record for this particular study site.
In spite of unusually heavy snowfall, all the areas
of high traffic or moderate to steep pitch were bare of snow
all winter long. During a regular snow year bare conditions
could be prevelant on the entire mountain. In years such as
]980-81 when only 63.7 inches of snowfall occurred the area
would be unlikely to open during the operating season. The

Area this figure is in excess of $]00,00 per year. Should a
minimal snowfall winter occurr the ski area stands to lose
approximately this amount. This loss must be offset by
profit in other years. Since minimal snow winters occur on
the average of 2 out of 5 years, without snowmaking the
economic future of the area is in doubt. It is unlikely that
a sufficient cash surplus can be generated in the long term
to make the needed improvements to the facilities.
With a snowmaking system, the ski area can be
expected to at least match its earnings of the ]983-84
season. This would provide sufficient cash flow to pay for
the debt burden on the snowmaking system and leave enough
excess to fund small improvment projects both at Hilltop Ski
Area and in other community projects that Hilltop Youth Inc.
is involved in.
In summary, a snowmaking system is mandatory to keep
the ski area in an economically viable position to meet its
objectives.

expensive to design and build for, overflow from the nordic
skiers lot on Abbott Road spill over to the access road to
the ski area. This bottlenecked the approach to the area by
providing only one lane access. Once skiers passed this
first bottleneck, many people would stop near the bottom of
the jump hill to watch ski jumpers since the access road
goes by the jump run-out. This further slowed traffic. The
final flaw was reached on arrival at the base of the ski
area when people typically stopped

lot. This should eliminate the bottleneck in front as
previously described. Parking space will be expanded to 2.47
acres which is sufficient for 247 cars and 74] people which
is the design capacity of current facilities. "No Parking"
signs will be put up and enforced along the entire access
route to eliminate overflow parking congestion.
3. Ski Jumping -
An appropriation to build a 50 meter nordic ski jump
has been procurred by the Nordic Ski Club. This facility
will be installed next to the existing ]5 and 30 meter
jumps. Since this large jump requires a longer run-out, the
access road would have to be relocated. The necessity to
relocate for the jump fits in well with the need to adjust
traffic flow patterns.
Jumpers will have easily identified parking zones
and use areas after completion of the project envisioned in
the following artists conception. This should result in
minimal impact to other facilities in the area during high
use times such as jumping meets and the Alaska State
Championships.
4. Reveqetation -
Establishing a vegetation mat on ground cleared last
year will be a very important objective this summer. A
coordinated approach to establish drainage patterns,
fertilize and reseed will result in three positive benefits.
The first of these benefits is the minimizing of
erosion problems. Once started it is difficult to mitigate
erosional problems so it is best to prevent them.
The second objective and benefit is to establish a
grass mat so thick and fast growing that it eliminates.
infiltration of alder growth, a continuing maintainence
problem for ski areas. Over the course of twenty years a
considerable expenditure now is justified to eliminate this
long term maintenance problem. In addition there should be a
reduction in neccesary maintenance on equipment and will
extend the period of snow cover.
5. Ski Rental/Office
Many calls were received this year inquiring about
ski rentals at the area. It is a great service to the
customer to provide equipment at the area. The financial
incentives look adequate, and ski rentals are considered a
necessity to a service oriented area.
Office space is currently being leased which is not
a good long term solution. An on-site office should be built
both for savings in lease payments as well as better
control.
Both these needs can be accomodated by adding on to
the existing ticket office/ski patrol building and putting
the bulding on a permanent foundation.
6. Maintenance ~hop
Due to the necessity of long term maintenace of
grooming equipment, slopes, ski lifts, and building, and
adequate maintenance facility is necessary to house tools
and supplies. At the present time the facility in use is a
40 foot van which is not adequate.
The snowmaking system will require a fairly large
pumphouse and equipment storage facility to operate
adequately. This building could be enlarged at a nominal
cost to provide for a proper maintenance facility. The most
cost effective method of doing this is during the
design/build stage of the snowmaking system.
Any maintenace facility should incorporate a design
which allows for two repair bays, tool and materials
storage, oil and fuel storage, and wgodworking/sign shop.

As usage at the ski area begins to grow there will
be a need to expand certain facilities to comfortably
accomadate the increase in traffic. The anticipated
needs for this unspecified period of time are as
follows:

these will be necessary as they are market dependent.
They will be built as the need is demonstrated and
finances permit.
B. Description
]. Base area complex -
Development of a centralized base service
area which handles all the functions of ski area
managment is desirable in the long run. The
activities this complex would serve include ticket
office, administrative office, rental shop,
restaurant and first aid, with a central plaza for
connecting these seperate buildings.
The conceptual design of this facility will
also allow it to be used in the summer for youth
activities, conventions, meetings and various
other activities.

2. Addi~9~9~l restrooms -
Ski area design calls for a minimum of one
toilet per ]]5 skiers. With three toilets the area
currently has sufficient facilities for most
conditions. As traffice increases there will be a
need to expand to approximately 6 toilets. This
will be accomplished in conjunction with the base
area complex.
3. Additiona~ parking -
Again due to an increase in traffic more
parking will be needed. The planning figures to
use ared 3 persons per car and ]00 cars per acre
on unpaved lots. Parking facilities will be
expanded to the northeast as necessary to
accomodate the additional traffic.
Phase III- ]988-]990
A. Overview
Eventually the skier traffic will expand to the
point that another lift and new runs are justified.
This may occur as soon as ]986 but is more likely to
take until the above mentioned dates. When market and
financial resources allow a new lift/run complex will
be developed to the N.E. of the current site.
This new complex will be developed as a unit and
will most likely include night lighting and snowmaking
at the same time as lift and run construction.
B. Description
]. Chairlift -
The anticipated length of this new chairlift
is 2300 feet with a vertical rise of 285 feet. In
all likelyhood the type of chairlift will be the
same as the current one to allow a better parts
inventory.

In general they will be similar to the existing
runs with the exception of two trails which will
allow for easier sking on the lower part of the
hill. Cross feeds will allow skiers to go from one
chairlift to the next. Clearing may occur a year
prior to chairlift construction.
