ANCHORAGE, ALASKA 99516 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities serving the Lillian Smith residence on a pon/on of the SW 1/4 of Section 34, T12N, R3W, S~M. located on Bay View Drive. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The existing 3 bedroom residence was built in the 1960's and is served by an undocumented cesspool which will be abandoned as part of the upgrade. The existing well inside the residence will also be properly abandoned and a new well drilled at the approximate location shown, outside the 100 foot radius from the proposed wastewater disposal system. The proposed system will be constructed in the vicinity of test hole # 3. As can be seen from the soil log, the native material below 5' is a silty sand with a measured perc rate of 9 minutes per inch. Because the material tends to become more densely compacted with increasing depth, we have elected to construct a bed type soil absorption system. Using the soil application rate of 0.5 gpd/sq, ft. specified in the wastewater ordinance, this 3 bedroom residence requires a total absorption area of (3 x 150)/0.5 = 900 square feet. The proposed 25' x 36' bed design has a total absorption area of 900 square feet. The 25' width was chosen instead of the 15' called for in the ordinance to achieve a more compact configuration with less topographic variation as well as being in closer proximity to the test hole. A 3 bedroom replacement site is designated in similar soils in the vicinity of test hole ~4. The topography in the vicinity of the proposed construction is generally level, with a low rise between test holes 3 & 4. The proposed project will bring both the water supply and wastewater disposal systems on this lot into compliance with code. Because of the large size of this lot (approximately 10 acres) the proposed project will have no impact on present or future water supply and wastewater disposal systems se~wing adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Bayview Drive Water Well Replacement Specifications The existing well inside the residence is to be properly abandoned by removing the pump and cutting the casing off below grade and filling the it with concrete or bentonite grout. A new well is to be drilled on the southeast side of the house in the approximate location shown on the site plan. Care shall be taken in positk~ning the well to ensure that it is at least 100' from the proposed site for the upgraded wastewater disposal system. The minimum desired yield is 3.0 gpm with adequate head above the pump intake to prevent the pump from running dry in normal operation. The well shall have a 6" steel casing extending at least 12 inches above ground level, and be constructed to Municipal standards including a proper well seal and conduit to protect the pump wires. The well shall be fitted with a pitless adaptor and a new waterline connected up to the existing pressure tank. The pump from the original well may be reinstalled in the new well, so long as it is in good condition and of appropriate capacity for the new well. Once the new well is connected to the residence and is fully operational, the installer shall collect water samples and have them tested for total coliform and nitrate-N at an approved testing laboratory. The installer shall provide satisfactory water test results and the driller's log to the engineer at the above address, along with information describing the procedure used to abandon the original well. Health & Fluman Services Subject: Lot 9, Block 1, Eagle River Subdivision, Eagle River, Alaska, Class C Public Water System (PWSID Number 217110), Wastewater Disposal System and Waiver Request, ADEC Project Numbers 9121-DW-051 and 9121-WA-016; Review Dear Mr. Shafer: This is in response to your submittal on the above-referenced project in which you address the concerns noted in my May 15, 1991 letter. I have completed my review the submitted information and the office's file on this facility. Based on the results of my review, I have the following comments. My review of the submitted information reveals that there will not be an increase in the peak flow demand placed on the existing water system and in the volume discharged to the existing waetewater disposal system. Therefore, the Department has found the information provided to be satisfactory for allowing a waiver in accordance with 18 AAC 72.035, State Wastewater Disposal Regulations. The separation distance between the existing Class C Public Water System Source Well and the existing on-lot wastewater disposal system has been waived from 150 feet to 105 feet. In addition, the separation distance between the existing Class C Public Water System Source well and the existing wastewater disposal system on Lot 8 has been waived from 150 feet to 115 feet. This waiver will remain valid as long as annual analytical results for Total Coliform Bacteria and Nitrate (as nitrogen) are submitted to this Department. It is recommended that the samples be collected during April of each year. In my May 15, 1991 letter, I assigned Public Water System Identification (PWSID) Number 217110 to the existing Class C Public Water System. Please inform your client that the PWSID Number assigned to the existing public water system will need to be on all analytical data submitted to this Department so that the waiver will remain valid and the results will be properly filed. In addition, it appears that the "Inventory Update Form" Roger Schafer 2 November 5, 1991 noted in my May 15, 1991 was not sent with the letter. Please have your client complete the highlighted areas on the enclosed form and return it to this office. Any changes to the existing public water system or the discharge volume increases above that of a two bedroom bed and breakfast and a one bedroom single family residence will invalidate this waiver. In regards to the existing wastewater disposal system, it appears that the system was installed substantially in accordance with State regulations and guidelines at the time. The results of the adequacy test, also verify that on the day the adequacy test was performed, the wastewater disposal system was accepting the necessary flows. In addition, there will not be an increase in the volume of wastewater being treated and disposed by the existing wastewater disposal system due to the change from a single family residence to a bed and breakfast. Therefore, the wastewater disposal system is approved for the concerns of this Department. The enclosed signed "Approval of On-Site Residential Water and Sewer Systems" constituting this approval, is enclosed for the existing wastewater disposal system.
