Municipal records show that this system, consisting of a 1OOO gal septic tank and a 4-foot diameter, 6 feet deep concrete ring seepage pit, was installed in 1974. On Aug. 5 I fouhd the water depth in the s~epage pit to be 6o5 feet. Looking down into the vent pipe I could see the waterlevel and measured it to be 18 inches below the ground surface. There is no question that the system has failed complete!y~ the pit is overflowing and just ordinary water usage in your residence may cause the waste water to over- flow the vent pipe and become dischs, rg~d on the ground surface. The soil at your location is not the very best for soil absorption systems, however if a system was put in according to the accepted practices, one should expect it to work for at least ten years at the very minimum. The Municipal Inspector noted in 1974 that the required gak gravel for backfill was not on site when he inspected the installation. A possible expl~mation for the pre- mature failure of the system may be that the gravel was not ~.~ut in as required. It is my opinion that the problem with the system was evident last year and that an adequacy test at that t~m~e would have identified it. In order to meet the municipal health standards a seepage trench approximately 65 feet long, 9 feet deep and backfilled with 6 feet o~ clean gravel must be installed to provide a system suitable for a three bedroom house~ This drain may be connected to the existing pit or to,the septic tank, as long as it is 100 feet distant free] any well. This investigation was performed in accordance with your request of September 10, 1974, and those procedures outlined in s letter dated September 13, 1971 by Mr. Rolf Strickland of the Greater Anchorage Ares Borough Department of Environmental Quality. A single test hole was put down within the Section 24 area for the purpose of defining general subsurface soil conditions for the proposed sanitary system. Excavation was accomplished with a tractor-mounted backhoe and the test hole was extended to a total depth of 13;0 feet below ground surface. The final log prepared for the test hole has been included in Drawing A-01. Ground water was not encountered in the test hole. We appreciate being given this opportunity to be of service to you. Neale F~ Environmental Control Officer owner - James Pitts SUBJECT: Parcel 17 B of T12NR3WW Section 24 Soil Sample- 163 - done by R & M I accompanied the inspector to the site of a septic system applied for by James L. Pitts. The soil sample on the application showed an average of 163 sq. ft. from 3' to 9' level. The system was designed in accordance with the orginal soil sample taken by R & M. Engineering, On October 29~ 1974 I removed a sample from the 2 1/2'to 4' to 6' and the 6' and below levels. The results received from the G.A.A.B. soils lab showed the 2 1/2' to 4' level to be 225 sq. ft., the 4' to 6" level to be 225/250 sq, ft. and the 6' and beyond level to be between 250 sq. ft. and 300 sq. ft. the average derived showed to be a marginal 250 sq. ft. average, from the 3' to 9' depth. The second test results are much higher than the orginal soil sample. This system although it passed final inspection will have a doubtful life span. Adequacy testing is required on all sewer systems in use over four years. You signed a statement documentating the fact that although the sewer system was installed 10/30/74 and not used, due to no occupancy, for four years. Ail matters are in order tQ this point however, upon my re- searching the file a number of descrepancies became apparent, namely~ 1. Your application ~tated installation date summer 1976 when inspection reports date back to 10/74; 2. Your request for approval is for a three bedroom single family dwelling, however, the on-site sewer system was installed as a two bedroom maximum, re- garding absorption ability. This installation was inspected by myself on 10/74 and noted on the inspection sheet with copies and sent to you thai'the sewer system was designed and installed for a two bedroom residence. 3. In the property file. is a memo by a department employee who challenged the original soil test and subsequently had the soils analyzed by the Municipal Public Works Department. Findings revealed the soils of poorer absorption than originally rated. (For clarification, your sewer system is slightly larger than a two bedroom minumum but less than a three bedrocm rating.)
