1.0 General:
1.1 The scope of the project consists of installation of two parallel 85 foot long x 5' wide soil
absorption drainfields with 2.5 feet of sewer gravel beneath the horizontal distribution pipes.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessa~ utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depres~ons. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Septic Tank:
2.1 The existing septic tank may be reta'med in service. A "Bull Run" diversion valve shall be
installed downstream of the existing double cleanout, allowing septic tank effluent in the future to be
periodically switched back to the existing soil absorption bed after ~e bed has had an opportunity to dry
out and rejuvenate itself. ~
2.2 The wasie line between the tank and the soil absmption system shall have a minimum slope of
1/8" per foot. A cleanout pipe shall be installed every 75 feet in this line. The minimum soil cover over
the waste line shall be 2 feet, but any portions that have less than 3 feet of soil cover shall be insulated with
2 inches of rigid insulation.
3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by excavating two parallel soil 5' wide by 85 feet
long trenches to a total depth of 5 feet below ground level. The excavations shall be spaced to maintain 10
feet of undisturbed soil between them, and the alignment of the axes of the ddrainfields shall follow the
natural contours of the existing ground. It is anticipated that the bottom of the westernmost excavation will
be approximately 6 inches lower than the bottom of the eastern trench.
3.2 The bottom of the excavations shall be level. Any compacted or smeared surfaces shall be raked
to encourage proper infiltration. A 12" thick layer of coat'se fdter sm~d identified by the supplier as "Lake
Otis Gravel" shall be placed in the bottom of the excavations, bringing the bottom elevation up to 4 feet
below original grade.
3.3 A total of 3.0 feet of approved sewer gravel shall be placed in the bottom of the excavations with
the perforated distribution pipes laid level such that the pipe inverts are no less than 2.5 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing
the g200 sieve.
3.4 The waste line connecting the eastern and western drainfields shall be constructed with a 6"
"bump" to ensure that the eastern drainfield is completely filled before effluent flows into the western
dralnfield.
3.5 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.6 Approved falter fabric shall be placed over the entire top surface of the sewer gravel in each
drainfield. Three feet of soil cover shall be placed over each dralnfield, or two feet of soil cover plus 2" of
rigid insulation. Fill slopes shall be no steeper than 3:1. ?
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed
to promote revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A minimum of 5 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
informfftion, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the
distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or
filter fabric, and (5) after rough backfill and grading is complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

to install. All Zabel products are manufactured from high quality injection molded PVC and carry Zabel's
Lifetime Warranty if parts fail due to manufacturer's defect in material or workmanship. The warranty does not
include replacement parts not sold by Zabel and does not include labor for removal or reinstallation.
L The Flow Divide distributes effluent leaving the
septic tank by means of a patented central weir
design that insures the flow is evenly divided even
if the Flow Divider is not perfectly level.
2. The inlet pipe of the Flow Divider is constructed
so that effluent will flow from it and down into the
effluent into two equal portions.
3. Distributes flow better than D-boxes and mani-
folds that are subject to frost heave or ground
settling.
4. Testing shows that even with a level discrepancy
of 1/8" or more between the right and left port, the
division of the flow was almost 50/50. A standard
D-box or manifold distorts the flow under these
same conditions.
The Flow Director is a Flow Divider with a pat-
ented sleeve valve installed to distribute the efflu-
ent flow to a primary field of your choice and
allows the secondary field to rest until needed.
The Flow Divider automatically back flows from
the primary to the secondary field and does not
depend on the homeowner to change the sleeve
valve in the Flow Director. A standard Y-valve is
dependent on the homeowner to change the flow
direction at the proper time. Unfortunately, this
usually does not happen and a problem develops
such as an effluent break out resulting in ground
water contamination.
At the time the septic tank is normally serviced,
the septic tank service company can redirect the
flow allowing the primary field the opportunity to
rest.

Dear Sirs:
The purpose of this letter is to provide the required design nmTative in support of our application for a
penuit to upgrade the wastewater disposal facilities se~wing the 4 beda'oom residence on the SW1/4,
NE1/4, SWl/4, SWl/4, Sec. 24, T12N, R3W, S.M., located at 12100 Galena Circle. Unfortunately, the
soil absorption bed which was installed in 1990 to serve this lot is ah'eady in a state of failure. Soils logs,
perc test results, a site plan, design di'awings and specifications are enclosed for your review.
In addition to the original five test holes which we dug in 1990, We dug seven more test holes this
year in an attempt to identify a suitable site for the proposed upgrade. Despite this large number of test
holes, it was difficuk to identify a consistent pattern to the soils throughout this lot. For illustrative
purposes, the locations of all 12 test holes are plotted on the site plan, but we have included with this
permit application only the logs for the three relevant test holes closest to the proposed upgrade. The
proposed system will be constructed generally between test holes #6 and #8. The design is conse~watively
based on a perc rate of 30 - 60 minutes per inch for the silty material beginning 2 - 5 feet below ground
level in this area. Interestingly, two perc tests conducted within 5 feet of each other in this visually similar
sU'atum demonstrated quite different percolation rates of 3 minutes per inch and 60 minutes per inch. The
highly permeable sand and gravel strata overlying the ML st~'atum in T.H. #8, is expected to provide an
extra margin of safety, increasing the longevity of the upgrade. Using the soil application rate of 0.45
gpd/sq, ft. specified in the wastewater ordinance for soils with percolation rates of between 30 and 60
minutes per inch, this 4 bedi'oom residence mquh'es a total absorption area of (4 x 150)/0.45 = 1334
square feet. This would require 267 lineal feet of 5' wide drainfield, however the placement of 2.5 feet of
sewer gravel beneath the horizontal distribution pipe results in a length reduction factor of 0.6364.' Thus,
the required effective absorption area can be provided by the two proposed 85 foot long di'ainfields.
One additional aspect of the proposed design needs explanation. We s~pect th~xygen

of the system such that effluent will flow to the shallow ch'ainfield lb'st; thus if that di'ainfield were to
tempormSly freeze up, effluent would then be able to back up into the other mom deeply buried di'ainfield.
The topography of the lot slopes in the area of the proposed construction slopes to the west at 5%.
The proposed project will have no significant impact on present or futm'e water supply and wastewater
disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-

2.0 Septic Tank:
2.1 The existing septic tank may be retained in service. A "Buil Run" diversion valve shall be
installed downstream of the existing double cleanout, allowing septic tank effluent in the futm'e to be
periodically switched back to the existing soil absorption bed after the bed has had an opportunity to dry
out and rejuvenate itself.
2.2 The waste line between the tank and the soil absorption system shall have a rninimum slope of
1/8" per foot. The minimum soil cover over the waste line shall be2 feet, but any portions that have less
than 3 feet of soil covet' shall be insulated with 2 inches of rigid ins~lation.
3.0 Soil absorption system:
3.1 The soil absmption system shall be constructed by excavating two parallel soil 5' wide by 85 feet
long trenches to a total depth of 5 feet below ground level. The excavations shall be spaced to maintain 10
feet of undisturbed soil between them, and the alignment of the axes of the di'alnfields shall follow the
natural contours of the existing ground. It is anticipated that the bottom of the westernmost excavation will
be approximately 6 inches lower than the bottom of the eastern trench.
3.2 The bottom of the excavations shall be level. Any compacted or smeared surfaces shall be raked
to encourage proper infiltration. A 12" thick layer of coarse filter sand identified by the supplier as "Lake
Otis Gravel" shall be placed in the bottom of the excavations, bringing the bottom elevation up to 4 feet
below original glade.
3.3 A total of 3.0 feet of approved sewer grovel shall be placed in the bottom of the excavations with
the perforated distribution pipes laid level such that the pipe inverts ,are no less than 2.5 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5, screened gravel, with less than 3% passing
the #200 sieve.
3.4 The waste line from the septic tank shall be configured as follows to ensure that the effluent flows
first into the western drainfield: As illustrated in detail "B - B", a "cross" fitting shall be installed where
the waste line crosses the eastern ch'ainfield, but this "cross" fitting shall be installed 2 inches lower than
the rest of the horizontal distribution pipe in the eastern ch'ainfield. Thus, effluent will be able to flow
right across this drainfield and into the western ch'ainfield. Only when the western ch'ainfield is full, or if
the pipe is obstructed would effluent back up above the level of the "cross" and then disu'ibute into the
eastern drainfield.
3.5 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.6 Approved filter fabric shall be placed over the enth'e top surl'ace of the sewer gravel in each
drainfield. Only 12 inches of soil cover is to be placed over the filter fabric in the western ch'ainfield.
Tlu'ee feet of soil cover shall be placed over the eastern ch'ainfield. Fill slopes shall be no steeper than 3:1.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for an'anging to have the
site finish graded after the backfill material has stabilized, and for plaCement of adequate topsoil and seed
to promote revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A minimum of 5 engineering inspections will be requh'ed during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to enstu'e that it is level and at the fight elevation, and conforms with the soil test
information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the
distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or
filter fabric, and (5) after rough backfill and grading is complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

Septic System Upgrade
Specificntions nnd Design Notes
1. The scope of the project consists of the abandonment of the existing septic tank and
soft absorption trench and the installation of a new 1250 gallon septic tank and a 12' wide
by 63' long soil absorption bed. The construction shall be as depicted on the site plan
and design drawings, except that minor modifications may be allowed or required by the
engineer conducting the inspections. All construction practices and material specifications
shall conform with Municipal and State requirements.
2; The size of the soil absorption bed is based on a measured percolation rate of 3
minutes per inch for the underlying sandy loam stratum, and the medium sand l~veling.
course, both of which require an effective area of 125 square feet per bedroom. Thus, the
total basal area required for a soil absorption bed to serve this 4 bedroom residence is 4 x
125 x 1.5 safety factor = 750 square feet, which is accomplished by means of a 12' wide
by 63' long bed.
3. The existing septic tank is to be pumped and properly disposed of, either by being
hauled to the landfill or by being crushed and buried on site. The existing soil absorption
trench is to be abandoned in place with the standpipes removed.
4. A new 1250 gallon, two compartment, septic tank shall be installed in the
approximate location shown. A cast iron cleanout shall be in'tailed at the point where
the existing waste line from the house connects into the new~.waste line leading to the
septic tank. The top of this cleanout may be cut off 3 inches below the level of the
driveway surface, provided it is appropriately capped and provision is made for future
access.
5. The soil absorption bed is to be constructed by clearing trees as necessary, and
stripping the black peat stratum off to expose a 14 ' wide by 67' long area of native sandy
loam. No vehicles are to drive on the surface of this loam. Sufficient imported medium
sand is to be placed on top of the undisturbed sandy loam to create a 12' wide by 63' long
level surface. A total of 12 inches of approved sewer gravel is to be placed over the bed
surface, with the perforated distribution pipes buried in the gravel such that the bottom
of the pipes is no less than 6" above the bottom of the gravel. Cleanouts and monitor
tubes shatl be installed in the locations shown. The entire top surface of the sewer gravel
gravel shall be covered with approved filter fabric and 2" of burial type rigid insulation.
A minimum of 2 feet of unclassified soil cover material shall be placed over the top of the
the insulation, with 3:1 side slopes down to the surrounding ground. The finished surface
shall be graded to direct surface drainage away from the area.

in a daylighting problem. You will note that I have aligned the long dimension of the bed
parallel to the contours to minimize the transverse elevation d. ffferential. I opted for this
location instead of the Hatter ground to the west to keep it on. better drained soils.

Dear Mr. Stuart:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This £nvestigation
was performed in accordance with your request of June 28, 1976 and those
procedures outlined' in a letter dated July 15, 1975, by Mr. Rolf Strickland
of the Greater Anchorage Area Borough Depar~nent of Environmental Quality.
A single test hole was put down within the building site area for the
purpose of defininggeneral subsurface soil conditions for the proposed
sanitary system~ Excavation was accomplished with an auger type drilling
rig and the test'hole was extended to a total depth of 18 feet below
ground surface. The final log prep=~-~ed for ~he test hole has been
included in Drawing A-01.
Ground. water was not encountered in the test hole while drilling.

professional engineer registered in the State of Alaska. The DH HS does this as a courtesy to purchasers of homes
and their lending institutions in order to satisfy certain federal and state requirements. Employees of DHHS do not

During a recent Health Authority Approval on-site inspection and
test of the potable water supply well on ~ __-Bloek

was determined to be ~, ~ gallons per minute. The minimum well
productivity required by this department {AMC 15.55) for

Although the subject well currently exceeds this minimum
requirement, all parties concerned are advised that the
production capacity of the well may fluctuate. Restriction of
noncritical water uses such as washing cars and watering lawns
and gardens may be required.
This advisory must be attached to all copies of the subject
