Dear Dr. Reed:
This %;il! follow-up our recent discussiou on September 13th and
will also respond to your September 1 letter regardiug parcel 52,
section 24, T12N,R3W,S[~ o¥;ned by George ~'oodbury. The property
is located near Hillside Drive and O'[4allev Road.
?his office will generally prohibit the use of holdin9 tanks
within the [4unicipality of Anchorage, except in extennating cir-
cumstances. In this case the cost to rehabilitate the existing
system would be prohibitive. This office %,;i11, therefor , issne
a holding tank permit to [~]r. Woodbury providinq } ~ following
conditions are satisfied:
1. Rehabilitate the existing system as l?er recommendation
number i in your September 1, 1902 letter.
Install a holding tank°
The holding tank will be used if the Armoun system fails°
It shall be constructed ?~ith a high %~ater alarm which ~,~ill
alert the residents of the house that pumping is require~].
5~he overflow from the holding tank %;ill be elevated so that
any overflow will be prevented from draining to the nearby
creek.
A long term maintenance agreement ;.~ili be entered into by
the homeowner and a septic tank pu~aping company for the
required pumping of the septic tank. ']the agreement shall
contain provisions [or notiiication of this off. ice in the
event the agreement is terminated by either party° A provi-
sion shall also be included so that the holding tank is
pumped on a periodic basis, not to exceed, say, 6 %leeks for
a 3000 gallon tank, except during periods %;hen tile residence
is not occupied.
Since the holding tank is to be installed in a location which is
subject to high ground water levels it should be weighted down to
prevent floating.

?he permit may be revoked any time it is determined by this
department that a health problem exists or if the terms of the
maintenance agreement are abrogated. In that case a system
meeting applicable requirements must be constructed.

Mr. George Woodbury owns property with a legal description of Parcel 52,
Sect 24 T12N R3W SM. This lot is located east Hillside Drive near
O'malley Road.
The sewer system is an ARMOUN ET system which was installed in the early
1960's. Last year the system failed when glaciation from the back of
his lot overflowed the system. We investigated several alternative as
follows:
1. Rehabilitate the existing system using Tysol WW50.
2. Install a new system across the creek in better soils. This would
require a lift station and a pressure main under a stream then

discharging the effluent znto a trench.
3. Use a holding tank ~'~L~
Mr. Woodbury had Carl's Excavating prepare him an estimate for alternate
2. The estimate was for $15,000 to $18,000. Mr. Woodbury feels that he
can't afford option 2 at this time.
He would prefer to combine option 1 and 3. Rehab the Armoun system but
install a holding tank with a valve so that if the Armoun fails this
winter he can cut over to the holding tank. I proposed that they use a
Hancor valve per the attached catalog cuts.
If you approve of the approach please issue a holding tank permit to
him.
