During the test, a total of 30.4 gallons of water were added to the system through the septic tank standpipe. The following table represents the level of liquid in the tank. SUMMARY OF MEASUREMENTS Level of Liquid Meter Reading Time Below top of Standpipe In Gallons Remarks 12:58 5.3' 6297.4 Initial Reading 1:05 4.1' 6322.4 25 gallons added 2:25 5.3' 6322.4 25 gallons added in 800 minutes or .31 gpm 2:28 4.65' 6327.8 5.4 gallons added 2:58 5.3' 6327.8 5.4 gallons in 30 minutes or .18 gpm The meter used during the test was a Rockwell 5/8" standard water meter which had previously been calibrated by R & M Consultants, Inc. If it is assumed that the existing three bedroom house on the lot will house six people, the average load on the disposal system can be expected to be 450 gallons per day or .31 gallons per minute. During the test, the system in question accepted 30.4 gallons in a total of 110 minutes. This shows an average rate of only .28 gallons per minute. A low surge capacity was also indicated by the fact that the liquid level rose approximately 14 1/2 inches with the addition of the first 25 gallons of water. A low sur~g~capacity was also indicated by the fact that the liquid level ~o-se approximately 14 1/2 inches with the addition of the first 25 gallons of water. It appears that the system is not performing in an acceptable manner for a 3-bedroom residence. If the house in question is to be considered a 2-bedroom house, the average load would be 300 gallons per day or .21 gallons per minute. The effluent discharge rate of the system is adequate for a two bedroom residence. However, because of the low surqe capacity, c~r~-l~L~e taken not to ove~e s~s~~ large amounts of water as in A 2 1/2-bedroom house would presumably house five people, putting an average load on the system of 375 gallons per day or .26 gpm. This is very close to the discharge rate measured during the test. Due to the possibility of error in measurement and of seasonal variation in satura- tion of the leach field, I am hesitant to make any oonclusions as to the adequacy of the system for a 2 1/2-bedroom house. Sue McKechnie ~Y~ Environmental Control Officer Paul L. Fischer Well Well Distance Waiver Request Lot 112, Section 33, TI2N, R3W, S.M. On July ll, 1973, I investigated a well, that according to the well driller Mr. Boze, of Arctic Drilling Company, had been drilled to a depth of forty-seven feet. My investigation revealed that this well is located eighty-seven feet from a neighboring seepage pit and over 100 feet from the apparent septic tank serving in conjunction with this neighboring seepage pit. The single family dwelling being served by this sewer system was vacant.~ According to Leo Sawyer, an area excavator, the sewer system is approximately fourteen years old. Upon dropping a rock into the standpipe of the seepage pit, it hit water at a high level indicating the system is not draining properly. Upon dropping a rock into the standpipe of the apparent septic tank, it hit a hard layer believed to be a scum layer. It was apparent to me how neither the well driller, Mr~ Boze, or Mr. Fischer realized the seepage pit was there as the pit had a grey round cover over the standpipe which would appear to be a rock and was only located approximately ten feet at the most from the corner ~ot line. If one day in the future the sewer system serving the vacated house is upgraded it will be located further away from the well being drilled on Mr. Fischer's lot as there is no other way to go. As it appears to me that the neighboring seepage pit is plugged sufficiently that the sewage cannot travel far, if at all, I recommend this waiver be granted to Mr. Fischer. Note: Diagram of problem area lb 1805 South Salem Anchorage, Alaska 99504 July 12, 1973 Department of Environmental Quality Control Greater Anchorage Area Borough Anchorage, Alaska Attenti.on: Mr. Ralph Strickland Dear Sir: I recently commenced construction of a personal, residence on Lot ].12, Section 33, T12N, R3W, in the Rabbit Creek area. Construction is in accordance with GAAB safety and health requirements. A well was drilled near the front (west end) of the lot (meeting health requirements with regard to sewage system location) to a depth of 290 feet w~thout obtaining water. The last approximately 170 feet were in glacial silt. In an attempt to locate a more favorable drilling area, we moved to the east end of my lot, ].50 feet away. A residence immediately behind my lot was checked for septic tank/cesspool clearance and was more than adequate. A second residence sets northeasterly of my lot across the road intersection. This residence is vacant and has been for some weeks. Location of the sewage system could not be determined--no standpipes were visible. Since this residence was located approximately 50 feet back from the roadway and over 100 'feet from my lot corner, we appeared to have adequate clearance and commenced drilling. At the end of the second day, at a depth of 42 feet, an individual who installs and maintains sewage systems came by, spotting tip drilling rig. He stopped and spoke with Mro Boze of Arctic Drilling Company and proceeded to identify the location of the cesspool of the vacant residence. Mr. Ralph Strickland, July 12, 1973, Page Two It was located in the corner of the proper~ nearest my lot just outside the road right of way. Distance from the pit to my wellsim measured 87 feet. Access to the pit was at ground level and covered. Further research disclosed the system as being 14 years old. Presently, there is considerable water standing in ~he seepage pit, indicating the system is plugged and inoperable. C; S. McKechnie of the Environmental. Control Office was present and verified the vacant residence, distance from my wellsite, and apparent condition of the sewage system. For a description of present wellsite soil conditions regarding impermeability of the soil through which we are drilling, please refer to the enclosed letter from Mr. Boze, Arctic Drilling Company. In view of the foregoing, I respectfully ask a waiver of requirements under Ordinance 28-68, Section 1, Chapter 9, Articl.e VI so that l may continue and complete installation of a well at the current drilling location. Tim single family dwelling being served by this sewer System i'vas vacant. Accordino to I.eo Sawyer, all area excavator, the sewer system is approximately fourteen year~ old. Upon dropptng a rock into the standpipe of the ~er~.page pit, 'It hit water at a high lew.q indicating the system is not draining properly. Upon dropping a rock into the standpipe of the apparent sop'tic tank, it hit a hard layer believed to be a scum la.yep. It was apparent t¢:m]e hm.t neither the well driller, f.lr. [~oze, or Hr. Fischer realized the seepa.qe pit ms there as the pit had a grey round cover over the standpipe which would appear to be a rock and was only located approximately ~.~otl]l~ feet at the most from the corner lot line. If one day in the future the sewer system serving the vacated house is upgraded it will be located further away from the well being drilled on 5lt. FischeWs lot as there is no otlmr way to 9oo As it appears to me that the netg boring seepage pit is p'lUgged sufficiently that the sewage cannot travel far, if ag all, I reeomlndd this waiver he granted to Mr. Fischer.
