The required separation has been waived to 90 feet in this case. As a condition of this waiver the septic system must be constructed in accordance with design plans. A two foot sand filter meeting gradation requirements specified in the wastewater ordinance must be installed below the proposed bed-type absorption system. The department has received a notarized letter of non-objection from the owners of the affected well. This waiver is valid for the existing two bedroom single family dwelling only. Back in March of 1986, an adequacy test was performed en this lot and it was found inadequate for a 2-bedroom house. In June of 1986, a soils test was performed for the purpose of upgrading the septic system accordingly, and it was discovered that the water table was at 7 feet, clearly too close to the bottom of your septic system. The Municipality of Anchorage therefore :insisted that the existing system be abandoned and a new system be installed, maintaining tile proper distance above the water table. In addition, the existing system is actually built in the platted road, which shoald not have been allowed in the first place and the Municipal inspector should have caught. Unfortunately, there is very little area on your lot on which to build a septic system, due to the wells in the area which have 100 and 150 foot separation distances to be observed. As you can see hy the attached drawing, there is only a tiny area outside these well distauces. This has been verified in the field by actually flagging tbe well radii and it appears to be too small an area for the needed upgrade, especially sJace both the tank nad a lift station must fit in this area as well. There are therefore two alternatives for solu'~ions, One ;is to install a holding tank, Because public sewer is supposed to service the area within two years, this might be a reasonable choice. However, 'there are a number of disadvantages to a holding tank w!lich you should be aware of. First, although at first glance it seemslrelatively inexpensive to install one, the cost of regular pumping adds~up quickly. Second, should you decide to sell before public sewer reaches your lot, the price of your lot could be substantially lower due to the existence of the holding tank. Thirdly, public sewer might not come as soon as anticipated. In this case you may wish you had instead pursued alternative two, which is presented below. Alternative two is to apply for a waiver of separation distance from a proposed upgraded septic system on your lot to the 150-foot radius wcll of your neighbor to the east. If the separation distance to this well were only 120 feet, and if the Municipality of Anchorage waived the required lot line separation distance, a septic system could be placed adjacent to 'the existing system and paralielling it. /'here is no gnarantee that the state would w~ive this separation distance, but if you would like us to attempt this, we would be more than willing to try. A Health Authority Approval with several conditionals was requested for the subject lot. Although the leach field did not pass the adequacy test for the two bedroom house, it is operating at 83% of the MOA required capacity of 300 gallons per day. No sewage was daylighting on the ground nor were the owners experiencing back-up problems in the house. We feel a 90 day conditional approval will not create a health hazard. Also, pumping of the sepltic tank at this time is wasted money, since the tank will have to be pumped when the absorption area is upgraded. Also, we recommend that verification of well casing can safely be performed at a later, more convenient time, because the well has a sanitary seal, is 1 foot above ground, static water level is 105~, and water sample March 10, 1986 was free from coliform bacteria contamination.
