The septic system is in a state of failure and needs to be upgraded. We are proposing to install a new 1000 gallon septic tank and a deep trench type drainfield. One test hole was excavated on the property. The drainfield will be designed around the 30 foot radius of this test hole. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography below the drainfield is a 15-20 percent slope running approximately southeast to northwest. In short, there are no slope concerns. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. Available information, including previous adequacy tests and your recent August 1990 test, indicates that the system is hydraulically adequate and is capable of absorbing in excess of the required 450 gallons per day for a three bedroom house. However, the wastewater system was apparently installed in the early 1960's and is undocumented. If you are seeking a Health Authority Approval for this property there are several criteria in addition to hydraulic adequacy that must be satisfied: 1. The bottom of the seepage pit must be confirmed to be a minimum of 4 feet above seasonally high groundwater. 2. The integrity, size and type of septic tank must be confirmed. 3. The approximate configuration and dimensions of the seepage pit must be confirmed and a percolation test performed adjacent to the pit to confirm adequate square footage of the absorption area. In responding to your specific concern over the delay in reviewing your initial permit application, we acknowledge and apologize for an error made by this office in not properly recording the permit fee which was paid by Flattop Technical Services. This error, along with our attempt to honor your request that the permit not be issued until after January 1, did cause a delay in reviewing the permit application. However, your claim that the permit review process was held up because a staff member was on vacation is without merit. In responding to your overall concern that this office utilizes a cumbersome procedure for reviewing and issuing-permits,..,please- be assured that this office places a high priority on accurately reviewing permit applications and issuing permits in a timely manner. We certainly welcome any suggestions you might have on how to improve our existing procedures. When a permit application is submitted to this office and does not conform to the requirements specified in AMC 15.65 the application is returned to the engineer. In this particular situation, your permit application was clearly deficient and did not include specific design information required by code. When I paid the permit fee I attached a note requesting that the submittal be reviewed at that time for completeness, but that DHHS hold off on issuing a new permit until 1991, since there would not be time to do the construction before a 1990 permit would expire. After two weeks of no word from your office I called just before Christmas to inquire of miit status. I was eventually transfered to Susan Oswalt, who informed me tha e application, but > , was holding it unreviewed because she did not think the fee had been pard, and furthermore that she s leaving for a week's vacation and would not be able to look at it until after her return. G v After Ms. Oswalt returned from that vacation and on the day before leaving for another week's vacation she left the permit application at the front desk for me to pick up with a "pink slip" citing three OY imagined problems, which I subsequently discussed with you over the phone. Per your suggestion I returned the application with further explanation clarifying each of the points. Today we found the permit application again sitting at the front desk with a new "pink slip" from Susan citing some new concerns. The point I am trying to make, John, it that this process has become a ridiculously cumbersome procedure for dealing with a relatively simple permit request. I realize that your staff is tying to do a conscientious job, as am I. The procedures being followed, however, are a waste of your valuable staff time as well as of my time. If it doesn't look like the proper fees have been paid, why doesn't someone a� check it out instead of just sitting on the paperwork? If a staff member is going on extended vacations, o, M„E why not delegate the work to someone who is not on vacation? If there are technical questions with regud Q U to a submittal, why not have the reviewer give the engineer a call? Thinking trat the design work was complete, ed my billing in to my client on December 7th, and I don't know to justify another bill for all this wasted d k� ' P With regard to the specific points contained in Susan Oswalt's latest "pink sheet", there is no feasible way to document the dimensions of the old seepage pit, as I explained in the written design narrative accompanying my original submittal. This system was installed in the late `60s before your Department kept records in the area, and in other similar situations the department has reapproved the systems without' 4A detailed as -built documentation. As described in the design narrative, I did conduct an adequacy test of the existing seepage pit last August and measured the absorption rate to be 840 gallons per day. It is only because the earlier approvals indicated that the house was then a two bedroom residence, that we undertook to add another bedrooms capacity to the system to accommodate the present thr bedroo residence. During the course of the adequacy test we measured the bottom of the pit to at 11 feet bow ground level. Our test hole was located 33 feet fiom the seepage pit standpipe and show d no wate o 16.5 feet, so there should not be cause for concern that the old seepage pit encroaches on shallo water table. Arq��S`P Ido not see any justification for Susan's assertion that the permit will call for a perc test o GP stratum. I had the sieve analysis run for the express purpose of establishing the permeability of the soil in lieu of a perc test, which in my judgement would have been too dangerous. The sieve analysis report demonstrates the material to be 54% gravel, 44+% sand and 1.4% silt. Because this is considerably coarser than the requirements for filter sand it will perc at a much faster rate, and that is the reason we have included two feet of filter sand in our design. To place unnecessary requirements for additional perc tests would cause unjustified expense to the property owner. With regard to Susan's comment about the installation possibly being too dangerous, please recognize that there is a significant safety difference between a small but deep backhoe excavated test hole and a 5 foot wide by 30 foot long drainfield, particularly after two feet of filter sand have made it that much shallower. Please give me a call if you would like to discuss this further. I hope you will take these comments in a constructive manner. The scope of the project consists of the installation of a new 500 gallon septic tank between the existing concrete septic tank and seepage pit, and the construction of a 5' wide by 30 foot long soil absorption drainfield to serve as an overflow to the existing seepage pit. Construction shall be as depicted on the site plan and design drawings. 2. All construction practices and material specifications shall conform with Municipal and State requirements. The contractor shall be responsible to obtain any necessary utility locates and to work around any utilities encountered. 3. The existing septic tank (presumably concrete) shall be exposed to allow verification of it's integrity and connections. If it is found to be in good condition, it shall be retained in service. with anew cleanout installed extending 12 inches above ground surface. A foundation cleanout shall be installed, and a double cleanout on the downstream side of the tank. A new 500 gallon septic tank shall be installed in the approximate location shown on the site plan, with a second double cleanout between it and the existing seepage pit. If the existing septic tank is found not to be in good condition, it shall be thoroughly pumped and either filled with soil or crushed and buried on site. A new 1250 gallon, two compartment, septic tank shall then be installed outside the 100 foot radius from the well. The waste line from the septic tank shall be plumbed into the existing seepage pit. 4. A new 5' wide by 30 foot long drainfield is to be constructed as follows: A new overflow waste line shall be installed just below the top of the seepage pit, and shall lead through at least 10 feet of undisturbed soil to the beginning of the drainfield. The drainfield shall be constructed by excavating approximately 12 feet of overlying soil to expose a 5' wide by 30 foot long level bed bottom in the clean sandy gravel found at that depth. A total depth of 2 feet of approved pit run filter sand shall be placed in the excavation. Next, a total of 12 inches of approved sewer gravel shall be placed on top of the filter sand, and the horizontal distribution pipe buried level in the gravel, such that the bottom of the pipe is no less than 6 inches above the top of the filter sand. A cleanout and a monitor tube shall be installed as shown and filter fabric placed over the top of the sewer gravel prior to backfill. The backfill shall be mounded approximately 6 inches above the level of the surrounding ground to allow for subsequent settlement. 5. A total of 5 inspections will be required during the course of the construction: (1) initial stakeout, (2) after the drainfield is excavated, but prior to placement of filter sand, (3) after the sand is in place, but prior to placement of sewer gravel, (4) after the gravel is in place and the pipes are installed, but prior to final backfill, and (5) after final backfill is complete. The inspection of the existing and the new septic tank may be conducted in conjunction with any one of the above inspections. Flattop Technical Services 14530 Echo Street linchoruge, Alaska 99518 North 330', El/2, E1/2, NW1/4, NW1/4, NW1/4, Section 25, T12N, R3W, S.M. 7540 Upper Huffman Road, Anchorage Sewer System Upgrade Design Narrative Due to the depth of the clean gravel stratum encountered in the test hole, it was not feasible to safely conduct a percolation test. Accordingly, the material was classified by laboratory sieve analysis (results enclosed) which showed it to be GP. Since this material will percolate faster than 1 minute per inch, the design incorporates a 2 foot thick sand filter to slow down the percolation rate to the the design rate of 1.0 gal./sq. ft./day. The existing wastewater disposal system was probably installed in the late 60's, and consists of a 750 to 800 gallon septic tank (presumably concrete) located 73 feet from the well, and a seepage pit of unknown dimensions, with the cleanout pipe located 112 feet from the well. No as -built inspection report exists, however the system was inspected and approved for 2 bedrooms three times in the 1970's. Flattop Technical Services conducted an adequacy test of the system on 8/2/90, at which time the average absorption rate was measured to be 840 gal per day. The proposed upgrade is necessary to obtain approval of the system for the existing three bedroom residence. The proposed project is configured to maintain the required separation distances from all existing wells and wastewater disposal systems, and thus should not have any impact on their continued operation. The designated reserve area contains 1445 square feet, which is adequate the proposed drainfield, plus another 3 bedroom seepage bed sized at 3 x 150 x 1.5 = 675 square feet.
