If you have drilled the well, a well log needs to be sent to this office for documentation of the installation and to close the permit. If a private engineer inspected the installation of the on-site wastewater system, the original as-built inspection report (three-part form) must be sent to this office for review, approval and documentation. All inspection reports must be submitted within 30 days of construction completion. When applying for a new permit, the fees are: $90.00 for an on-site wastewater permit; $50.00 for a well permit; $140.00 for a combined on-site wastewater and well permit. The scope of the project is the installation of a lift station in a 500 gallon steel tank and the construction of a shallow soil absorption bed. The bed design dS based on a measured percolation ]'ate of 7 minutes per tach in the zone between 3.0 and 3.5 feet in depth. This rate was adjusted to obtain a design soil ]'ate of 175 square feet per bedroom This 4 bedroom system will require ! 4 ) x I 1751 _x ( 1 5 safety factor) = 1050 square feet, which is accomplished by a bed having dimensions of 25' x 42'. Waivers will be necessary to allow the bed to be located within 5 feet of the south property line and within 20 feet of the top of a bluff whicl] sit,Des downwards at 70% towards tile nor[Il. a.~' The system is to be constructed as shown on the site plan and design drawings, except that minor modifications may be allowed of required by the engineer cor~ducting the inspections. 3. All construction practices and material specifications shall be m conformance with Municipal and State requirements. 4. The top of the exist]n§ septic tank (assumed to be 1250 gallon concrete} shall be exposed to allow thorough pumping and visual mspectmn of it's condition by the engineer. (If the tank is found to not be m satisfactory condition, it shall be properly abandoned and replaced with a new 1500 gallon septic tank containing an integral lift station). A cleanout shall be installed within 5 feet downstream of the septic tank. 5. Assuming the existing septic tank is in satisfactory condition, a new 500 gallon steel tank with an "Orenco" lift station package (as supplied by Anchorage Tank) shall be installed downstream of the septic tank outside the 100 foot radius from the well. The tank shall be equipped with an insulated manhole riser of sufficient length to protrude above ground level. The lift station pump and floats shall be installed per the supplier's instructions to provide a 123 gallon dose and to trigger all audible and visible alarm mounted inside the building ill the event the pump falls to operate. The installer shall arrange for the necessary electrical permit and inspection. 6. The discl~arge line from tile lift station to the soft absorption momld and tile distribution manifold shall be 2" diameter schedule 40 PVC, The distribution laterals shall be 1.25" dia. schedule 40 PVC, capped at the ends and with 5/32" dia holes drilled in the bottom every 3 feet. All PVC pipe connections shall be glued. The distribution pipe hole size and spacing is based on the lift station pump output of 34 gpm at 20 feet of residual llead. Since each hole will pass 0.5 gpm at 3 feet of head, the 70 holes spaced at 3 feet will ensure even distribution. Flattop Technical Services 14530 I~cl~.o Street ~inchorcrge, g. laskcr 99516 7. The soil absorption bed shall be constructed by excavating to achieve a 25' x 42' level surface at ail elevation of 2.5 feet below the original ground surface, A total of 9 roches of approved sewer gravel sl~all be placed in the excavation. The PVC distribution laterals shall be buried m tile gravel such that there is no less than 6 inches of sewer gravel beneath the pipes, Filter fabric shall be used to covet, the top surface of the sewer gravel. 'Fwc inches of approved, rigid, bm'mi type insulatio~l shall be placed over the filter fabric, with no less than 2 feet of soil cover on top of the insulation. The top of the cover material shall be approximately 6 inches above the original ground level and graded to cause surface drainage to flow away from the soil absorption bed. Monitor tubes shall be installed in tile locations sllown, witl~ perforations extending tl~rougb the sewer gravel. 8. A total of 4 inspecttons will be reqmred during the course of the construction: i~litial stakeout, (2) dter the bed bottom is excavated, but before placement of sewer gravel, (3) after the gravel is in place, the septic tank is exposed, the hft station tank installed, and the distribution piping is in place, but before the filter fabric and insulation is installed, and (4/after final backfill and grading is complete, and the lift station floats are set and the alarm is installed. Please refer to the enclosed site plan and waiver x section for reference. !)esp~te tile large lot size, the presence of a 50 foot high, 70% slope, bluff dropping down to tile floodplain of Rabbit Creek dc)es not allow the installation of a soil absorption bed which maintains tile 50 foot setback froln any slope in excess elf 25~¢, as specified m the wastewater ordinance. By constructing the proposed bed in the southwest corner of the lot, within 5 feet of the south property line, we can achieve a horizontal separation distance of 20 feet between the closest portion of the bed and the top of the slope. Since the topography Is quite flat south of the top of the bluff, a line descending at a 3:1 slope fronl the edge of the bed would not daylight for at least 45 feet, as shown on the cross section. It is difficult to conceive how effluent could migrate horizontally at a slope as flat as 3:1. since there is no inlpernleable confining layer beneath the propoCed bed. There is also ample room on the lot to tile soutl~ of tl~e subject lot for future septic system developlnent without constraints due to the proximity of the subiect system. For the abc)ye reasons, it is lily opinion that the requested waivers can be granted without concern either as to untreated effluent daylighting in the bluff, or as to limitations affecting future developlnent on the lot to the south.
