During the month of November, 1974 I noticed a very large area of overflow coming from the seepage area of the sewer system on this property. It was during a cold spell and the area became badly glaciated making the road almost impassable. I reported the incident to the area supervisor and to the Chief Sanitarian. At about the same tJ.me there must have been some problems with the well as there also was a large area of glaciation near the location of the well and extending out to the road. The owners at the time were either the Isbergs (in Fairbanks) or the Dennises who are the present owners. All of the information on this property was given to Valda Drake of Dynamic Realty in person by me through discussion and xerox copies of all information in the files on this property. Not on any occassion have I observed overflowing sewage at the above location. My July 13, 1973 memorandum to Rolf Strickland, Chief Sanitarian, explains my reason for being on the property. No contact was made with the property owner in July of 1973 to upgrade the sewer system for the following reasons: (l) (2) (3) (4 The house was vacant. There was no signs of past or present sewage overflow. Even though the system appeared not to drain properly there was no public health reason for the system to be upgraded at %his time. Our legal authority was questionable in regard to upgrade. My sole purpose for being on this property was to determine if-there was a possibility of contamination to a neighboring well in the process of being drilled too near this sewer system. In reading your letter of January 20, 1976, to Mrs. Carol Dennis regarding chrono!ogica] sequence of events it should be noted that the 6-28~73 approval of this system paperwork was not put into the sewer files for several months after 'the approval. I found it on the inspector's desk (Sharron Harris).
