A septic upgrade permit has been issued for upgrading the septic tank (corroded and taking on groundwater), moving the Aerocell unit to the top of the drainfield, replacing the distribution lines in the drainfield, and eliminating the secondary pump vault (permit # OSP221295). The contractor exposed the drainfield today and it was noted that the drainrock is fouled. We are proposing to rebuild the drainfield to the same elevations and the original design. The approved design will eliminate the 100/80/20 splitter in the existing STEP tank and will require the system be operated as CAT II system. The receiving soil has a percolation rate of 3.8 minutes per inch. Given this percolation rate, a 4.0 gpd/sq.ft. application rate would be required for a Cat II system. The residence on this property has a total of 4 -bedrooms, so 150 sq./ft. of absorption area is required for CAT II effluent (600 gpd / 4.0). The existing 2007 drainfield has 200 sq./ft. of absorption area which meets Cat II sizing requirement. Proposed Septic Upgrade for Lot 92C, T12N, POW, Section 33, To whom it may concern: Several design packages were submitted to your department in the past 18 months. The last design was pink slipped on 5/20/2006 by Joe Goodall. The pink slip stated that a curtain drain needed to be installed to lower the groundwater level prior to the issuance of a septic permit. The owner installed a curtain drain during the summer of 2006 with no engineering inspections. Per our recommendation, the owner excavated a new test hole to verify the thickness of the organic layer. A new test hole was excavated on 10/21/06 by the owner and logged by us on 10/24/2006. This test hole indicated groundwater to be at 48" below the ground surface and also indicated there was only 3 to 6 inches of organics. It is our opinion that the test hole excavated by Cindy Ellis P.E. was excavated on a debris pile and docs not accurately reflect the organics in the proposed drainfield area. Since the highest groundwater elevation, prior to installation of the curtain drain, was at 30 inches below grade (5/16/06) in the drilled monitoring well, there is 2 feet of unsaturated soils for the proposed drainfield and the curtain drain is not required. We have verified the groundwater level on 5/14/2007 and found it to be at 32 inches below grade. We are proposing that the curtain drain and the 48" sump be abandoned in place. We are proposing that a Quanics Aerocell treatment system with a mounded bed system be installed. The previous designs were for a 5 bedroom system; however, the homeowner is now requesting that a 4 bedroom system be installed. Comments regarding the proposed design are summarized as follows: 1. SOILS: Attached is the new soil log which shows the soil classifications, groundwater monitoring, and the percolation test results. We are proposing to use the 30 foot radius around this new test hole. It is our opinion that due to the overall appearance of the soils, an application rate of 3.0 gallons/day/ft2 should be used with the use of the Quanics Aerocell treatment system. 2. BED DESIGN: (See attached design and detail drawings) a. Percolation Rate: 3.8 minutes/inch b. Proposed Application Rate: 3.0 gallons/day/62 c. Design Flow: 600 gallons per day d. This drainage ditch only runs during spring melt off and during heavy rainfall. Per the request of your department, a berm will be installed between the septic system and the ditchline to insure that in the event effluent was to daylight, it would not flow towards the ditchline. 4. TOPOGRAPHY: The lot generally slopes from cast/southeast to west/northwest with a gradual slope that ranges from 1 to 5 percent. The area around the test holes is generally flat. Because the proposed septic system is to be mounded, the bed will be topsoiled and hydroseeded. Also, the bed will be required to be 12 feet from the lot line to insure the side slopes of the bed will remain on property. In October 1984, I performed 7 soils tests on the lot. The soil everywhere we tested was the same --- peat underlain by blue clay, and occasionally blue/tan mottled silt. Percolation tests in all strata failed. I am enclosing a map showing the test hole locations, and the test holes. As you can see, this lot is a sad case. The owner would like to install a holding tank, which should be at least 2000 gallons in size. Presently, they have an unknown mystery septic system, but I can tell you what soil it is probably built in. A holding tank looks to me like the only solution at the moment. Any change to the design or function of an AWWTS that includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. Certificate of On -Site Systems Approval (COSA). An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AWWTS. 3. Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AWWTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations. Installation and Removal of Additional Equipment. Prior to performing any alterations to an AWWTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65. 5. Maintenance and Repairs. A. Throughout the tern of this Maintenance and Repair Agreement, the Owner shall maintain their AWWTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. 6. Nonwaiver. The failure of either parry at any time to enforce a provision of this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such parry thereafter to enforce each and every provision hereof. 7. Amendment. A. This Maintenance and Repair Agreement shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality that this Maintenance and Repair Agreement was executed with, and such writing shall be attached to this Maintenance and Repair Agreement as an amendment. A waiver of the present 100 foot separation requirement to 84 feet was requested. The Municipality's records indicate that it is likely that the aforementioned well and septic tank were installed prior to October 1973, at a time in which the required separation was 50 feet. For this reason a waiver is not required. lie have written a conditional Health Authority Approval for the subject property. The Health Authority Approval was granted with the stipulation that the concrete ring placed around the well casing be either removed or a drain installed to remove any water that may accumulate inside the ring. Street Anchorage, Alaska 99500 Re: T12N R3W Section 33, Lot 92C The above referenced lot consists of a 4 bedroom single family residence with a private well and holding tank. The holding tank was installed on May 24, 1985. There is no well log available. The well was drilled pre f' 1975. On 12/20/85, we performed a well flow test and Health Authority inspection. Well flow data is attached. From the HAA inspection, we find that the well casing is in a 3 foot \!' diameter, 3.7 feet deep concrete ring. This concrete ring is set on the ground surface and comes up th {ough a wood structure front porch. A "\f' wood frame and cover are over the exposed ring above the porch floor. The well casing itself is 1.9 feet above the ground surface. A sanitaryilJ;t seal is on the casing and all wires are enclosed in conduit. We have vi r recommended that a pipe be installed through the concrete ring at groundl surface to drain any water accumulation inside the ring. Also from the HAA inspection, we find the separation distance from the subject well to the neighbors septic tank is 84 feet. The neighbors legal is T12N, R3W, SEC 33 BLM Lot 92B. The house on this lot was built prior to 1968, but the installation date of the sewer system is unknown. Due to a lack of recorded information, it is uncertain as to whether the subject well was installed before or after the neighbors sewer system. However, prior to October 1973, the required separation distance from a private well to a septic tank was only 50 feet. We therefore request that you grant a waiver to reduce the current required separation distance from well. to septic tank to 84 feet. We also request you grant a waiver to allow the current well casing setup to remain as is. Apparently, the concrete ring was installed to reduce surface runoff from pooling up around the casing. If you should require the concrete ring be removed, we request you grant a conditional waiver for it to be done in the spring.
