RE: SEPTIC TANK UPGRADE PERMIT
LEGAL: T12N R3W SEC 33 LOT 148C
The owner has requested that we obtain a septic permit to upgrade the existing aged steel septic
tank on the above referenced lot. We propose to install a 1500-gallon deep burial HDPE septic
tank per the attached design to serve the existing residence. No groundwater was noted in the
MOA on-site file, but if groundwater is encountered during installation an epoxy coated steel
septic tank may be required and/or the tank may need to be anchored for buoyancy. The lot and
area are served by private water and any encroaching wells, easements, … must be staked prior
to construction. The design will not impact any of the neighboring properties. Please contact us
if you have any questions.
Sincerely,
Curtis Huffman, P.E.

Owner Installation Option
Replacement Septic System
Dear Jim:
S & S Engineering is preparing a construction plm~ for your review and approval to upgrade a
septic system on Lot 148C bordering the Old Seward Highway. My mother (Irene Hitchcock)
is the property owner. This plan should be delivered on November 1 to your office. A
preliminary copy is attached for your information.
As the season is growing short, I would like to request approval to install the system myself,
drawing on past experience of myself, my brothers, and my friends to assure a quality job. I
would reserve this owner installation permission as an option, as I am currently obtaining quotes
from experienced contractors to perform the work. I woukl ouly install the system myself if
these quotes are astronomically high or if the scheduling of existing projects is such that a
contractor could not guarantee completion of the work in a timely manner. Time is a factor
here not only due to the lateness of the season, but also the frequency that we are having to
pump the existing system. Currently we are pumping 2-3 times a month, a rapid increase in
frequency in just a few months.
I have I4 years of experience in the civil construction field (both municipal and private), and
have a wealth of family and friends with comparable experience. Some are experienced in
installation of new and replacement septic systems similar ~o the design that you will receive.
I know that we can perform thejob quickly and efficiently. Again, I am requesting installation
permission for myself mainly as a backup in case the contractor that we choose are not able to
perform the work in the time frame required.
If you have any questions, please don't hesistate to contact me at 345-3946 or 659-5000.
Sincerely,

Septic System Upgrade
Dear Jim:
Following our phone conversation of yesterday, I would like to provide more information about
my request for permission to owner install the septic upgrade on Lot 148C on the Old Seward
Highway, owned by my mother, Irene Hitchcock. As mentioned in my previous letter, I am
requesting this approval due to the lateness of the season as an option in case of scheduling
conflicts.
Any work done by myself will be closely monitored and will follow the specifications required
by the system engineer and the upgrade permit. The people that would perform the work are
very experienced equipment operators, with numerous years of backhoe experience (large and
small) in gold mines, highway construction, residential construction, landscape work and on the
North Slope. None of them are currently operating a construction and/or excavation business
in Anchorage, and will be working on this project purely as a personal favor. The equipment
used will be rented from somewhere such as Stephans Rentals, Baileys Rent-All, or NC
Machinery. I have extensive experience in the surveying field and will be on hand during the
project to layout the system, check grade, assure proper setbacks from the property lines and
wells, coordinate the engineering inspections and monitor the backfill and final inspection
efforts.
If you have any questions or com~nents, please feel free to call me at 345-3946.

Comments: This investigation was completed in compliance with MOA guidelines, regulations,
and best industry practices / methods. The assessment of the condition of the well and septic
applies only to the conditions as of the day tested. The flow and absorption rates may change
due to subsurface conditions that may not be observed from the surface, changes in land use,
local soil characteristics, groundwater levels that may fluctuate during the year, quality of
construction (workmanship & materials), the water usage of the family being served by the
system and maintenance. The operational life of all well and septic systems are subject to
these various and dynamic characteristics and are outside the control of the evaluator of the
well and septic system. Therefore, any or NO estimate of how long a system will function satisfactory
for current or future occupants or guarantee that no unseen encroachments, deficiencies or
discrepancies exist can be given by First Water Consulting &

Nitrate Advisory
Certificate of On -Site Systems Approval # OSC241432
Subdivision: T12N R3W SEC 33, Block: , Lot: 148c
A water sample revealed a nitrate concentration of 9.08 milligrams per liter (mg/Q.
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for
important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.
Nitrate Fact Sheet
From Northern Testing Laboratories, Inc.
Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.
