1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well legs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and Construction diagrams are
available to insure proper installation.

Disregarding outflow every 20 gal caused a 1/* inch raise in
the tank. This checks with the stated volume if the tank.
Absorption Rate:
The house water was shut down for 60 min. and the following
readings of the water surface level of the tank observed.

These readings show that the system is absorbing
32 gal per h~ur or 768 gal per 24 hour.
The municipal requirement for h 5 bedroom house is
750 gal per 24 hottrs. ~
These observations show that the syst~ is operating in a
overloaded mode. This may be caused by faulty installation,
saturated ground, high water table, or by the sytem having
reached the end of its operatihg life o During the test both
the inlet pi~ and the outlet pipe of the septic tank were
submerged, and at one )~int of the test water was raising
in the standpipe which shows tat water was being stored
in the house sewer line.
If this backup is caused by saturated ground, overloading
and poor operation of the system can be expected during
breakup and in periondssofheavy rain.. If the problem is
caused by faulty inst~llation or because the end of the
life of the system is appraaching~the problem of proper
operation will become progressively worse and ultimately
require replacement of the system.
This system was tested by R&M Engineers in Oct. 1977.
t~M measured an absorption rate of ~6 gal per hour,
however, the system was tested twice, presUmably because
'the first test indicated the system was failing.
CONCLUSIONS:
The system meets the municipal!absorption requirements.
[~oblems must be expected during breakup and during
periods of heavy rain~
The system is 11 years old,' itlshould not be expected to
last more thdn 5 more years.~
Note. The stand pipe to the septic tank is loose and should
be replaced.

Dear Mrs. Wilkinson:
On Septen~er 21, 1977, at your request, we conducted a test of the
septic system on the above described lot. This test is described in our
letter to you dated September 26, 1977. Due to heavy rainfall conditions
at that time, it was requested that we repeat the test, on a clear day.
We returned to the site to do so on October 4, 1977.
During the test, the liquid level in the septic tank was monitored at
regular intervals, through the standpipe, as water was added to the
system. The following table summarizes these measurements.

The meter used during the test was a Rockwell 5/8" standard water meter
which had been previously calibrated by R&M Consultants, Inc.
The drawdown measurements indicate that the system'accepted 40 gallons
over a 25 minute period. The indicated effluent acceptance rate is 1.60
gallons per minute during the test.
Ass~ning that the five-bedroom residence on the lot will house ten
people, the average load on the disposal system can be expected to be
750 gallons per day or 0.52 gallons per minute.

As a result of the second test performed, it appears that the system is
performing adequately to meet the effluent demands of a five bedroom
house. It should be noted that the degree of saturation of the soil may
significantly affect the efficiency of this s~stem. Problems may occur
following spring break up or periods of heavy rainfall. It should also
be noted that the system has a fairly low surge capacity.

0.5 gallons per minute between 1:42 and 2:32 and lens than 0.26 gallons
per minute between 2:32 and 3:10. This indicates ah average effluent
acceptance rate of less than 0.43 gallons per minute during the test.
An unexplained surge in the system occurred betweenl 3:10 and 3:25, when
the water level rose 1.35 feet. This could possibly have been produced
by a sump pump within the house or by groundwater entering the system.
It should be noted that the test was performed during an unusually heavy
rainsto~n.
The level of saturation in the leach field is not known since the
residence on the property was not occupied at the time of the test.
Assuming that the five-bedroom residence on the lot will house ten
people, tbe average load on the disposal system can be expected to be
750 galloas per day or 0.52 gallons per minute.
We conclude that the system in question is not perfornling adequately for
a five-bedroom house.
