Dear Mr. Goard. RECEIVED MAY 1 1996 Municipality of Anchorage Dept. Health & Human Services April 30, 1996 I contacted Mr. James Cross at DHHS and was informed that the Health Department requested the following items were forwarded to them. A well log. 2. If a well log was not available, measurements showing the depth of the well and distance to water. (Static Level) 3. Insurance that the well was protected against flooding. Your well is located under the residence. There is no direct access to the well casing. A circuitous ditch has been excavated under the floor from a access hatch in the south east corner of the house. In general there is 15 inches of clearance between the floor joists and the ground. The top of the well casing is 25 inches below ground level. I understand that a well log has not been found for this well. Municipal property records shows that the lot was developed in 1959 and one must assume that the well would have been drilled at that time. It was common practice at that time to install the well in a well pit or under the house. This to protect the well and the water line from freezing. Pitless adapters were not used in these installations. The pump and pipestring was supported by the well seal. In order to satisfy the requirements of the Health Department the well seal must be removed so that the depth of the well and the distance to the water table can be measured. In order to remove the seal, the plumbing to the pressure tank must be broken and the hump and the pipestring must be supported by a wire or a rope attached to the floor joists. The well casing can be extended above the existing ground two ways. One way will be to install an access hatch in the floor directly above the well casing, requiring the removal of the carpet, possible cutting of floor joists, and strengthening of the floor. A clear space of minimum 12 inches must be provided all around the well. With the pump supported from the bedroom floor it will be relatively easy to extend the casing. The plumbing must be changed to allow for the additional casing height. The other possibility is to extend the excavation already done under the floor to obtain a 12 inch clearance around the well. A welder, assisted by a helper, for safety reasons, have to figure out a method to support the pump while an extension is welded to the casing. It will be a slow and awkward process due to the tight quarters. The extension, well seal and gasket must be treaded over the wire supporting the pump. You may consider abandoning the well and drill a new one. At some time in the future the present well pump will fail and there is no way it can be replaced, unless you cut a hole through the house.
