June 25 from Chief Franklin concerning the sewage facilities at the subject
station. It would appear thata recommendation for handling this situation
would more appropriately be provided from your office. I have advised
Chief Franklin of our discussion and he is expecting to hear from you.

On-Site Sewage Problem at Rabbit Creek Fire Station
The above referenced system has become the subject of great'concern to this
administration and the object of' two Union grievances, one in April and one
this month. Our solution to the April grievance was to contract with Build-
ing Maintenance for pumping the septic tank every 10 days, which temporarily
resolved the problem, but not finally.
The station presently has two commodes, one upstairs used by the Rabbit Creek
Volunteer Fire Department during their day care program. The second is down-
stairs adjoining a duty crew bedroom; This toilet overflows when the septic
tank is full and allows raw sewage to flood the floor of the bedroom and on
out into the apparatus room. This is usually the first indication to the
crew that the tank needs to be pumped.
It appears t~9~.several related things are promoting this prob%em:.
A. Use of the facility by a day care group causes excessive useage to
toilets. This is unavoidable as the building is owned by them.
B. Surface water is profuse in the area and is probably infiltrating
the system. This makes any leech field useless, That was the on-
site assessment by Cliff Cheney of Public Works Engineering.
C. We believe that approximately 5 years ago, the GAAB installed a
concrete tank but have been unable to confirm this.
D. The new replacement fire station, scheduled to be built up the
Hill cannot be built this year, as anticipated.
i therefore recommend that a professional opinion be sought for a solution to the
sanitation system problem, to include cost. I hope you can appreciate our con-
cern on this matter. Even without the Union grievances~ we cannot allow this
unhealthy situation to continue.
Please advise me as soon as possible about· what actions are to be taken.

that an opinion be sought for the solution;
however, the expertise does not lie within the
Building Maintenance section but within
Public Works Engineers. I therefore recommend
a memo from yourself to the Director of Public
Works requesting their assistance in the matter
and attaching a copy of FranklinTs memo.
