Attachment No. 1
Improvements to the Rabbit Creek Rifle Range are directed toward development
of range safety features, including noise abatement and construction of
a more functional recreational facility. The proposed improvements
include: construction of bullet stops, ~afety beams and foundations for
walkways and shooting pads, lengthen and upgrade existing road and
parking area, build shooting sheds and incorporate noise abatement
features, install public restroom and associated holding tank, construct
a small range headquarters building, landscape range and remodel existing
building to improve its apprearance. The inadequate layout, limited
capacity and need for basic safety features were factors that determined
the particular scheme proposed.

The proposed improvements are expected to enhance the general welfare of
the community. Benefits include improvements in range safety, noise
abatement and landscape beautification.

The Planning and Zoning Commission and the Anchorage Assembly recently
approved a change in the zoning of the Rabbit Creek Rifle Range from
residential (R-IA) to PLI. Public use is a major intent of lands zoned
PLI, and the shooting range conforms to this intent.
Attachment No. 4
The Rabbit Creek Rifle Range has been in use for almost 30 years (August 14,
1954). Impact on wildlife is minor since natural habitat on the existing
site has been altered by human use. Waterfowl and shorebirds continue
to use wetland areas adjacent to the range. Observations indicate that
these birds pay little attention to noise associated with shooting
activities. The proposed~ use is not an extensive expansion over the
existing use.

The objectives are to provide a safe public shooting facility, to incorporate
noise abatement modifications, and to aesthetically improve the range..
These objectives coincide with the goals in the Comprehensive Plan.

To my knowledge, there have been no accidents attributed t~ vehicles
entering or exiting the rifle range. The flow of traffic d6es not
subject surrounding property owners or pedestrians to hazardous
conditions.

Dear Mr. Mills:
I have submitted application for a Conditional Use Permit along with the
proposed site and landscape plans for the Rabbit Creek Rifle Range
(R.C.R.R.). We appreciate the time. and effort devoted to these plans by
the Municipal Planning st~f, especially for the assistance of Mr. Mike
Carberry and your Landscape Architect, Mr. Berry Quinn.
Listed below is further information on the proposed improvements to the
R.C.R.R. Construction of Phase I and II is expected to begin during the
Spring of 1982 and be completed by Fall 1983.
PHASE I
The State Department of Transportation (D.O.T.) will participate in
Phase I. In brief, D.O.T. has included specifications of Phase I
as part of their Seward Highway Realignment Project. We hope that
Phase I can be completed this Summer, however, scheduling is at the
discretion of the contractor. The proposed improvements for Phase I
are as follows:
A 2 foot lift of waste material (shot rock) to cover
shooting ranges and walkways. This material will be
graded to provide a 2.5 percent slope between the firing
lines and bullet stops.
Construct safety berms and bullet stops. These berms '
will consist of a core of shot rock, covered wi~h topping
during Phase II construction.
Lengthen and upgrade existing road and parking area.
Material will include approximately 2,600 tons of base
course. The existing road is on land owned by the Alaska
Railroad. The necessary contract and permits to utilize
this property have been obtained.

Install approximately 250 feet of 18 inch metal pipe to
maintain drainage patterns.
Haul and spread a layer of topping material to cover
shooting pads, safety berms and bullet stops.
Hydroseed safet~ berms and bullet stops to prevent soil
erosion, improve appearance and suppress noise.
Construct shooting sheds. '-Shooting sheds are being
designed by an accoustical engineer. After construction;
tests will be conducted to deters, ina the degree of noise
abatement. Further design modifications may be necessary
to maximize noise suppression.
A combination office/supply building will be constructed
in a central location to facilitate supervision of
shooting activities. The location proposed will allow
the range master to view activities on the pistol and
rifle ranges and provide service to people entering and
leaving the range.
Native t~ees and shrubs will be planted to provide screening
and reduce noise levels.
The exterior of the existing building will be upgraded to
improve its apprearance.
A restroom similar to the design used by the State Division
of Parks will be installed. The septic system will
consist of a holding tank.
Parking stalls will be identified by installation of
wooden wheel stops.
- Concept
Shooting sheds - If further noise reduction is needed,
shooting sheds will be extended over the entire firing
lines (as shown).
Fence - The Alaska Railroad may not permit the gate at
the entrance to the range to be locked. In~tha~ event, a
commercial grade chain link fence will be required to
provide security during the time the range is closed (as
sho~m).
Small .22 Caliber Range - Approval is sought for future
construction of a 50 yard .22 caliber range. The range
will be used by instructors and parents in conjunction
with our Hunter Safety Program. The range will be used
to teach children and adults how to properly handle and

shoot a firearm. This would provide a separate range for
teaching shooting skills to children or adults, who have
not fired a weapon before or were in need of instruction.
Currently, students and instructors must share the larger
.22 range with other shooters° The separate range will
prevent interference by the two groups and result in
better instructional programs. Construction is anticipated
to begin durin~ the Spring of 1983 and to be completed by
Fall 1984. This area will be seeded with grass until
construction begins.
