Box 196650 Anchorage, AK 99519-6650 RE: T13N R3W Sec 26, Lot 6A Proposed Septic System Upgrade To Whom It May Concern: Attached please find the application and supporting documentation to upgrade the septic system for the referenced 3 bedroom house. The existing septic system was installed in 1979 and the drainfield is now surcharged. It is proposed to abandon the tank in place and retain the drainfield as reserve. A waiver is requested for the drainfield (see attached waiver package). The proposed design is based upon a test hole dug on September 12, 2006. There was no groundwater encountered when the hole was dug or after 7 days of monitoring. The test hole was dug to a total depth of 18.0 ft and encountered silty sand. A percolation test conducted between 6.5 ft and 7.0 ft resulted in a rate of 2.7 minutes per inch. An application rate of 1.2 gpd/ft2 is used in the design. The soil log is attached. Proposed Soil Absorption System: 3 Bedrooms x 150 GPD/BR = 450 GPD System Type: Deep trench Application rate: 1.2 gpd/ ft 450 GPD / 1.2 gpd/ft' = 375 ft= required Maximum Depth: 12 ft Effective Depth: 8.0 ft Length: 30 ft Absorption Area: 480 ft2 Sewer Upgrade Penult Application forT13N R3W Sec 26 Lot 6A Watkins Engineering, Inc.; October3, 2006; page 2 There are no surface waters or private wells within 100 ft of the proposed septic system. A waiver is requested for the separation between the existing trench and the well to the south. A 2 ft lot line waiver is requested for separation from the proposed drainfield to the west property line. This is adjacent to the Right of Way for Campbell Airstrip Road, and it will not adversely affect any adjacent properties' water and wastewater needs. The edge of the roadway is greater than 15 ft from the proposed drainfield. I am not aware of any adverse effect that this upgrade would have on any adjacent properties' water and wastewater treatment needs. Thank you for consideration of this permit application. The total depth of the septic system no more than 10 feet deep. The septic system is down gradient from the encroaching well. If there was going to be any daylighting of the septic effluent it would flow away from the encroaching well casing. Well Data The well has encroached the septic system for more than 15 years and the water samples are well with -in municipal standards and no nitrates detected. Watkins Engineering was not able to find a well log for the well on lot 6C, however they were able to obtain 3 well logs in the area for the purposes of determining the soil strata for the area. The well log for N170' of Lot 10 Section 26 was used for the purpose of calculating points since the total depth of the well is 70 feet. Box 196650 Anchorage, AK 99519-6650 RE: T13N R3W Sec 26, Lot 6A Waiver Request for Absorption System to Lot 6C Well To Whom It May Concern: We respectfully request a waiver for the distance from the soil absorption system on the subject lot to the private well on the adjacent T1 3N R3W Sec 26, Lot 6C, to 73 ft. The septic system was installed on Lot 6A in 1979, less than the required 100 ft from the well on the lot to the south. The soil absorption system has now failed. A new septic system is proposed, but we propose to retain the 1979 trench as a reserve site. I believe that the reduced distance from the well to the soil absorption system will not lead to contamination of the well or the aquifer for the following reasons: 1) Satisfactory water analysis from the subject well (even after 27 years), 2) The house on Lot 6C is between the septic system and the well, 3) Soil strata between the aquifer and the surface provide an adequate barrier, and 4) Difference in elevation, with the well 12.5 ft or more higher than the ground level at the trench. The water analysis on the Lot 6C well from a sample taken on September 22, 2006 reported no nitrate detected, 0 coliform, and 1 colony/100 ml other bacteria. The lab report is attached. There is no well log available for the well on Lot 6C. However, well logs from 3 nearby wells are attached, showing intermittent clay throughout. This provides a barrier to vertical migration of septic effluent. The wells have total depths of 70 ft, 80 ft, and 145 ft. Relative elevations are shown on the attached site plan. There is a difference of 12.5 ft or more between ground level at Lot 6C well and Lot 6A soil absorption system. Based upon these facts, I believe that the potential for contamination of the subject well and the aquifer is minimal. Therefore, I request that the required distance from the well to the soil absorption system be waived to the existing 73 ft. Thank you for consideration of this request.
