2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development

shall be either:

Septic System Upgrade Permit Request
This is a design narrative for a permit to install a 1500-gallon Advantex FAP 2.0 septic tank to replace an existing
2000-gallon steel septic tank and up -flow filter to be issued for this property. The existing tank is 27 years old and
was recently found to be perforated and leaking. During high groundwater season the tank was found to be filling up
& causing frequent backups into the residence being served by this tank. The existing drain field per the systems
installer —was found to be dry and not contributing to the frequent backups being experienced. The existing tank will
be decommissioned per code. Currently the lot is developed. The proposed replacement will be connected to the
existing drain fields. This lot and the surrounding lots are served by private wells. There are currently no wells within
100' of this upgrade.
1. Upgrade Tank Design.
A foundation clean out installed if needed.
The tank will be located: 5'+ from any property line.
5'+ from any deck/stair support.
10'+ from building foundation.
10'+ from any water line.
100'+ from any surface water.
100'+ from any private wells.
200'+ from any public wells.
The proposed installation will not affect the future development of this or the surrounding lots.

Per your request I performed an adequacy test on the subject well. Prior to starting the test, the

an average rate of 6.83 gallons per minute for 66 minutes (451 gallons). During the first 10
nfinutes of pumping, the level in the casing dropped 8 feet, down to 92 feet BTC, and remained at
that level throughout the rest of the test. In short, it was recovering as fast as the water was being
pumped out (6.8 gallons per minute). Based upon this data, it can be concluded that the well
produces greater than 450 gallons per day, as required (by the Municipality of Anchorage) for a 3

operation statement shall verify that the engineer has inspected all effluent and air
pumps, timers, and alarms, and that any deficiencies have been repaired and that the
system is functioning as designed.

The on-site wastewater disposal system you are purchasing/installing is an "alternative" ~/vastcwater
disposal system. This system, known as a "ReeirculatingfUpflow Filter Septic System", is undergoing
testing within the Municipality of Anchorage under the Alternative System section of the Wastewater
Disposal Regulations (AMC 15.65). There are certain risks involved with the ownership of one of these
systems:
The technology used in this system has been shown to be effective in other areas. The system is
currently undergoing a two year testing period in Anchorage under the guidance of the Department
of Health and Human Services (DHHS) and the State of Alaska Department of Enviroumental
Conservation (ADEC) to determine its effectiveness in a subarctic environment.
Thc system for this property may have received vertical separation distance waivers from both
State of Alaska and Anchorage Municipal Codes to both ground water and bedrock. These
waivers were granted due to the system's expected performance within the site conditions on this
property. If the test results do not support these waivers; modification or replacement of this
system may be required.
If this system fails to meet the requirements set for it to become a standard, code approved
wastewater disposal system, it may have to be removed and replaced by either a holding tank or (if
possible) other wastewater disposal system that meets Municipality of Anchorage requirements.
The cost of any conversions required to meet code requirements will be the responsibility of the
homeowner at the time of conversion.

Ref~ Septic System Upgrade for Lot 7 Bk 1, Talus West S/D. RECIRCULATING UPFLOW
FILTER (RUF) SYSTEM
To whom it may concern:
1. GENERAL: The existing 3 bedroom house is currently served by a private well and septic
system. The existing drainfield will not pass an adequacy test at this time, therefore, an upgrade
must be performed prior to the sale of the house. Given the location of the structures, the old
trench, and the protective well radius', the area available for the new drainfield is very limited.
Because of the space constraints, and the soil/groundwater conditions, we are proposing to install
a Recirculating Upflow Filter (RUF) system, designed by Orenco Systems, Inc., and marketed by
Anchorage Tank. The drainfield will be located in the northeast comer of the lot, within the 30
foot radius cfa test hole done by Construction Engineers in 1980. Although the specific location
of the test hole was not shown on the soils log, according to the homeowner, the monitoring tube
pipe used to be visible, and was located at the spot shown on the 30 scale drawing for this
design. At a depth of 4.0' to 4.5'to soils perked at 35 minutes per inch.
A groundwater monitoring tube was installed (see location on 30 scale site.plan) Dy Discovery
Drilling on 6/25/97. On 7/2/97 groundwater was 8.7 feet below the surface. Also shown on the
30 scale drawing is a test hole on Lot 6, Bk 1, Talus West. Per the soils log, groundwater was
encountered 3.1 feet below the surface on 9/29/89. This test hole is only about 20 feet from the
proposed drainfield for the RUF system. Based upon this information we are proposing to install
the new drainfield at a maximum depth of 1 foot below the existing grade. This should provide a
2 foot separation to groundwater. It ispossible that the water level may rise high enough m the
future to encroach upon the septic system; however, the extent to which this' may occur is'
difficult, if not impossible to predict. The specifics regarding the design are sununarized as
follows:
2. DRAINFIELD: The intent is to install a Recirculating Upflow Filter (RUF) system that will
allow the use cfa small drainfield in the area of the TH. The size of the drainfield will be based
upon the previously established criteria for the RUF systems, which dictates that soils percolating
between 30 & 60 minutes per inch have an allowable application rate of 2 gpd/fi2. Given this
application rate, the system (3 bedroom house, 450 gpd) will require a drainfield area of 225 fi2.
This corresponds to a 10 foot wide field that is 22.5 feet long.
3. ORENCO PACKAGE SYSTEM: Attached is drawings of the Recireulating Lift Station
Septic Tank with Trickling Filter, prepared by Anchorage Tank. Per Lowell McNutt, the system
is designed to handle flows up to 750 gallons per day. The entire package, except for the wood,
and the sand is provided by Anchorage Tank. Since you are familiar with the operation of the
system I won't elaborate. As with their standard STEP tank, it is equipped with a high water
alarm per M.O.A requirements.
4. SURFACE WATER: There are no surface waters within 100 feet of the proposed septic
system upgrades.
5. TOPOGRAPHY: The lot generally flat, with a slight downhill slope from east to west and
from north to south. The slopes are less than 5% In short, there are no slope concerns.
6. SUBSURFACE I)RAIN: There is a fou~adation drain that runs along the east and north walls
of the house, and flows to a sump that is equipped vAth a d:~z=hargc pump. The new drainfield
will he approximately 25 feet away from the drain. Given this separation distance, and the
effluent quality going into the drainfield, it is highly unlikely that any untreated wastewater will
reach the drain.
7. LOT LINE WAIVER: Do to the limited space constraints, it will be necessary to place the
drainfield approximately 5 feet from the east and north property lines. The closest adjacent septic
system is located to the east on Lot 6, Bk 1 (about 15 feet away from the lot line), which will be
about 20 feet away from the new drainfield. We are requesting that you waive the required
separation distance to the property line from 10 feet, to 5 feet. The limited space dictated that the
side slopes of the field (slightly mounded) be limited to a 2:1 slope (26 degrees), so that they
won't encroach on the neighboring lots. Obviously, the north side slope of the drainfield will be
in the utility easement. The waiver fee of $115.00 was submitted with the design package.
8. CLOSING: Clearly, this property has numerous site restrictions which limit the potential for
septic system upgrades. The suitability of this design will be limited by the soil/groundwater
conditions at the proposed bed site. In the future, it may be necessary to move the shop building,
and use the area for additional drainfield. Time will tell whether this will be required. I am open
to any suggestions from your department that would be an improvement to the proposed system.
I am unaware of any negative impacts that this installation would impose on adjacejat wells, or
