The existing system was installed in 1991. An adequacy test
December 3, 1993 by Flattop Technical Services, reveled that the
bed was surcharged and not performing to Municipal Standards.
The bed was installed according to AMC 15.65.060.c2. Percolation
rate faster than i min. per inch. Due to the uniform fine grada-
tion of the receiving soil~ the bed clogged in a very short time.
Installing a trench in this material will not be in conflict with
AMC 15.65, since filtration and treatment will take place. The
original crib was installed in 1973 based on 250 soil.
A waiver request has been forwarded to ADEC.

On July 20, 2017, this office received your submittal requesting reauthorization of a reduction of the
State's nihnmurn separation distance between a Public Water System (PWS) drinking water source
and a potential source of contamination. This letter approves the requested reduction in the
State's minimum separation distance requirement from 200' to 150' between the drinking
water well serving the Borealis Omega Home Owners Association (BO HOA) PWS and
multiple potential sources of contamination on Talus West Block 1 Lot 11 (TW B1 L11) as
detailed below.
Waiver Determination
-I'lle Septic systems components, and their respective separation distance from the subject PWS,
located on TW B1 L11 consist of a 1,250 gallon tank at 197', an existing bed style drainfield installed
in 1994 at 150', and an existing trench style drainficid installed in 1994 at 150'. According to
submitted information, the '94 drainfield is in a technical state of failure and '91 drainfield has useful
life remaining. 'Phis project will reconnect septic service to the '91 drainfield by installing a diverter
between the '91 and '94 dr.ainfields. "Phis will allow the '91 drainfield to serve as primaryand the '94
drainfield as a secondary. 717he well serving BO HOA PWS was drilled in 1976 to a total depth of
157' below ground surface (bgs), is cased to 152' bgs in 6"0, screened from 152' to 157' bgs, had
static water level at 75' bgs, and penetrates lenses of slit, clay, gravel, and mixes thereof.
The following additional items were taken into consideration as part of this waiver approval:
1. To date, all source water sampling results for combined nitrate -nitrite or nitrate
concentration have remained < 1.0 mg/1;
2, From February 2000 to January 2017/jotal Coliform Rule sampling for total coliform (rC)
and e. coli (EC) found no TC nor EC positive events;
3. Surface topography and conditions between the subject well and encroachments are
generally shallow, towards the well and are developed with lawn, trees, fencing, and paved
parking; and
4. '17he well accesses a presumed confined/semi-confined aquifer.
Based on an evaluation of the available information and in accordance with the State's
Drinking Water Regulations, 18 AAC 80, a Separation Distance Waiver for the
encroachments detailed herein is issued.

Requiremen~ ~1 of your waiver dated January 5, 19~4.
As mentioned in my original waiver request of December 50, 1995,
a tes%hole was drilled to 25 feet on December 17, 1995~ with the
last ten feet consisting of a silty material which came up satu-
rated and plastic. The bottom 5 ~eet collapsed when the auger
was withdrawn~ but I managed to install 20 feet of 4--inch perfo-
rated pipe in the hole. At the time of drilling no free water was
observed. On December 21 free water was feund at 16 feet. The
fact that the material was wet, and that water did appear are
indications that the material is permeable.
To verify this assumption water was added to the testhele on
January 6, 1994 at 7 p.m. Prior to adding water the water level
was checked. Water surface was found at 16 feet below top of
pipe. Approximately 3 gallons of water was poured into the hole.
This caused the water level to rise two feet to 14 feet below top
of pipe. A drop in the water level was net discernible after 60
minute. The next morning, 12 hours later, the water level was
found at 15 feet, indicating that the water level had dropped,
and that the material is permeable with a percolation rate of 60
minukes per inch.
Based on this observation the bottom of the dr-ainfield can be
located at 12 feet~ 4 feet above groundwater level.

Dear Mr. Spurkland:
I have discussed your January 4, 1994 verbal request to remove two of the four
requirements of the waiver that I issued on January 3, 1994 for the above referenced
facility with the departmental staff, including the Anchorage District Office Manager. Most
staff could understand your argument regarding the pressure distribution requirement.
However, all staff agreed that dosing the soil absorption system could prolong the
usefulness of the system. Thus, the pressure distribution requirement of the issued
waiver is now changed to a recommendation.
In regards to the application rate of 0.52 gallons per day per square feet, all staff agreed
that this a reasonable requirement based on the existing soil information and the history
of failing soil absorption systems. Thus, this requirement will remain.
The waiver issued on January 3, 1993 will remain valid until the wastewater disposal
system on Lot 11, Block 1, Talus West Subdivision again requires upgrading or is
modified. However, based on the submitted information, either the installation of a
recirculating sand filter or a holding tank will be the only alternatives the Department will
consider if the proposed soil absorption system fails.
The previously issued waiver does not imply granting of any additional authorizations, nor
obligate any state, federal or local regulatory body to grant required authorizations.

Dear Mr. Spurkland:
This letter is in response to your December 30, 1993 submittal in which you addressed
the items in my December 28, 1993 letter and from our December 29, 1993 meeting. You
have requested that the Department waive the separation distance from 200 feet to
approximately 148 feet between a Class A Public Water System Source Well and a
wastewater disposal system in which only the soil absorption system located on Lot 11,
Block 1 Talus West Subdivision is to be replaced. I have completed my review of the
submitted information, this office's file on Talus West Subdivision which covers a waiver
that was issued in June 1991 for the existing septic tank, and the previous failed soil
absorption system, the Borealis Omega Class A Public Water System file, and other
pertinent information. Based on the results of this review, I have the following comments.
The monitoring data tends to indicate that the aquifer and source well are not being
directly influenced by improperly treated wastewater from the wastewater disposal system
in question, nor from the other systems that are located within the 200 foot protective
radius of the existing Class A Public Water System Source Well. Thus, it appears that
there is existing evidence in support of the requested waiver.
Therefore, in accordance with the provisions of 18 AAC. 80.030, the following separation
distances have been granted:
Between the existing Class A Public Water System Source Well and Septic tank
from 200'feet to approximately 197 feet. This waiver will also include the septic
tank if it needs to be replaced.
Between the existing Class A Public Water System Source Well and Soil Absorption
System from 200 feet to 148 feet. This covers the effluent line from the septic tank
to all the soil absorption systems.

The above noted waivers are granted with the following requirements:
1. Verification that the vertical separation between the lowest part of the soil
absorption system and the underlying ML soils encountered at 15 feet in
test hole number five is equal to or greater than six feet will need to be
submitted to this office under the stamp of a Professional Engineer.
As noted in your letter and as we discussed, the amount of fine grained
particles in the strata in which you are proposing could be the cause of the
failure of the existing bed type soil absorption system. From the soils
information that exists for the above-referenced lot and that this is the
second replacement soil absorption system within the last two years, the
design of the soil absorption system will need to be based on an application
rate of .52 gallons per day per square feet.
Again, based on the history of failing soil absorption systems for the above-
referenced lot, the proposed soil absorption system will need to be
designed with pressure distribution.

A letter from the owners/operators of the Borealis Omega Class A Public
Water System verifying that they have no objections to the proposed
location of the soil absorption system.
This waiver will remain valid until the wastewater disposal system on Lot 11, Block 1,
Talus West Subdivision again requires upgrading or is modified. However, based on the
submitted information, either the installation of a recirculating sand filter or a holding tank
will be the only alternatives the Department will consider if the proposed soil absorption
system fails.
This approval does not imply granting of any additional authorizations, nor obligate any
state, federal or local regulatory body to grant required authorizations.

submit a copy of your December 30, 1993 letter sealed with your Professional Engineer's

This letter is in response to the submittal received in this office December 23, 1993,
regarding a request for a waiver of separation distance between a Class 'A' source well
and an on-lot wastewater disposal system. The Department has completed its review and
finds that at the present time there is not sufficient justification to grant the requested
waiver. This decision is based on the following:
1. Premature failure of the existing absorption bed installed in 1991.
The Department does not allow a trench design in soils with a percolation
rate of less than one minute per inch (18 AAC 72.265 [E] Table F).
Based on the total 11 foot design depth and the soil conditions, as indicated
in the submitted soils logs, there appears to be less than the required 6 feet
of separation distance between the bottom of the trench and any
impermeable strata such as the silt (ML) strata indicated on the soils logs
(18 AAC 72.025 [b][1][d][ii]).
Based on a review of the information contained on file for this site the Department
recommends either an abosorption bed with a recirculating sand filter or a holding tank
as wastewater disposal system alternatives. We also recommend that an investigation
to determine cause of the premature failure be conducted.

Design Narrative
The proposed soil absorption bed is designed to serve the existing 4 bedroom residence winch means
that it must be capable of accepting 600 gallons per day. While the existing seepage pit was slightly
undersized for a 4 bedroom residence, the original permit was taken out for a 4 bedroom residence and the
system was subsequently approved for 4 bedrooms in 1981.
As shown on the softs logs the material underlying the proposed soil absorption bed.was ~zisually rated
as a uniform fine sand. The percolation tests required by the wastewater ordinance demonstrated that this
material percs faster than 1 minute per inch. This measured percolation rate would normally require the
placement of 2 feet of filter sand beneath the sewer gravel, however the native sand underlying the
proposed bed is of equivalent quatity to naturally occuring filter sand. This material will provide adequate
filtration plus a structure upon winch a clogging mat can form. We are therefore proposing to use the
native underlying sand as the filter material, and to base the size of the soil absorption bed on 0.8 gpd/sq.
ft. A sample of the proposed filter sand is submitted for approval with this permit application. The total
required basal area of th~ bed will be 600 / 0.8 = 750 square feet, which can be achieved with the
configuration depicted on the plans.
Based on the soil test logs and on soils information for surrounding lots, we believe the proposed site
is the optimum upgrade site on the lot. These soils are uniquely good for Talus West S/D. Because of
constraints imposed by the location of the existing seepage pit and nearby wells, we are requesting that the
normally required 10 foot separation distance to the north lot line be waived to 5 feet. This will not have
any impact upon the ability to develop future soil absorption systems on Lot 12, should the need arise.
We are also requesting a waiver allowing the proposed soil absorption bed to be constructed within
two feet of the perimeter of the existing seepage pit. This waiver is necessary to allow maximization of the
separation distance between the seepage bed and the Borealis Omega Class "A" well. During construction
we will verify that the base of the soil absorption bed lies entirely upon fincontaminated soil.
We are also requesting a waiver of the required 15 foot width of the soil absorption bed. Due to th~
need to fit around other constxaints, it is not practical to keep the width to 15 feet in this location.
We have als0 requested from D.E.C. a waiver down to 150 feet of the required 200 foot separation
between the Borealis Omega Class "A" well and the proposed soil absorption bed. A copy of our letter to
D.E.C. is enclosed, and we will provide you with their response. The project will have no impact on any
private wells,
Based on our soils tests, there should be enough room on the lot for one future replacement of the soil
absorption system located south of the present seepage pit. Construction in this area would have similar
constraints to the proposed project. The proposed project will have no impact on wastewater systems on
adjacent lots. There will be no impacts on reserved space / surface and subsurface or on drainage.

Specifications
1.0 General:
1.i The scope of the project includes the construction of a 750 square foot soil absorption bed which
is to be connected up to the existing 1250 gallon septic tank, or a new tank if required. The existing
seepage pit is to be pumped and filled with clean sand.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requirements.
1.3 No portion of the new soil absorption bed shall be closer than 5 feet from the north property line,
2 feet from the old seepage pit, or 150 feet from the Borealis Omega well.
1.4 Underground electric and telephone lines do cross the proposed bed area. The contractor shall be
responsible to obtain necessary utility locates, and to work around all buried utilities.
2.0 Septic Tank:
2.1 The existing septic tank may be retained in service only if it's structural integrity is verified, and if
functional cleanout pipes with airtight caps are installed allowing pumping access to each compar~ent.
2.2 If the existing septic tank is found to not be in good condition, it shall be replaced with a
Municipally approved two compartment 1250 gallon tank, set level on undisturbed soil. Each
compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried
less than 4 feet, it shall be insulated with 2 inches of approved burial typ?, rigid insulation.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste
line between the tank and the soil absorption system shall have a minimum slope of I/8" per foot. A
cleanout shall be installed within 5 feet of the building foundation (if needed), and a double cleanout shall
be installed within 5 feet downsn:eam of the septic tank.
3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by excavating the surface soils in the designated
area dorm to a depth of approximately 7 feet to expose a fine sand stratum. The bottom of the excavation
shall be level. If any soil is encountered which had been contaminated from the nearby seepage pit, the
shape of the excavation shall be adjusted to achieve 750 square feet of uncontaminated bottom area.
3.2 The existing seepage pit shall be uncovered and pumped, and the interior space filled with clean
sand.
3.3 A total of 12 inches of sewer gravel shall be placed in the bottom of the excavation. The sewer
gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the//200 sieve. Four inch diameter '
perforated and non-perforated pipes shall be buried in the sewer gravel in the configuration shown on the
design drawing. The distribution pipes shall be laid level with the bottom of the pipes no less than 6
inches above the bottom of the sewer gravel.
3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel, prior to
backf'fll of the excavation.
3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
4.0 Inspections:
4.1 A total of 4 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans, specifications
and construction procedures, (2) after the native material has been excavated to expose the infiltrative
surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3)
after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic
tank, but prior to placement of filter fabric, and (4) after final backfill and grading is complete. Near the
start of the project the existing septic tank is to be exposed for inspection by the engineer. If it requires
replacement, the new septic tank will require one inspection after it is set level and the piping connected,
but prior to backfill. This inspection may be incorporated with any of the above inspections.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

This is in response to your submittal, received in this office on May 9, 1991, in which you
address the items noted in my May 6, 1991 letter regarding the above-referenced subject.
I have reviewed the submitted information and the office's file on this facility and have the
following comments.
In your April 2, 1991 submittal, a separation distance waiver was requested for the 150
foot between the Class A Public Water System Source Well (Borealis Omega PWSlD
Number 210786) and the Wastewater Disposal System serving the single family home on
the above-subject lot. As a result of my review of the information submitted, the
Department has found the information provided to be satisfactory for allowing the
requested waiver, in accordance with 18 AAC 80.020 (e) Drinking Water Regulations.
The separation distance between the Borealis Omega Class A Public Water System
Source Weft and the Wastewater Disposal System located on Lot 11, Block 1, Talus West
Subdivision has been waived from 200 feet to 150 feet.
In regards to my concern of the condition of the septic tank, please provide verification
that either the existing septic tank was water tight and useable or that a new septic tank
was properly installed. This information should be provided by July 8, 1991 for this waiver
to remain valid.

We are in the process of seeking a Municipal permit to install a new soil absorption bed to replace a
failed seepage pit serving the Traxinger residence on Lot 11, Block 1, Talus West S/D. Since both the
original seepage pit and the proposed replacement system are within 200 feet of the Class "A" well serving
the Borealis Omega water system, we are requesting your concurrence in the proposed project and/or a
waiver of the required separation distance down to 150', if you feel a waiver is the appropriate way to
handle this. Copies of our proposed design and relevant backup documents are enclosed to assist you in
your evaluation.
According to the as-built inspection report, the original septic system on the subject lot was installed in
November of 1973 and consists of a 1250 gallon septic tank followed by a seepage pit with 804 square
feet of effective wail area. While the seepage pit was slightly undersized for a 4 bedroom residence, the
original permit was taken out for a 4 bedroom residence and the system was subsequently approved for 4
bedrooms in 1981. In September of 1990 the system failed an adequacy test which necessitated the
proposed replacement system. As you can see from our site plan, the proposed soil absorption bed is
sized for a 4 bedroom residence also, and will be the same distance from the Borealis Omega well as was
the original seepage pit, which is just over 150 feet.
In researching the D.E.C. fries we were unable to locate a driller's log for the Borealis Omega well,
however it appears to have been drilled in 1974 or early 1975, based on,the dates of construction of nearby
septic systems. These early documents refer to the well's classification as being "semi-public" with
required separation distances of 80 feet to septic tanks and 120 feet to soil absorption systems. We
understand that the well is now properly classified as a Class "A" well since it serves more than 25 people,
and thus the current separation distance requirement to septic system components is 200 feet.
A very similar situation with respect to this same well arose in 1987 in connection with an upgrade to
the septic system serving the residence on Lot 15 of Borealis S/D. In this case also the proposed upgrade
was unable to meet the new 200 foot separation requirement. In a letter dated December 21, 1987 Mike
Lewis of your office determined that a waiver was unnecessary for that system because the original system
met separation requirements at the time of construction and the upgrade work was for equal replacement of
failed components and not for expansion.
We believe that the proposed project is in the public interest since it involves replacement of a failing
seepage pit with a new soil absorption bed. In designing the new system, we are able to maintain a
separation distance of 150 feet from the well, which while less than the normally required 200 feet should
stiil provide an adequate degree of protection. It should be mcogrdzed that there are several other septic
systems located considerably closer to the Borealis Omega well than the proposed replacement bed. While
there is no evidence that the failing seepage pit on the subject lot is an imminent health hazard or that is in
the water table, the proposed bed will provide a higher margin of safety by virtue of being constructed at a
shallower depth. The underlying sand stratum can be expected to provide good filtration as well as a
substrate for the formation of a clogging mat.
We would appreciate your timely review and decision on this issue, so the Owner can proceed with
making arrangements to have the necessary upgrade done allowing him to complete the sale of his home.
