Your request for a waiver of the required 10 feet horizontal separation from the
absorption field to the property line has been approved. The approved separation
distance is 1.0 foot to east property line. And a waiver of 7 foot separation from end of
proposed trench to existing septic field is approved.
This waiver approval applies to the existing absorption field to property line separation
only. Any future upgrade to the on-site wastewater disposal system will require all
separation distances be met or another approval from this department.

Septic System Upgrade
To Whom It May Concern:
Attached please find the application and supporting documentation to upgrade the
septic system for the referenced 3 bedroom house. The original septic system was
installed in 1974 with an upgrade in 1981, and the drainfield is now surcharged. It is
proposed to retain the existing crib and trench and to abandon the septic tank in place.
The proposed design is based upon a test hole dug on August 31, 2005. The hole was
dug to 15 ft with no water encountered. After a 7 day monitoring period, no water was
detected. The proposed drainfield will be installed in a silt and gravel layer between 5 ft
and 9 ft. A percolation test between 5.5 ft and 6 ft resulted in a rate of 13 minutes per
inch. An application rate of 0.8 gpd/ft2 is used in the design. The soil log is attached.

A one foot lot line waiver is requested to the east property line. The septic system on
the adjacent lot to the east is greater than 10 ft from the common lot line. A waiver of
separation distance between the end of the 1981 trench on the subject lot and the
proposed trench is requested. The end of the trench is not clearly defined with a
cleanout, but according to the measurements, the separation distance will be
approximately 7 ft.
There are no surface waters or private wells within 100 ft of the proposed septic system.
I am not aware of any adverse effect that this upgrade would have on any adjacent
properties' water and wastewater treatment needs.

Talus West Block 3 Lot 6
Dear Jeff,
The septic system installed in 1981 on the subject property encroaches into the
telephone and electric easement along the north property line. One end of the drainfield
is located approximately 4.5 ft into the easement for a length of about 11 ft. There is
no pipe above ground in the easement. The encroachment was noted during a septic
system upgrade in September 2005.
Encroachment permits and/or letters of non -objection were obtained from the utility
companies to allow this encroachment. Copies are attached for your files.

This permit is between Chugach Electric Association, Inc., an Alaska non-profit electric
cooperative, (herein `.`Chugach"); whose address is P. U. Box 196300, Anchorage, Alaska 99519 and
John L. and Patricia L. Anderson, (herein "Permittee'); whose address is 11946 Wilderness Way,
Anchorage, AK 99516.
1. Easement. Chugach is the grantee or user of an easement for the construction and
maintenance of electrical facilities, as follows:
Dedicated by the plat of the subdivision known as Talus West Subdivision, according to
Plat Number 71-139, recorded on the Oh day of July 1971, on file in the office of the
District Recorder, Anchorage Recording District, Seward Meridian, Alaska,
Described in that certain written instrument recorded on the 29th day of April 1982, in
Book 726, Page 189, on file in the office of the District Recorder, Anchorage Recording
District, Seward Meridian, Alaska, .
(herein "Easement") which pertains to the following described real property:
The North Ten Feet (N 10') of Lot Six (6), Block Three (3), Talus West Subdivision,
according to Plat Number 71-139, recorded on the 6th day of July 1971, on file in the office
of the District Recorder, Anchorage Recording District, Seward Meridian, Alaska,
Permittee acknowledges the validity of the Easement. Permittee warrants and represents that
Permittee is the owner of the fee simple interest in the land subject to the Easement and the
following described real property to which the Easement is adjacent:
Lot Six (6), Block Three (3), Talus West Subdivision, according to Plat Number
71-139, recorded on the 6th day of July 1971, on file in the office of the District
Recorder, Anchorage Recording District, Seward Meridian, Alaska,
(herein "Parcel").

1. Encroachment. Permittee has constructed or purchased the following improvements
on or within the real property subject to said Easement:
A septic system drain field that encroaches approximately 4.5 Feet (4.5') at the furthest
point into said Easement for a distance of approximately Eleven Feet (11'),
(herein "Encroachment").
3. Permit. Chugach hereby authorizes Permittee to continue the existence of the
Encroachment in its location subject to the covenants set forth in this permit.
4. Indemnification. Permittee shall indemnify and hold Chugach harmless from any
claims for personal injury, property damage or other loss arising in any way from the continuation of
the encroachment.
5. No Expansion or Increase. Permittee shall not in any way expand or increase the
extent to which the Encroachment occupies any of the real property encumbered by the Easement
without the prior written consent of Chugach. Chugach has no obligation to provide such consent.
6. No Interest in Real Estate Acquired. Permittee hereby acknowledges that the
Encroachment and any additions thereto, even if in violation of this permit, has not and shall not in
the future give rise to any interest or estate in the real property subject to the Easement or any other
real property. Without in any way limiting the foregoing, Permittee acknowledges that the
Encroachment is not adverse to any interest of Chugach and its continuation is entirely with the
permission of Chugach for purposes of the common law doctrine of adverse possession. This permit
creates no interest in the real property subject to the easement.
7. Modification of Utility Facilities. If the electric utility facilities located within the
Easement are upgraded, added to, replaced or reconstructed, Permittee shall pay that portion of
Chugach's total costs for such modification which is reasonably attributable to accommodating or
preserving the Encroachment. If such payment is not made within thirty (30) days of written demand
for same, Chugach may terminate this permit in accordance with paragraph 9, below.
S. Covenants Running with the Land. The obligations of the Permittee arising from this
permit shall be covenants running with the land which shall burden the Parcel and the Permittee's
interest in the land subject to the Easement and shall benefit the Easement.
9. Termination. Chugach may terminate this permit after the giving of thirty (30)
days written notice of such termination if:
a. The Encroachment is enlarged, increased or extended within the real property
affected by the Easement.

b. The Encroachment is damaged by any means to an extent of more than thirty percent
(30%) of its replacement cost at the time of destruction.
C. Permittee fails to make the payment described in paragraph 7, above.
10. Term. This permit shall, if not sooner terminated by Chugach, expire forty (40) years
from the date hereof.
11. Entire ALYreement. This written permit constitutes the entire agreement between the
parties with respect to the subject matter hereof and supersedes all other prior or contemporaneous
agreements, oral or written, between the parties. No modifications, amendments, deletions, additions
or alterations of the permit shall be effective unless in writing and signed by all of the parties hereto.

Gentlemen:
In response to your recent request, ten (10) test pits have
been excavated at Talus West Subdivision, per the attached
location sketch, see Figure A. Test pits were excavated by
backhoe to approximately 12 to 14 feet.
We have reviewed the field data; and test pit logs, sheets 1
through 10, are attached, together with explanatory sheet, in-
dicating our drilling and classification procedures.
Soil grab samples have been visually classified and in addition,
given frost susceptibility and unified soil classifications.
Soils consist generally of an upper layer of approximately five -
tenths of a foot of peat, and underlying that, a layer of reddish
brown silt averaging about two feet in depth. Soils beneath this
consist mainly of silty materials ---silty gravel, silty sand ---with
numerous cobbles and boulders encountered. In general, most of
the soil at depth, except a few specific instances, could be classi-
fied as very silty sand and gravels, or gravelly or sandy silt.
Water was encountered during drilling in Test Pit 7 at approx-
mately six feet. No other water was noted on the test -hole logs.
An additional enclosure for your use is the Borough Health Depart-
ment seepage pit requirements for soils of various classification.

Dear Sir:
At you request our office conducted a percolation adequacy test on your
existing septic system at the above -referenced location during the period
August 21 through 24, 1981. The Municipality's Department of Health and
Environmental Protection reported that your septic system consists of a
1000 -gallon septic tank and a seepage pit with greer ring.
The septic tank had not been pumped prior to the percolation test. Since
the 3 -bedroom house had been occupied up to the time of the test, a normal
degree of saturation within the leach field is assumed.
In accordance with the Anchorage Municipal Code, Chapter 15.65, Waste
Water Disposal Regulations, any on-site sewage disposal system "shall
have adequate capacity to properly dispose of the maximum daily sewage flow."
The maximum daily flow is computed at 75 gallons per capita -day (gcpd).
Since "the population of dwellings shall be estimated at two persons per
sleeping room," the maximum daily sewage flow for your 3 -bedroom house is
450 gallons per day (gpd).
To test the soil absorption capacity as well as the surge capability of your
system, 110 percent of the maximum daily flow or 500 gallons of clear water
was added in 50 -gallon increments to the seepage pit. The water was obtained
from your on-site private well at its maximum sustained rate of about 4
gallons per minute (gpm). The liquid levels were monitored closely to
detect any backup in the septic system.
The attached Table of Test Data represents the depths of liquid in the
septic tank and seepage pit, and the quantities of water added. The septic
tank was determined to be 6.9 feet deep (bottom of tank to ground surface)
with an initial depth of 3.7 feet in the tank. The seepage pit was measured to
be 12.3 feet deep with an initial depth of 5.2 feet. Ground elevation at the
septic tank standpipe is approximately 2 feet above the seepage pit standpipe.

The attached Summary of Test Results indicates that the liquid level in
the seepage pit at the beginning of testing on Day 2 fell to 0.5 feet
above its initial static level on Day 1, during a recovery period of 24
hours. On Day 3, the level had fallen to 1.0 feet above its static level
on Day 2, during a recovery period of 26 hours.
The level in the seepage pit at its highest level during the test (8.4 feet)
was approximately 2.7 feet below the liquid level in the septic tank.
Based on two days of testing, an average percolation rate for your existing
septic system of approximately 315 gpd is indicated. An on-site sewage
disposal system for a 3 -bedroom dwelling must be capable of disposing of
450 gallons of sewage per day.
Many factors affect the operation of a soil absorption type of sewage dis-
posal system. Soil type, groundwater depth, age and history of maintenance
of the system, and types of waste are a few. This test has been performed
in an attempt to determine actual soil absorption capabilities of your
septic system under normal usage by considering the degree of saturation of
the leach field and surge loads that might be imposed on the system. This
test can only evaluate apparent performance at a given point in time, and
cannot determine either the condition of the leach field, seepage pit or
other components of the septic system, or the depth of the water table.
