Ladies and Gentlemen:
I am writing to request a permit to upgrade the septic system for the above referenced property. The
septic tank was replaced in 2004. A new deep trench drain field is proposed. Soil logs, design
calculations, a site plan, design drawings and construction specifications are enclosed for your review.
Design Calcs:
No Groundwater observed to a depth of 15.5 feet below ground surface (8/5/2011)
Soil Rating. From Testhole 7/12/2011

Required Area per Bedroom: 150/0.8 =188 sq.fi.
Total area required: 188 x 4 = 752 sqfi
System: We are proposing a deep trench absorption field connected to the existing septic tank The
absorption field will be 80 feet long and 2 feet wide and contain 6.5 feet (1000 sq.ft, effective) of sewer
rock.
Soils: A test hole was excavated on July 12, 2011. See the attached soil logs. Ground water was
monitored for through August 5,2011. Ground water was not observed in the test hole. The total depth
of the test hole was 15.5 feet. We are proposing a maximum depth of our drain field to be 11.5 feet. A
review of soils logs and well logs from neighboring properties show consistent soil horizons with what
was observed in my soils analysis. No impermeable layers where noted to a depth of 20 feet.
Surface Water: No surface waters were observed within one hundred feet of the proposed septic
system.
Topography: The lot rises slightly to the south west. Slopes do not exceed 5%. A elevation variation
of 2-3 feet will exists over the length of the trench.
Waivers: A lot line waiver will be required. The lot to the west is already developed and no

adverse impacts are anticipated. We request a waiver to reduce this set back to 2 feet. The shape of the
existing crib is irregular and determining its outer extents is not possible without substantial excavation.
The proposed trench may encroach upon the 10 foot setback. We request a waiver to reduce this setback
to 6 feet. No adverse impacts are anticipated in granting this waiver.
The installation of this septic system will not prevent wells and septic systems from being installed on the
adjacent lots. The proposed septic system will not change the general slope of the area. Ponding and/or
concentration of surface runoff will not result from this installation.

I am writing to address several of the comments received from the Onsite Program after review the septic system
installation permit for the above referenced property.
6. Ground water: Ground water was not observed during the excavation of the test hole. Current code
requirements specify that the bottom of the proposed drain field be 4 feet above seasonal high ground water levels.
Onsite Program has been requiring an additional 2 feet of vertical separation during the months of July and August
to account for seasonal variations in ground water levels. To my knowledge Talus West S/D does not have a
shallow ground water table. A review of test holes on neighboring properties appears to confirm this. A test hole
excavated at Talus West Lot 14 Block 3 did not encounter ground water. The total depth of this test hole was 18
feet.
7. Bedrock: A review of test holes and well logs for the neighboring properties indicates that the depth to bed rock
is over 150 feet. No impermeable layers are noted in the well logs for Talus West S/D Block 3 Lot 13, Block 4 Lot
3 and Block 3 Lot 20. Test holes on Block 3 Lot 14 and Block 4 Lot 3 were excavated to a depth of 18 feet. No
impermeable layers were noted.
8. Percolation Test Location: Based upon the observed percolation rate, a minimum absorption area of 752 sq. feet
is required. With an effective depth of 6.5 feet, the minimum trench length required is 58 feet. This entire area is
within 30 feet of the test hole.
9. Drain Field Orientation: The ground surface rises 2-3 feet along south end the trench. The ground surface
elevation is at the test hole is close to the low point of the trench. The proposed trench location will maintain the
required separation from ground water and impermeable layers and will maintain a minimum of 4 feet of cover over
the field.

The owner shall contract with a contractor to perform the work outlined in these
specifications and plans in accordance with the attached MOA permit. There is not
contractual arrangement between the contractor and the Engineer. The Engineer shall
be the owner's representative and will inspect the work to document the contractors
activities. Final acceptance of the contractors work rests with the owner and the MOA.
The scope of the project includes the procurement and installation of a 4-bedroom on-
site wastewater disposal system at the location depicted on the attached site plan
drawings. The drain field is comprised of 1 trench, 2-feet wide, 80 feet long, with a
maximum depth of 11.5 feet, with 6.5 feet of septic rock below the distribution piping.
All components of the proposed septic system must be constructed a minimum of 100
feet from any surface water or water wells in the area. A minimum of 4 feet of earthen
cover is required over the septic tank and a minimum of two feet of cover is required
over the drain field. Tn addition to the required earthen cover, 2-inch thick, 40 psi, direct
bury board foam shall be installed directly over all installed piping.
Construction shall be in accordance with the approved site plan and design drawings and
any special provisions noted on the Municipal well and/or septic permit. All materials,
components, workmanship and construction practices shall comply with the Municipality
of Anchorage's latest ordinances regarding wells and septic systems, as well as MOA,
Development Services Department, On-site Water and Wastewater Program (DSD)
policies.
The contractor is responsible for obtaining all underground utility locates, layout of the
proposed system, and verifying and maintaining all required separation distances to lot
lines, surface water, wells, steep slopes, etc.
The property owner shall be responsible for final grading any depressions formed from
settlement of backfill material. The property owner is also responsible for vegetation of
all areas disturbed by septic system installation activities.
Contractors installing wastewater disposal systems must be certified to do so by the MOA
DSD, On-site Water Wastewater Program. Property owners installing their own systems
must receive advanced approval from MOA DSD prior to system installation activities.
The contractor shall ensure that ALL materials being used are in compliance with the
most current guidelines established by the Municipality of Anchorage. Refer to
"Standards and Specifications for Component Parts and Materials Used in the
Construction of On-site Wastewater Disposal Systems", Dated December 2000, as
provided by MOA DSD, On-site Water and Wastewater Program.

Znspections:
The drain field shall be excavated to the dimensions outlined in the design drawings. Tf
any discrepancies are noted, contact the engineer immediately for clarification.
The drain field shall be installed parallel to slope contours.
The bottom of the drain field shall be within 2" of level. [f the sidewalls or bottom of the
excavation become smeared, they must be raked or scarified prior to the placement of
filter sand or drain rock.
The drain field must be a minimum of 5 feet from the test hole excavation.
Distribution pipe is to be installed level with perforations facing downward, atop a level
bed of drain field rock. Septic rock shall then be placed atop the distribution piping to
provide a minimum of 2" of cover, level across the entire width and length of the trench,
above the piping.
A silt barrier must be installed at between the final drain rock and the native soil backfill.
The silt barrier shall cover the entire drain rock surface.
Monitor tubes must be 4" in diameter, installed in the locations depicted on the design
drawings, and extend a minimum of 12" above final grade. The portion of the monitoring
tube below the septic rock must be perforated and the portion above the drain rock shall
be solid.
Backfill over the final gravel layer must not be less than 2 feet. Insulation must be
installed when the backfill depth is less than 3 feet.
Drain field back fill shall be mounded to prevent depressions from forming due to
subsequent settlement of backfill material.
The contractor shall verify that the drain field is a minimum of 100 feet from any
residential water well, 150' from any class 'C' well and 200 feet from any community
water wells. Additional separation distances must also be maintained.
A minimum of two inspections are required by the Municipality of Anchorage. These
inspections must be conducted under the supervision of a Professional Engineer licensed
to practice in the State of Alaska.
The first inspection must be conducted after the excavation of the drain field and before
the placement of any gravel. The septic tank may be set in place, but may not be
backfilled.
The second inspection must be conducted after the placement of the silt barrier, gravel,
distribution lines, stand pipes, cleanouts, and insulation, but before the placement of any
backfill.
The contractor shall provide a legible copy of all field notes relating to system layout and
construction to the engineer for the use in preparing the record drawings.
The contractor shall coordinate all inspections with the Engineer. A minimum of 24 hours
notice is required prior to the start of construction. ]:f necessary, a preconstruction
meeting will be held on-site.

Dear Sirs:
The purpose of this letter is to provide the required design narrative in supPort of our application for a
permit to replace a collapsed septic tank on Lot 13, Block 3, Talus West S/D, located at 11866 Wilderness
Drive. A site plan and specifications are enclosed for your review.
The original 32-year old tank has just collapsed so we are requesting an emergency replacement permit in
order to install a new tank. Although the residence is 4-bedroom, the owners wish to install a 1500-gallon,
Municipally approved septic tank.
The topography of the lot in the area of proposed construction is generally level.
The proposed project will have no significant impact on present or future water supply and wastewater
disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-surface
and subsurface, or on drainage.

Specifications
1.0 General:
1.1 The scope of the project consists of properly abandoning the existing collapsed 1250-gallon septic tank
and replacing it with a new 1500-gallon Municipally approved septic tank.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations
from these drawings may be allowed or required by the engineer conducting the inspections. Ail construction
procedures and material specifications shall conform to Municipal and State requirements. All separation
distances shall be in conformance with Municipal requirements, unless specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system components to
ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as
possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the
soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Septic Tank:
2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and
backfilling with soil.
2.2 The new 1500-gallon, 2 compartment septic tank shall be Municipally approved and shall be set level
on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout.
If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation.
2.3 The discharge line from the new tank shall be plumbed into the existing seepage pit. All pipe
connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the
residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank
and the soil absorption system shall have a minimum slope of 1/8" per foot. A c.o. shall be installed 1 - 4 feet
from the building foundation, and a double c.o. shall be installed within 5 feet downstream of the septic tank.
3.0 Inspection:
3.1 The septic tank requires one inspection after it is set level and the piping connected, but prior to
backfill.
