Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 2, Block 6, Talus West Subdivision No. 2 intends to decommission the
existing holding tank system on the lot and construct a new septic system to serve the
three-bedroom home on the lot. We are therefore requesting a permit be issued for a
septic system to serve the existing home. The available area for the septic system is
limited by the presence of a well close to the southern lot line and the existing well on
the lot. In addition soil conditions on the lot indicate slow percolation rates and
groundwater elevations close to the surface which make it difficult to place a
conventional septic system. We therefore propose to place an Advantex Treatment
System on the lot to provide the most effective treatment of the septic effluent prior to
discharge into the surrounding soil strata. The location of the absorption system is
shown on the attached Site Plan. Drainage patterns are also shown on the plan and
will be modified somewhat as a result of the proposed construction. The existing
holding tank system will decommissioned in accordance with Municipal Code.
The test holes placed on this lot revealed silt with some sand and gravel. The
percolation rate in the materials encountered was between 60 and 120 minutes per
inch. Groundwater was found at 5.2' below the surface during the monitoring period.
Our design provides for the bottom of the absorption bed to be at the surface of the
existing ground. We are proposing to place a four-bedroom Advantex Treatment
System. The absorption bed will be 60' long x 15' wide for a total of 900 square feet of
absorption area. The distribution line in the bed will be placed at the existing ground
level. 2' of fill and 2" of insulation will be placed above the bed and 4' over the septic
tank to meet Municipal Code and prevent freezing. The side slopes of the mound will
be at 4:1 and extensive landscaping and fill will be required to insure positive drainage
away from the finished mound.

An absorption bed was placed on the lot in 1984 near the location where the proposed
bed will be constructed. All remnants of the old bed within the perimeter of the new bed
will be removed prior to construction. We do not anticipate the presence of biological
matting after nearly 30 years of non use. In addition, the file for the lot indicates a
French drain was once proposed to be placed along the eastern lot line. No evidence
of drain construction could be found either in the file or on the property.
The ground surface of the lot slopes to the west at a slight slope. The bed cannot be
constructed totally parallel with the contours of the slope due to the limited space
available. A waiver request is attached to allow the bed to be constructed slightly out of
parallel. All components of the new septic system will be constructed a minimum of
100' from any surface water and 100' from the well proposed for this lot. No conflicts
exist between the proposed well and septic system and those in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Dear Onsite Services Engineer:
The subject lot has limited surface area for construction of a septic system upgrade due
to the location of the well and the presence of tight soils. The proposed bed has been
located in the most optimal location possible and will be 60' long and out of parallel with
the contours. The area identified for bed placement will be leveled prior to construction
of the new bed with clean granular gravel meeting the specification for Type !!A Select
Fill. The absorption area of the bed will remain in the soils verified suitable by the
percolation tests and test holes. The Site Plan showing the location of the bed and the
soils encountered on the lot is attached for your review. We hereby request a waiver be
issued allowing the absorption bed to be placed other than parallel to the existing
ground contours.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 2, BLOCK 6, TALUS WEST SUBDIVISION NO. 2
GENERAL:
The scope of this project includes the procurement and placement of a
new Four Bedroom Category III Nitrate Reducing Septic System as
manufactured by Anchorage Tank and Orenco Systems to serve the
proposed home on the lot. The system will be placed at the location
shown on the Site Plan. The new septic system also includes the
construction of a new 60' long X 15' wide absorption bed at the
location also shown on the Site Plan. The distribution line in the bed
will be placed at the existing ground surface. The new system must be
placed a minimum of 100' from the existing well on the lot and those
on adjacent lots and 100' from any surface water located near or on
the lot. The organic and fill material will be removed in the area of the
bed and to a minimum of 2.5' below the surface and replaced with
coarse sand and clean gravel meeting the specification stated herein.
A minimum of 2.5' of sand and clean gravel will be required. 2" of
insulation will be placed atop the completed bed and 2' of fill added.
The upper 6" of the mound must be topsoiled and vegetated to prevent
erosion. The entire raised bed area must then be landscaped to
provide positive drainage away from the area. The existing holding
tank system must be decommissioned in accordance with Municipal
Code.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise. Extensive fill and
landscaping will be required to provide a finished surface that provides
positive drainage away from the raised bed area.
5. Contractors installing wastewater disposal systems must be certified
by the Municipal Development Services Department, Building Safety
Division, On -Site Water and Wastewater Program for system
installations. Owners installing their own systems must receive prior

approval from the On -Site Water and Wastewater Program before
beginning system installation.
SEPTIC TANK INSTALLATION
1. The Category III Treatment System must be installed in conformance
with specifications and regulations furnished by the manufacturer. No
variances from the manufacturer's specifications will be allowed
without permission from the manufacturer and Municipal
representatives.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the bed shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.

6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
SAND GRADATION:
1. Sand used to level the new absorption bed must have the following
gradation:
50% Passed the No. 4 Sieve
2% Passed the No. 100 Sieve
1 % Passed the No. 200 Sieve
2. The sand source must be approved prior to use.

INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as -built of the completed system.
ADVANCED WASTEWATER TREATMENT SYSTEM MAINTENANCE AND
REPAIR AGREEMENT

THIS MEMORANDUM OF UNDERSTANDING made and entered into as of this

herein the "OWNER," and the Municipality of Anchorage, herein the
"MUNICIPALITY." In consideration of the mutual covenants contained herein, the
parties to this Memorandum of Understanding agree as follows:
1. ADVANCED WASTEWATER TREATMENT SYSTEMS. Municipality
grants permission to Owner to utilize and operate an Advanced Wastewater
Treatment System (AWWTS), described as S',r Vm-" located

2. Definitions.
A. Alteration. Any change to the design or function of an AWWTS that
Includes the installation or removal of any parts, components or pieces not
included in the original construction permit and design. Prior to
performing any alterations to an AWWTS the owner must obtain a
Wastewater Disposal System Construction Permit from the Municipality
pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65.
B. Certificate of On -Site Systems Approval. An approval by the
Municipality of existing water and wastewater disposal systems given at
the time of property sale and title transfer in accordance with AMC 15.65.
These approvals certify that the systems are adequate for the homes that
they support and meet the codes that were in place at the time of system
construction.
C. Damage. Any man-made or natural change in a system that would inhibit
the system from performing as designed.
D. Maintenance and Repair. The scheduled and as needed replacement of
existing parts, components and pieces of an AWWTS that were included in
the original design which would allow the AWWTS to continue to
perform as designed.
E. Permit (Construction) An On -Site Wastewater Disposal System
Construction Permit as defined by AMC 15.65.
F. Permit (Operating) An Advanced Wastewater Treatment System
Operating Permit. An annual permit, issued by the Municipality, that
allows the Owner to operate an AWWTS, upon meeting all the
requirements of this agreement, the conditions of Operating Permit, the
requirements of the On -Site Wastewater System Construction Permit and
all relevant provisions of AMC 15.65
3. Fee. Owner shall pay to Municipality an annual fee of NQ i �`'r
($ .00), payable on or before the issuance of the operating permit and annually
thereafter. The annual fee is due on or before the anniversary date of the approval by the
Municipality of installed system.
4. Term. The term of this Memorandum of Understanding shall be for the life of the
AWWTS.
The term begins on the date of approval by the Municipality of the installed system and
shall continue while the AWWTS system is in use or operational or until the property is
sold or title is transferred by owner and a new certificate of On -Site approval is issued to
the new owner or transferee of the property.
5. Alterations, Installation and Removal of Additional Equipment. Owner agrees
not to make any alterations, removal of parts or additions to the AWWTS without a
Construction Permit from the Municipality.
6. Maintenance and Repairs.
A. Throughout the term of this Memorandum of Understanding, the Owner shall
maintain AWWTS in good repair. In addition, it shall be the responsibility of the
Owner during the term of this Memorandum of Understanding, and any extensions or
renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2)
maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs.
Further, Owner agrees to comply will all applicable ordinance, laws, regulations,
rules and orders for the AWWTS.
B. Owner agrees to provide the Municipality a written schedule of routine
maintenance and repairs which have been performed on the system pursuant to the
terms and conditions contained in the Owner's AWWTS Operating Permit. This
schedule shall be submitted to the Municipality annually upon the renewal of the
permit. The schedule of maintenance and repair contained in the Owner's AWWTS
Operating Permit is:
C. Owner acknowledges that the fine schedule for failing to maintain and repair an
AWWTS are codified in AMC 14.60.
D. Owner agrees that only maintenance, repair personnel certified by the
Municipality will inspect and make any necessary maintenance, repairs or permitted
alterations to the system.
E. Owner agrees to grant the Municipality reasonable access to test and inspect the
AWWTS upon 24 hours written notice.
F. Owner agrees that any sale or transfer of title of the property will not occur
without a new Certificate of On -Site Systems Approval.
G. Owner agrees that the relevant provisions of the standard specification guidebook
for AWWTS is the governing professional guidelines for the construction,
maintenance and repair of the Owner's AWWTS.
7. Nonwaiver. The failure of either party at any time to enforce a provision of this
Memorandum of Understanding shall in no way constitute a waiver of the provisions,
nor in any way effect the validity of the Memorandum of Understanding or any part
hereof, or the right of such party thereafter to enforce each and every provision
hereof.
8. Amendment.
A. This Memorandum of Understanding shall only be amended, modified or changed
by a writing, executed by authorized representatives of the parties, with the same
formality of this Memorandum of Understanding was executed and such writing shall
be attached to this Memorandum of Understanding as an amendment.
B. For the purposes of any amendment modification or change to the terms and
conditions of this contract, the only authorized representatives of the parties are:

C. Any attempt to amend, modify, or change this contract by either an
unauthorized representative or unauthorized means shall be void.
9. Jurisdiction: Choice of Law. Any civil action arising from this Memorandum of
Understanding shall be brought in the Superior Court for the Third Judicial District of the
State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and
obligations of the parties under this Memorandum of Understanding.
10. Severability. Any provisions of this Memorandum of Understanding decreed
invalid by a court of competent jurisdiction shall not invalidate the remaining provisions
of the Memorandum of Understanding.

Minimum distance between a well and any on-site sewage disposal system is 100 feet

is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.

The Department approves of the curtain drain design for Lot 2,
Block 6, Talus West Subdivision, and the intent to re -activate the
abandoned wastewater disposal system, under the following con-
ditions:
1. A minimum 15 -foot seperation distance is maintained between
the curtain drain and the absorption field, consisting of
undisturbed earth.
2. Data is presented to the Department documenting a drop in
water level beneath the absorption field sufficient to pro-
tect the ground water table and meeting the 4 -foot separa-
tion distance;
3. An upgrade permit is obtained for abandoning the holding
tank, re -connecting the septic tank to the absorption
field, and for performing any remedial work on the field.
4. An adequacy test is conducted on the system following hook-
up.

Subdivision has been abandoned. A study I made this sumrler indicates
that the groundwater level on the lot is above the bottom of the bed. I
propose to install a curtain drain to drop the water level to at least 4
feet below the bottom of the system.
After the curtain drain is installed we would like to reconnect the
system. Our soils tests indicates that the system will work. I have
enclosed a copy of the soils test which is about the center of the bed.

Dear Mr. Smith:
I received some sketches today from Mr. C. C. Buck which
Alaska Environmental Control Services (AECS) had prepared showing
a proposed curtain drain system to lower ground water on yow
lot so that the existing bed sewage disposal system could be
used. While it is possible that this idea will make your system
acceptable, I would not recommend it. As I have said before, I
recommend that a new mound system be installed along the east
side of your property.
i talked with Mr. Robert Robinson of the Anchorage
Department of Health and Environmental Protection (DHEP) today.
He said that AECS plans to monitor ground water on your property
to see if the curtain drain lowers it to four feet below the
existing bed system. If the water level is sufficiently lowered
DHEP will require a percolation or adequacy test to prove that
the original receiving soils below the bed will accept the sewage
flow. The original percolation test (7-14-81.) was not properly

done and does not verify the 250 square feet per bedroom figure
used for the bed design. Mr. Robinson also stated that the bed
insulation will have to be replaced where damaged and that two
feet minimum of earth will have to cover all portions of the bed.
The missing silt barrier (Visqueen) problem should also be
addressed.
Scaling from the sketch by AECS, sheet 3 of 4, dated July
22, 1984, indicates that the bed may be as close as 10 feet from
the curtain drain at one point. This is not acceptable because
effluent might easily find its way to the curtain drain. Both
DHEP and I recommend a separation distance of at least 30 feet
although DHEP may approve a lesser distance.
I feel that 79 linear feet of curtain drain with an eight
foot depth is inadequate. Any ground water migrating from the
north or northeast may not be intercepted unless the driveway and
house foundation have a sufficient depth of gravel and they are
properly drained to daylight. Your history of problems with the
wet crawl space may shed some light on this. The eight foot
depth may not be enough to lower ground water to four feet below
the bed system. My measurements showed that there is about a 10
to 11 feet elevation difference from the ground surface at the
east property line (highest point) to a level four feet below the
existing bed gravel.
The curtain drain (Miradrain) should probably have oversized
rock on each side and around the perforated pipe to prevent
closing off the water channels by soil pressure or migrating
silt. It is quite possible for a curtain drain to fail years
after construction if certain precautions are not taken.

If the ground water level can be properly monitored later
the standpipes shown on the AECS sketch should be slotted and
installed at least four feet below the bed gravel, not to the
bottom of the system as shown.
I never have thought that a curtain drain system on this
site is the best choice. Costs are high for installation while
success is less than assured. My letter of September 19, 1983 to
DHEP suggests that a mound system would be the best choice and
that opinion is reinforced in my October 5, 1984 letter to you.
We installed a second 1000 gallon tank on your property last year
for a holding tank, but also so that it could be used as a lift
station for a mound.
If the curtain drain is installed where proposed my
anticipated area for a mound could not be used because of the
horizontal separation distance requirement between a mound and a
curtain drain. I am not sure if a permit could be obtained but,
if the curtain drain is installed, it would leave more options
open if it was installed in the road right-of-way.
Based on my soils test in 1983, I question whether the
receiving soil will pass a proper percolation test after it is
dried out. Laboratory analyses showed very fine soil grain sizes
which usually indicates an extremely slow or zero percolation
rate. In 1983 I tried a percolation test at 3.0 to 3.5 feet
below the surface (1.5 feet above the ultimate ground water table
at that time) which failed.

Please be aware of three things: 1) A curtain drain as
proposed may or may not lower the ground water table
sufficiently. 2) If the ground water is lowered to four feet
below the existing bed system the receiving soils may still not
pass a percolation test which would make the existing bed system
unuseable. 3) If the curtain drain system is tried and it fails,
the suitable area for a mound system will be significantly
reduced.
If you have the contractor warranty the work you should
probably include the stipulation that the disposal system will be
required to pass an adequacy test per DHEP standards at -the end
of the warranty period. This is the same test that any system
must pass before a house can be sold.

Dear Mr. Roberts,
This letter is to inform you that I have inspected the holding tank
installation on the above named property. A second 1,000 gallon tank
was added so that now there is 2,000 gallons total storage. The second
tank's outlet is capped off.
We also inspected the failed leach field (bed) by exposing the
perforated pipe at the tee near the tank and at the Southeast and Southwest
corners. It appears that the field was properly constructed based on
what we saw except for two items. There is only about 1 inch of gravel
above the pipe and the tee is 0.2 feet lower than the two corners. Neither
of these items would have caused the system to fail however. I still
believe that the percolation test was not done properly, a permit should
not have been granted, and the inspection may not have been adequate.
Water level in the system was above the bottom of the perforated
pipe. When the lower corner (S.W.) was exposed water ran freely from
the field area. Fourteen gallons of bleach were used to prevent possible
bacterial problems.
If a special system is designed next year, more Perc Tests should
be required.

Dear Mr. Smith:
Mr. Joe Huddleston asked today that I expand on my previous
correspondence with you concerning possible alternatives and
their costs for a sewage disposal system on the above lot. This
is my response to that request. -
As I mentioned in my August 2, 198X'letter to you, there are
three options to consider. Those are a curtain drain with bed or
trench system, mound system, or a sand filter. Each system was
discussed in that letter but costs this year seem to be 20% or
more higher than I quoted partly because gravel has increased in
price.
A sand filter may not be a good choice because you have no
major drainage nearby, the concept is new and not entirely
accepted, and it requires periodic maintenance. A curtain
drain, while possibly cheaper than a mound, requires reasonably
permeable soils for a conventional disposal system. My test hole
showed questionable soils for such a system and one never knows
if a curtain drain will work until after it is installed.

My opinion is that a mound system is the best choice at this
time assuming that percolation tests in the existing soil show
that it will accept the effluent. I did three such tests in the
southeast corner of your lot last year and found rates of 30
minutes per inch to greater than 120 minutes per inch at around 2
feet below the surface. I feel that additional testing will find
an area and depth that can be used for a mound.
Costs for the construction of mounds vary greatly depending
on the depth of the receiving soils and the percolation rate. I
did one three years ago that cost $21,500, while I am aware of
others this year that cost less than $15,000 including
engineering fees. A rough estimate for such a system on your lot
(1984 dollars) is $20,000 to $25,000 plus whatever it cost you
last year to install the second holding tank. A breakdown of
those costs is as follows:
Lift Station - $500.00 plus your previous tank costs
Engineering to Date attributable to mound system - $1200.00
Future Engineering - Mound Design, etc. - $1500.00
Mound Construction - $18,000.00
15% Contingency - $3000.00
Again I say that these costs can vary greatly depending on
specifics of the site. True costs cannot be estimated until
additional field work is completed.

Following our meeting with Mr. Smith on September 13, 1983
and per your recommendation, I conducted three additional
percolation tests on the above property. Those tests were to
determine if a modified seepage bed or mound could reasonably
be constructed this year because of the property's failed leach
field. Mr. Smith now has.the original test result forms.
The tests were conducted on what I felt was the most likely
area for a new system. The north end of the area perc'ed at
30 minutes per inch at 2 feet but the south end had a rate of
120 minutes per inch or greater in two test holes at the same
depth. Ground water has been at .5 feet each time I measured
it since July of this year.
I feel that a modified mound system could be designed and,
with careful inspection during construction, it would prove
to be satifactory. However, due to the approaching winter season,
possible litigation and the slow percolation rates, I feel a
one year holding tank permit should be issued to Mr. Smith.
You agreed with me on that point in our telephone conversation
of September 16, 1983.
A condition of that permit should be a temporary cap
installed on the existing septic tank outlet.

Enclosed is a copy of a letter from Alaska Environmental
Control Services regarding the requested visit by you to the
above referenced lot and sewer system which we installed last
year.
It appears, as stated in the letter, that the damage to
this system is recent and we did note that landscapers are
presently working on the north side of the house and told us
that some other crew members of theirs did work on the south
side.
The system previously had two and one half (22') feet of
cover as noted on the inspection report of last year. So,
someone has stripped the site and this should be repaired.

On Monday July 18, 1983 in your presence, I visited C. C.
Buck's place located in Talus West Subdivision Lot 2 Block
6. On visiting the site I dug several test holes across the
field and found that on the extreme southwestern side of the
field the insulation for the sewage system is only 2 inches
below the top of the ground. After further digging it
appears that some of the insulation has been stripped off of
the system. Pieceslof insulation and visqueen were found
laying about the yard as well as approximately 3 foot
section of perforated plastic pipe. The sump for the field
has also been dug up and is setting against a birch tree on
the east side of the lot. See the attached sketch.
A backhoe should be brought in and the edge of the system be
exposed to determine the extent of the damage done to the
distribution pipe. It would appear that the distribution
pipe may be cut since the edge of the field that is
approximately 3 feet from the edge of the rock is where the
water is coming out of the system. The system should then
be repaired.
Also, the lawn should be regraded to show a minimum of 2.5
foot cover over the entire field. That would mean that the
west side would have to be brought up to approximately 2.5
feet and tapered to a 1 on 3 slope.
The front of the lot is graded in such a manner that any
water coming down the road ditch will drain onto the lot and
onto the sewer system therefore causing to premature failure
of the system.
It is my belief that this damage is recent. If it had
occurred earlier I would have expected to seg lush
vegetative growth at the edge of the lawn. At 'any rate
there should have been at least 2.5 to 3 foot of cover over
the system to keep it from freezing.
It is recommended that a backhoe be brought in and the
system be restored and additional fill, preferably a sandy
silt, be brought in to prepare the proper grading.
Discharge of septic sewage to the ground surface is a
violation of Municipal Regulations. Prompt action is needed
,to prevent citations.

filled with impervious type soil so that it slopes away
from the well casing.

During the inspection, it was noticed that 50 feet of gar-
den nose was extending from the drain fields sump. Further
\ investigation revealed that the septic tank was not full
and the soils test indicated water at 15 feet on July 15,
oN \n 19BI. Since the house is unoccupied at this time, you will
J cneed to have the trench recertified by your original soils
(� tester (Alaska Environmental Control. Services) that there
is no water table at 15 feet.
Please notifv this Department for a reinspection when the
noted discrepancies have been corrected. If there are any
