Before this department can approve your sewer and water facilities, you will need to do the following items: (2) 5 Y'-, (3) (1) A man hole cover is needed for the septic tank. The septic tank needs to be pumped with a receipt submitted to this office. A cleanout needs to be installed to the septic tank and three(3) leaching pits. (4) An adequacy test needs to be performed. If the system is not adequate, an upgrade will be needed. There are three(3) wells, we will need to know which one of the three(3) is in use. Refa--ence: Letter dated September 207 1979 from Anchorage Department of Health 'and Enviornmental Protection~ SAB. ~ne vmrk required 1~ the reference letter: (1) has been completed. (2) Both septic tanks were pumped with each found to bare a capacity of 2000 gallons. This is contrary to information in L,'unicipality files ~,?nich indicated a capacity of Zhe septic tank for t}~e old portion of the school of 6000 gallons and the capacity shoYm for the addition at 5000 gallons. However, based upon a dapacity of 140 children and a staff of !4~ total ]_~ a~d an anticipated~low of approx~s-[seiy 25 gallons per capits¢ an anticipated daily flow of 3, S50 gallons can be e>Tpected. Operating hours are said to be from 6:50 A.M. to 6:00 P.M. and with a minlmum detention time of 12 }~ours recaired¢ a septic tank capacity o¢ 4000 gallons is accepqab!e. There are no garbage dlspos81 units ¥~dthin the building. (3) ~Te:,r clean outs ware installed on [~he ~0wo exSst:i.ng s?'b4c tr~ks~ howcver~ ~he three leaching pits on the old system and q'.'~e one leacl~ing pit on the new system could not be located even though consJderable excavation work w~s accom?ished. Appro×i?awtely 100 feet beyond ~he septic tanks under an existing hockey rink we were able Lo locate a sizeable trench lined with old auto~,*obiles. This '[,?er, ch serves as an absorption area for both say'tic systems and is underneath approxim-ntely 6 to S feet fill cover. (4) An adequacy test ,,.ms performed on the absorption area through a cont.-;nuous ¢low of ;rater from each septic system. Per page 46 Manual Septic tank Practices a 40% increase is re~cp/ired if washing facilities are incorporated. (2) (3) The 5,000 gallon per day rate of se~age is greater than the absorption bed rating considering the 1973 plua~ing code, %~hich req?/ires 50% increase, when absorption beds are uti!ize~. Per our conversation of August 16, 1978 in which you stated the 5,000 gallon per day is high, a definite co~.~ttment of gallons per day should be so noted. The current absorption bed, without washing machete compensation of 40% increase, is adequate for 4,300 gallons per day. The proposed well production of 60 GPM and designed storage must be reviewed when actual production is known. This department requests a well log and review of proi>osed storage in th~ event the proposed GPM is not obtained. Bacterial and chemical test per 1962 USPHS Drinking Water Standards are require~. (2) The septic tank inlet barrel pipe does not protrude six inches into the liquid depth. The outlet port as shown i~ below the liquid surface level. (3) Seepage bads per 1973 plumbing code, adopted by the Municipality, required 50% a~dition to calculated area. Total area of~the two(2) beds is 2(40'x48')= 3840 loS(absorption b~l factor) - 2560 square feet which is inadequate based upon your 3000 square feet requirement. (4) ~o soils log is evident showing strata, ground water~ bedrock or total boring depth. (5) A portion of the building is inside the one-hundred(100) foot well radius. A deep treach say fourteen(14) feet deep with ten(10) feet of gravel backfill, with mini~%um width wiil yield equivalent area using less gravel.
