Attached is the Final Inspection Report, Septic System As -Built, and Survey As -Built. The following describes departures to the permit's approved design: 1. The existing sewer line upstream of the new septic tank was removed up to and including the existing building cleanout; 2. The pre -construction orientation of the previous septic tank indicated that there was at least one (1) bend before the septic tank; however, the sewer line does not exit the building perpendicular to the foundation. Two (2) bends, a 45 and 22.5 - degree elbow, were installed in series to connect to the new septic tank from the building. 3. The new tank was installed 0.19' higher than indicated in the permit application. The adjustment provided a minimum slope of 2% from the home to the new septic tank and 0.3% from the new septic tank to the existing disposal field. Discrepancies between the property's historic onsite record information and constructed septic system became apparent after the system was exposed. Historical records of the property indicate that the original septic system served a trailer home prior to the construction of the existing house. Accurate information about the septic system was not provided in the original construction or after it was connected to the new home. Separation could not be met due to: ® Availability of space between the home and existing disposal field. ® Available elevation drop between septic tank outlet and disposal field. There was no groundwater or seepage from the existing disposal field observed during the installation of the new septic tank. After the placement of the new septic tank, the tank was backfilled to stabilize the surrounding excavation and install new pipe. The tee to the disposal field was exposed after the new lines were connected to the existing building and disposal field. Historical record documents on the system did not indicate existing pipe slopes. Measurements were taken to gather information on the system. No cleanouts were installed in the original disposal line downstream of the septic tank or in the disposal field. Approximate slopes downstream of the septic tank could not be verified or calculated. The existing disposal line was exposed during construction and was found to have a nearly flat slope. As previously indicated, the new septic tank was installed at an elevation higher than design to provide a grade down to the field. A grade of 0.3% was achieved at the outlet of the new septic tank, while a minimum of 2% was maintained for the inlet pipe. The owner of the property was notified of the risks associated with a nearly flat disposal line and they wanted to proceed with the septic system as built. Risks discussed included: The potential of settlement which may create sags and ponding in pipe. Increased chance of freezing if standing wastewater is present in the pipe. Increased chance of blockage in the disposal line. Mitigation factors that will reduce the risk of the abnormal system operation include: ® Ensure a downward gradient was achieved from the tank to the disposal field. ® Compaction of subgrade and bedding to minimize settlement over the pipe. ® The placement of 2" of insulation over the disposal line to increase freeze protection. ® The installation of a double cleanout to provide maintenance access to the disposal line. • The new septic tank will reduce the chance of solids entering the disposal line. The tank was installed within 10' of the home's foundation; however, the tank was installed outside of the footing's bearing prism described in 15.65.205.B.I.c, reference Exhibits 1 and 2. Consulting Engineers a Surveyors July 26, 2023 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 Elmore Road Anchorage, Alaska 99507 Subject: Septic Tank Replacement T15N, R2W, Section 25, Lot 53 N1/2 Eagle River, Alaska 99577 Design Review and Approval to Construct Dear Townsend: The purpose of this letter is to request a review and approval to replace the septic tank for the subject property. Supporting documents and forms attached to this letter include: 1. Figures 1, Site Plan stamped and signed by a licensed professional engineer; 2. On -Site Septic/Well Permit Application; 3. On -Site Water and Wastewater Fee Form; 4. As -Built; 5. Exhibit 1 — Plan View stamped and signed; 6. Exhibit 2 — Profile View stamped and signed; and 7. Fees The septic system is designed for a three (3) bedroom home that is currently served by a private well. A new polyethylene septic tank, pipe, and cleanouts will be installed as shown on Figure 1, in accordance with the Municipality of Anchorage Wastewater Disposal Code 15.65. No work is anticipated to be performed on the existing disposal field. Figure 1 shows the location of the existing on-site water and wastewater systems in the area as well as the replacement septic tank for the subject property. Surfaces on the east side of Lot 53 NI/2 are gently sloped, with grades ranging from 1% up to 8%. Grades near the existing septic system generally direct runoff to the east and then south towards the southern boundary. Surface cover is generally composed of mowed grass and delineated with thick natural vegetation. There is an attached deck that extends from the east wing of the existing house. Half of the deck has been covered and the other remains open. A detached deck, supported by small concrete deck blocks is located immediately south of the described attached deck. The detached deck is less than 30 -inches above the existing grade and will be reinstalled after the new septic tank is backfilled. A note will be provided to prevent the placement of deck supports over the new septic tank. Septic systems and private wells depicted in Figure 1 are based on record information. The site plan was generated using the latest available as-builts. RPKA conducted a site visit on 6/26/2023 to verify features shown on the as -built and take both vertical and horizontal measurements of the existing system. Additionally, new site features were measured and added to the site plan provided. RPKA conducted another site visit on 7/19/2023 to as -built the single family home's footing from the crawl space. Vertical elevations were held relative to the temporary benchmark located on the exposed concrete slab at the northern garage door. The temporary benchmark was given an assumed elevation of 100 -feet. One (1) 1000 -gallon, 10 -foot maximum burial Greer polyethylene tank will be installed in accordance with the manufacturer's installation instructions. An insulated riser made by Greer will be installed on the first compartment and a 4 -inch standpipe will be installed on the second. Cover over the new tank is anticipated to be a maximum of 4 -feet with 2 -inches of R-20 insulation meeting ASTM C57E, Type VI. The existing sewer line upstream of the new tank will be removed up to the first horizontal bend and replaced with new 4 -inch, schedule 40 polyvinyl chloride (PVC) pipe. A new double cleanout will be installed downstream of the new septic tank; the existing pipe will be removed and replaced with new PVC pipe. All PVC pipe and fittings will meet ASTM D3034. The new septic tank meets or exceeds the following requirements of 15.65.205.B: • Located greater than 5 -feet from the nearest property line (actual distance 73.6'). • Located greater than 10 -feet from the nearest water main or water service line. • Decks greater than 30 -inches above grade and their supports are located more than 5 -feet from the new septic tank. • Decks 30 -inches and lower will be specified to not have supports located over top the new septic tank. • No surface water is located near the proposed project, flow path to nearest surface water is greater than 100 -feet. • The new septic tank is located more than 100 -feet from depicted private wells on Figure 1. • There are no Public Water Sources located within 200 -feet of the new septic tank and other components of the existing septic system. Septic Tank Replacement T15N, R2W, Section 25, Lot 53 N1/2 Eagle River, Alaska 99577 Design Review and Approval to Construct Page 3 of 4 The new septic tank will be located within 10 -feet of the house, however as-builts of the building's footer indicate that the new septic tank will not be installed within the bearing prism, as described in 15.65.205.B.1.c. Please refer to the attached signed and sealed graphics supporting this determination of this regulatory requirement: • Exhibit 1 — Plan View • Exhibit 2 — Profile View The septic system serving the house is centrally located within the property, which provides substantial separation from the property lines and from existing systems that are adjacent to the subject lot. There appears to be ample room to the east and south for a reserve absorption field. In the case of a blocked or failed absorption field, sewage may back up over the septic system and flow down gradient. As previously indicated grades would direct overflow east away from the house and to the south towards the southern property line. The flow length from the septic system to the southern boundary is approximately 100 -feet. Surfaces along this flow path are composed mostly of good grass cover and naturally forested areas containing thick vegetated cover. Discharges from the septic system would need to be significant, for flows to reach the southern boundary. Sewage does not appear to be directed toward the private well serving Lot 53 S1/2. Potential impacts to adjacent properties appear to be minimal.
