Puffin Drive, Palmer, Alaska 99645 (907) 746-1073 April 6, 2003 Mr. Scott Abbctt 4255 Cosmos Drive Anchorage, AK 99517 Re: Parcels 149A & 149D T15N; R2W, Section 25 15239 Sroufc Street Eagle River, Alaska PERCOLATION TEST RESULTS AND GENERAL SITE INVESTIGATION REPORT On March 20, 2003, an inspection was conducted on the two above referenced parcels located in Eagle River, Alaska, just north of Fire Lake. The purpose of the inspection was to determine if the parcels are suitable for residential development including an on-site wastewater disposal system. As part of the inspection, two test pits were dug on parcel 149D and one test pit was dug on parcel 149A to inspect soil conditions. Water percolation tests were conducted in all three of the test pits. Lot 149D This parcel is treed with alders, spruce and some cottonwood. The trees appear to be second growth vegetation. It was apparent from the investigation that a substantial amount of fill has been placed over roughly 80% of the parcel. It was reported that fill was placed on the lot sometime in the 1980's as waste material, dug from a nearby road improvement project. Two test pits were dug on parcel 149D. Approximately 20% of the parcel is a low-lying area unsuitable for the development of a wastewater disposal system. Test Pit 1 was dug towards the south end of the parcel to a depth of 11 -feet. Soils consisted of natural sands and gravel at a depth of 11 -feet below grade; overlain by 10 -feet of silty sand and gravel; overlain by 12 -inches of natural vegetation. Trees, roots, stumps and a car tire was observed at a depth of 8.5 -feet below grade (indicating this was the original ground line prior to fill placement). Groundwater was observed in Test Pit 1 at a depth of 10 -feet below grade. Test Pit 2 was dug near the north end of the parcel to a depth of 9 -feet. This hole did not cxtend to the natural sand and gravel as found in Test Pit 1, but terminated at groundwater. Soils consisted of silty sand and gravel overlain by 12 -inches of organic material. Debris, similar to that found in Test Pit 1 was also observed in Test Pit 2. Percolation tests, to confirm soil suitability, were conducted at an elevation of 6 -feet below grade in both Test Pits 1 and 2. Percolation rates were found to be zero inches in 60 -minutes after pre- soaking for four hours, exceeding the allowable parameters of both the Municipality of Anchorage and the Department of Environmental Conservation. Soil Logs were not prepared for these test pits. bit 149A This parcel is treed with primarily birch with some spruce. The trees appear to be native vegetation. It does not appear that fill has been placed on this parcel however; it too drops off to the east approximately 5 -feet to a lower area. Only a small portion of the parcel (30%) appears to be at an elevation high enough to support proper drainage. It appears unlikely that there is enough room on the parcel to support both a residence and an on-site wastewater disposal system without substantial import of fill material. Test Pit 3 was dug on the west side of the parcel near the middle of the lot to a depth of 9 -feet. Soils consisted of clean sand and gravel overlain by 18 -inches of organics. Groundwater was observed at the bottom of the test pit. A percolation test was conducted at an elevation of 5 -feet below grade and found to be less than one minute per inch of percolation. This rate is within the allowable range prescribed by the Municipality of Anchorage and the Department of Environmental Conservation. However, because the material allowed percolation at a rate faster than one minute per inch, a sand filter will be required at the bottom of the system. Sunnnarr Soils on parcel 149D combined with the shallow groundwater observed during the investigation will not support the development of a conventional leach field. Extensive over excavation and backfilling will need to be done to provide for an adequate construction pad. It is recommended that all fill material be over excavated and backfilled with non -frost susceptible material within the footprint of the proposed residence and extending out approximately 10 -feet in all directions. The cost of preparing a building pad at the parcel is estimated at roughly $12,000 assuming approximately 750 cubic yards of material will need to be replaced. Soils on parcel 149A were found to be suitable for the construction of a small residence or a leach field. Without a significant amount of import, it is unlikely that the site would support the construction of both a leach field and a building pad. It should be noted that conventional on-site disposal systems must be constructed within undisturbed natural soils and not within imported fill. As parcel 149D is unsuitable for the construction of an on-site wastewater disposal system, a lift station would be needed to pump sewage from a residence on parcel 149D to a leach field on parcel 149A increasing the cost of an on-site disposal system by approximately $5,000.
