MEMORANDUM DATE: July 17, 1984 TO: FROIV]: SUBJECT: (1) Community Planning Department Health and Environmental Protection The soils engineers made no provisions in any of th~~ test holes or borings for groundwater monitoring as requested by thi~ Department. Prior to final approval, there must be groundwater monitoring data availed from each soils test boring. This office recently requested this monitoring data, and we were advised that: (1). there were no monitoring tubes installed and the most of the borings had caved in such that monitoring was not possible and, (2). most of the test boring sites are not now accessable. (2) The subdivision, as proposed(56 Lots) and the Knik View Subdivision(49 lots), would ultimately consume 45,000 to 50,000 gallons of potable water per day from one source well. In view of problems encountered to the east and northeast with marginal private wells, this Department suggests the following: (a) A well be drilled at the proposed site for the community ~ I well and be tested for productivity and draw down.. ~,~ ~.~-~:,Note:~,l~,/~ this conforms with State regulation 18 AAC 80.00(C-2) . According to the Summary of Action taken during said meeting, additional soils testing during the summer season was requested prior to acceptance of the plat. Due to the fact that subsurface soils generally do not undergo seasonal variations, this has been interpreted as a request for information regarding depth to ground water. The following is in response to the staff comments: 1. The staff analysis indicates that "Department of Health notes slope conditions have not been addressed in the soils logs, test no. 1-10. The topographic map accompanying the soils information did show the various test pit and test boring locations. Slope information for the various test pits can be taken from this topographic map. The original logs, which did not contain slope information, were prepared by O&E Engineering and Development Company. Accordingly, these logs could not be revised by us. 2. The staff comments indicate that: "Fine additional soils tests are requested for the dense soils area". We assume staff meant 5 additional tests rather than fine. As you will recall, several percolation tests were conducted on the subject property in accordance with your department's recommendations. The percolation data was included on the soils logs for TB-11, 14, 15, 17, and 19. We were advised this was sufficient to satisfy your department's requirements. 3. The staff comments indicate: "Test hole no. 7 was not in the packet and test hole no. 10 was not shown on the plat." As far as we know, a complete set of the logs was furnished with the subject packet, however, in case some omission did occur, we have enclosed an additional copy of both the original O&E Engineering and Development Co. test logs and our most recent work. We have also enclosed a copy of the topographic map which does show locations for all of the test pits and borings. If your department requires any additional information, please let me know.
