I had previously coordinated with you, through Jeff Poet of your staff, on the existing septic tank, which is beneath the garage floor. Since it had previously been approved by the Municipality of Anchorage (MOA) at this location, you confirmed that relocation of the tank would not be required. Although Mr. Schuyler states that he has not had any problems with the soil absorption system (SAS), he acknowledges that the system has had limited use from him and his wife. A planned upgrade of the SAS, approved by the MOA in September 1987, apparently was not installed. It appears that the original SAS is still in use although we were unable to locate the monitor tube. As such, an "Adequacy" test was not conducted on the wastewater disposal system. A design for a new SAS has been prepared and is enclosed for your review along with a permit application. A new testhole was dug on the property, supplementing the previous two (2) testholes that were excavated to support the earlier permitted design. The new testhole, shown on the site plan did not support the use of a "Deep Trench" type SAS as I had originally envisioned for this planned upgrade. Excavations at the sites of the earlier testholes confirmed the subsurface soils for the upgrade. Logs for all three (3) testholes are also enclosed. The groundslopes in the area of the new SAS are moderate, but the use of two (2) parallel absorption fields at different elevations allow for the effective utilization of this area. The adjacent properties were inspected for possible impacts or conflicts with the proposed upgrade of the SAS. None were found; the proposed SAS is located outside the minimum protective radius of any known existing drinking water well and its location will not prevent system upgrades or development of adjacent properties. Number and Location of Tests Commonly a minimum of three percolation tests are performed within the area proposed for an absorption system. They are spaced uniformly throughout the area. If soil conditions are highly variable, more tests may be reouired. 2. Preparation of Test Hole The diameter of each test hole is 6 in., dug or bored to the proposed depths at the absorption systems or to the most limiting soil horizon. Soaking Period The hole is carefully filled with at least 12 in. of clear water. This depth of water should be maintained for at least 4 hr and preferably overnight if clay soils are present. A funnel with an attached hose or similar device may be used to prevent water from washing down the sides of the hole. Automatic siphons or float valves may be employed to automatically maintain the water level during the soaking period. It is extremely important that the soil be allowed to soak for a sufficiently long period of time to allow the soil to swell if accurate results are to be obtained. In sandy soils with little or no clay, soaking is not necessary. If, after filling the hole twice with 12 in. of water, the water seeps completely away in less than ten minutes, the test can proceed immediately. Measurement of the Percolation Rate Except for sandy soils, percolation rate measurements are made 15 hr but no more than 30 hr after the soaking period began. Any soil that sloughed into the hole during the soaking period is removed and the water level is adjusted to 6 in, above the gravel (or 8 in. above the bottom of the hole). At no time during the test is the water level allowed to rise more than 6 in. above the gravel. Immediately after adjustment, the water level is measured from a fixed reference point to the nearest 1/16 in. at 30 min intervals. The test is continued until two successive water level drops do not vary by more than 1/16 in. At least three measurements are made, After each measurement, the water level is readjusted to the 6 in, level. The last water level drop is used to calculate the percolation rate. In sandy soils or soils in which the first 6 in. of water added after the soaking period seeps away in less than 30 min, water level measurements are made at 10 min intervals for a 1 hr period. The last water level drop is used to calculate the percolation rate. Calculation of the Percolation Rate The percolation rate is calculated for each test hole by dividing the time interval used between measurements by the magnitudeof the last water level drop. This per rate in terms of min/in. To determine the calculation results in a p percolation rate for the area, the rates obtained from each hole are averaged. (If tests in the area vary by more than 20 min/in., variations in soil type are indicated. Under these circumstances, percolation rates should not be averaged.) If you recall the earlier conversation with me, Jeff Poet of your staff and yourself, you agreed to allow the existing septic tank to remain in place under the garage floor. That tank has been in place for a number of years and a permit, previously issued by the MOA for an upgrade of the absorption field, did not require replacement of the tank or an evaluation of the tank. That upgrade of the absorption field did not occur, apparently due to a foreclosure on the property. When I submitted my plans in August for the recent upgade, your reviewer insisted on adding a stipulation to the permit that required inspection of the septic tank to determine its condition. He would not accept a visual inspection by me, using a light source and a minor after pumping of the tank. Rather, he was adamant about requiring a camera to inspect the tank and verify its integrity, providing the name of a company that could do that work. That company was contacted and the inspection completed with the camera. The inspection confirmed that the tank was sound and, as required by the permit, I provided a statement to this effect under my Professional Engineer's Stamp on the "As -Built inspection Report". I had specifically stated in the comment section of this report that "it was inspected w/camera at the time of pumping and found to be structurally sound.". In a call from your office this morning, I found that this apparently was not sufficient. Even though not specified as such on the Permit, Joe required that I provide a separate structural engineering report on the condition of the tank and its impact on the garage foundation. To me this obviously exceeds the language of the Permit, but rather than argue that issue at this time and jeopardize the pending immediate sale and transfer of my client's property, I am responding to this additional request with this letter. As previously noted, the existing steel septic tank serving this property was pumped of its contents and then inspected with a camera. This was done on August 25, 2005. Based on the images from the camera, the septic tank appeared to be structurally sound and the inlet and outlet baffles were intact. Though the septic tank is beneath the garage floor, it is well in excess of five (5) feet from the concrete footing/foundation, exceeding the MOA separation requirement. Based on the condition of the septic tank, as determined by the recent inspection with the camera, and its proximity to the building foundation, the location of the septic tank under the garage floor does not present any more of a problem or threat to the foundation than if it were located outside the garage, at the minimum separation of five (5) feet from the foundation. In conclusion, the recent inspection did not reveal any problems with the tank's structural integrity, the integrity of the baffles or indicate any potential impact to the building's foundation. The inspection report/Record Drawings for this upgrade are enclosed. I have also enclosed a completed application and supporting documents for a "Health Authority Approval' since the owner has recently accepted an offer and is selling this property. Included with these documents is a copy of the As -Built Survey that was recently completed. The As -Built shows that the southern leg of the "5 Wide Shallow Trench" extends into the utility easement and is only five (5) feet from the property boundary. The owner believed that the property boundary was further to the south, but obviously the As -Built shows otherwise. I am requesting a waiver for this separation, to allow the end of this trench to remain in place. The closer proximity to the property line will not cause a problem with impacts to adjacent lots, since this property line borders a dedicated road with a sixty (60) foot ROW. The issue with the encroachment into the utility easement is being addressed concurrently with the utility companies. It appears that utilities are being routed along the other side of the road.
