BOX 240773 ANCHORAGE, AK 99524 522-7773 522-6779 FAX May 28, 2004 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Subject: Lot 4A, Block 3, Mann Subdivision Septic System Design and Permit Application Impacts to Adjacent Properties Dear Onsite Services Engineer: The existing septic system on the subject lot has failed and must be upgraded to serve the existing four-bedroom home on the property. We are therefore requesting a permit be issued for the construction of a new septic system. The attached Site Plan and backup documentation identify the location and configuration of the existing and proposed septic system. Also identified on the plans are the locations of the existing well. No conflicts exist between the proposed septic system and existing well and those on adjacent lots. Drainage arrows are shown indicating the current drainage patterns. The drainage patterns will be maintained after construction. The existing septic tank will be pumped, crushed, backfilled and abandoned in place. A flow diverter valve will be placed to tie in the existing absorption bed for possible future use. The test hole placed on the lot indicated poorly graded sands with gravel with varying amounts of silt in the area of the new absorption trench. The percolation rate for this material is between 13 and 15 minutes per inch. No groundwater was found during placement of the test hole, but was noted at 10.5' below the surface during the monitoring period. We are therefore proposing to place a new 1,250 -gallon septic tank and a 75' long by 5' wide by 4' effective depth absorption trench to treat the effluent generated in the house. The elevation of the distribution line in the absorption trench will be 2' below the surface and the total depth will be 6'. Sufficient fill will be placed over the trench and septic tank to prevent frost penetration and possible freezing. The ground surface on the lot slopes at shallow grades from east to west and north to south. The trench will be constructed parallel with the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a Lot 4A, Block 3, Mann Subdivision May 28, 2004 Page Two minimum of 100' from the existing well and any surface water in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The scope of this project includes the work to pump, crush and backfill the existing septic tank on the lot. Work will then include the procurement and placement of a new 1,250 -gallon septic tank at the location shown on the site plan. Work also includes the construction of a new absorption trench 75' long by 5' wide by 4' effective depth also at the location shown on the Site Plan. The total depth of the trench will be 6' below existing ground and the distribution pipe will be placed at 2' below the surface. All components of the new absorption trench and septic tank must be constructed a minimum of 100' from any surface water and 100' from the well on this and adjacent lots. A flow diverter valve must be placed to tie in the existing absorption bed for possible future use. A minimum of 4' of cover is required over the septic tank and 3' over the absorption trench. In lieu of cover 2" of direct bury insulation and 2' of cover may be placed. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. The Contractor is also responsible to assure the separation distance from wells and surface water in the area is maintained. The engineer will accept no responsibility for Contractor errors. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. Lot 4A, Block 3, Mann Subdivision May 28, 2004 Page 2 of 4 SEPTIC TANK INSTALLATION 1. A new 1,250 -gallon septic tank must be procured from a certified septic tank manufacturer. 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4 in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. The Contractor is solely responsible to assure these separation distances are met. Lot 4A, Block 3, Mann Subdivision May 28, 2004 Page 3 of 4 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections must be completed during the construction of the septic system. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The Contractor must notify the engineer 4 hours prior to the inspection to prevent delays. Lot 4A, Block 3, Mann Subdivision May 28, 2004 Page 4 of 4 The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as -built of the completed system. His measurements must include verification that the proper separation distances have been met. A certified surveyed as -built may also be required to assure the proper separation distances are met from wells in the area. Anchorage, Alaska. To whom it may concern: The subject lot has a four (4) bedroom house on it, which is served by a private well and septic system. Our field investigation was performed on 9/28/2007. The results of the field investigation and adequacy tests are summarized as follows: WELL: Per MOA records, the well was drilled on 10/2/1983. It is 235 feet deep and cased to a depth of 27 feet. The capacity at the time it was drilled was 3 gallons per minute (gpm), and the static water Icvel was approximately 2 feet below the top of the casing (BTC). The static water Icvcl on 9/28/2007 was 27, (BTC). Water was pumped from the well at a rate of 5.71 gpm for a total of 114 minutes (650 gallons). During the pumping period, the water level in the casing dropped 131 to 158 feet BTC. Based upon this data, it was determined that the capacity of the well exceeds the MOA requirements for a four (4) bedroom house, which is 600 gallons per day, or 0.41 gallons per minute. NVATER QUALITY: Water samples were taken and delivered to a state certified 'laboratory to be analyzed. The results are attached- SEPTIC ttached SEPTIC SYSTEM: According to the MOA inspection report, the septic system consists of a 1250 gallon steel septic tank and a 5 wide trench type drainfield, which is 77 feet long and has an effective depth of 4.0 feet. On 9/28/2007, prior to starting the adequacy test, the drainfield had 1.5 inches of standing liquid in it. Over a period of 114 minutes, a total of 650 gallons was introduced into the trench, which caused the liquid level to rise 3 inches. The flow was then stopped and the recovery of the drainfield was monitored Over a period of 120 minutes, the liquid level in the drainfield dropped a total of 3.5 inches. Based upon this data, it was determined that the absorption rate of the drainfield exceeds 600 gallons per day, which meets the MOA minimum absorption requirement of 150 gallons per day per bedroom. Box 196650 Anchorage, AK 99519 Dear Sus: The following is a description of our test procedure and findings with regard to the adequacy of the soil absorption system serving the Coombes residence on Lot 4A, Block 3, Mann S/D located at 16300 Elizabeth Street. A copy of the septic system as -built inspection report and our adequacy test data sheet is enclosed. According to the Municipal as -built inspection report the wastewater disposal system was installed in September of 1983 and consists of 1250 gallon septic tank followed by a 14' wide x 28' long soil absorption bed with 6" of material beneath the horizontal distribution pipe. The as -built inspection report does not clearly indicate where standpipe(s) are located in the bed. When we arrived to conduct an adequacy test on August 27, we found one partially damaged standpipe in the bed, and the boundaries of the bed were not obvious from the topography. After discussion with the property owner and his subsequent repair of the standpipe, it appears that the standpipe is most likely a monitor tube located near the northwest corner of the bed. This standpipe had a statim fluid depth oproximately 18", indicating that either (a) the bed is surcharged, or (b) the bed bottom is not level, o _(c) the monitor tube extends below the bottom of the sewer gravel.��7 �<f•'� � To assess the adequacy of the system we added 667 gallons of water to the bed through the second compartment of the septic tank. The addition of this amount of water over a two hour period caused a gradual increase in the fluid depth of 8.75", which corresponds to 76 gallons per inch. Based on the bed having this much surge capacity, it appears to us that it is not operating in a surcharged state. Once the flow of water was turned off, the fluid level receded over 3" in 25 minutes, indicating that the absorption rate is more than adequate for this 3 bedroom residence. Based on our test data, it appears most likely that either the bottom of the bed is not level, or that the monitor tube extends below the bottom of the sewer gravel. Nevertheless, it appears that the bed continues to be functionally adequate. At the time of construction, special groundwater monitoring was conducted to ensure that the bed had the required 4' separation from groundwater. ,�/oU �. a 7nu In conclusion, even though the measured fluid depths in the bed are greater than one would have expected, I do not see what would be gained by requiring that this system be replaced, and accordingly I recommend that a Health Authority Approval certificate be issued for this system.
