This is a design narrative for a permit to install a 1500-gallon STEP tank to replace an existing 1500-gallon STEP tank
to be issued for this property. The existing tank has failed and will be removed per MOA code. Currently the lot is
developed. The proposed replacement will be connected to the existing drain fields. This lot and the surrounding
lots are served by private wells. There are currently no wells within 100’ of this upgrade.
1. Upgrade Tank Design.
A double clean out installed prior to the new tank.
The tank will be located: 5’+ from any property line.

Waiver Request
Ladies and Gentlemen:
This letter is intended to address review comments generated by the Onsite Water and Wastewater Program on
05/19/2005, in reference to a record drawing and inspection report submittal for the subject property. Three review
comments were generated by Mr. Goodall, they are summarized below for the purposes of this letter. Complete comment
sheets are available on the MOA Laserfiche website.
Comment 1: Bed drain field too close to surface water on the east side of Golden View Drive.
Comment 2: Need to check elevations on as-built bed profile.
Comment 3: According to test hole #2 the bottom of the primary bed is too close to water table.
Response 1:
At the time of installation, the ditch on the east side of Golden View Drive was not classified as surface water and was an
ephemeral drainage which is not considered surface water. Several properties and waivers for other properties in the area
also note the ditch as being dry during summer months. The stream has since been mapped and classified as an active
stream. Per current regulations AMC 15.65 separation to surface water from wastewater system components is based on
the measured path for which overflowing wastewater would travel. Based on MOA lidar the centerline of golden view drive
is at approximately the 664-foot contour, the both the primary and reserve drain fields located at approximately the 660-
foot contour. Images from google street view support this analysis of the topography in the area. It can be seen that any
overflowing wastewater from both drain fields on this property would flow west, away from the ditch of the east side of
Golden View Drive. Based on current regulations and area topography, both drain fields conform to the provisions of AMC
15.65.
Response 2:
An updated bed profile is provided with this letter.
Response 3:
The shallowest water table as evidenced by the previously submitted test holes is 5.0-feet BGS as recorded in May of
2003. MOA regulations require a separation distance of 4.0-feet to the highest groundwater elevation. Given the 2.0-foot
total depth from original grade the reserve drain field is 1.0-foot too close to the seasonal high groundwater table. Several
states including Washington, Alabama, Florida, Idaho, Louisiana, Maine, North Carolina, Utah, West Virginia, and
Wisconsin (based on a technical research paper published by the state of Washington Department of Health) allow for
onsite soil absorption system to be installed less than 4.0-feet to the seasonal high ground water table. Required
separations range from 1-foot to 3-feet of separation. Based on the technical paper noted above viral deactivation occurs
withing 16-inches with unsaturated flow and bacteria can be adequately removed with 3-4 feet. Further testing showed
fecal coliform reduced to background levels within 2-feet of the trench bottom. Another study performed by Brown et al
(1979) showed that fecal coliform bacteria and coliphage virus were removed within the first 1-foot of soil beneath the
absorption field.

Furthermore, the private well serving this property is a bedrock well with steel casing extending 3-feet into the bedrock
contamination from the absorption fields and the perched water table is highly unlikely. A search of the MOA Nitrate
values map shows nitrate levels of the immediate surrounding properties of less than 1 mg/L. Lots extending further from
the subject property have nitrate values ranging from 2-3 mg/L with only a single lot in the immediate vicinity exceeding 6
mg/L. It is clear that the soil absorption system on the subject property is not impacting the nitrate levels in the area.
Based on the information noted above and the allowance of other jurisdictions to reduce the separation distance to
seasonal high groundwater table we hereby submit a request to waive the requirement of AMC 15.65.210.B.2.a, to a
distance of 3.0-feet. Granting this waiver is not likely to affect the health and safety of this lot or the surrounding lots now
or in the future. Furthermore, granting this waiver will not hinder the future development of this or surrounding lots.

Well & Septic System Permit Request
Gentlemen:
My firm was asked to investigate a new septic system serving this lot. Two test holes were
excavated in May of 2003 on the lot. The soils report and a percolation test result are attached.
No bedrock was encountered in the test hole. Ground water was encountered while digging the
test holes and stabilized at a depth 5 feet below ground levelon May 26, 2003. This level is
consistent with the surrounding ground water levels for the area.
The lot is approximately 44,780 square feet in size. Lot 7 slopes to the west at approximately on
percent in the area of the test holes The proposed installation will be located on theeastem
portion of the lot. The proposed private well will be located in thewestem portion of the lot. The
proposed location is greater than 100 feet away from existing & neighboring wells and 25 feet
from the water service lines. The surrounding wells are located grater than 100 feet from the
proposed installation. The proposed installation will not affect the future development of the
surrounding or existing lots. See the attached Design.

A permit issued by this Department for an individual well and/or on-site
sewer system has expired as of December 31, 1985.
Permits are issued on a calendar year basis by authority of Municipal
Ordinance. A new permit must be obtained from this Department for any
well and/or on-site sewer system not installed by the expiration date.
If you have drilled the well, a well log needs to be sent to this
Department for documentation of the installation and to close the permit.
If a private engineer inspected the installation of the on-site sewer system
the original as -built inspection report(three part form) must be sent to
this office for review and approval,and for documentation.
