Permits are issued on a calendar year basis by authority of Municipal Ordinance. A new permit must be obtained from this Department for any well and/or on-site sewer system not installed by the expiration date. If you have drilled the well, a well log needs to be sent to this Department for documentation of the installation and to close the permit. If a private engineer inspected the installation of the on-site sewer system, the original as-built inspection report (three-part form) must be sent to this office for review and approval, and for documentation. Effective January 1, 1988, a new fee schedule is in effect. When re-applying for a new permit, the new fees are; $90.00 for an on-site sewer permit; $50.00 for a well permit; $140.00 for a combined[ sewer and well permit. All materials and workmanship shall meet the requirements of the Municipality of Anchorage, Department of Health & Human Services (DHHS), the conditions of the permit, and all applicable rules and regulations currently in effect. All excavations and depths are advisory, and are to be verified or modified in the field by the Engineer or inspecting agency. It is the responsibility of the owner or installer 'to adhere to approved design for the installation, to maintain the specified separation distances and 'to have the appropriate inspections. If the installation is not inspected by an AECS engineer, AECS will not be responsible for the installed system. An engineer at AECS should be consulted prier to construction, to determine the number of inspections that will be reqnired and 'to explain what these inspections will involve. SEPTIC TANK If there J.s an existing septic tank it may be used if it meets the capacity requirement for the residence and the approval of DHHS. The septic tank shall be a UPC-Approved two-compartment 'bani<, constructed of 12--gauge steel with bitumastic coating and set level on undisturbed soil. If the tank is buried at a depth of 4 feet or less, it mast be insulated with an overlying layer of 2 inch burlal type polystyrene rigid board insulation. The septic tanl¢ shall be a minimum of 5 feet from the house foundation, and a minilllUm of 5 feet from tile absorption area. The septic tank and bed shall be a minimum of 100 feet from any private well or body of water, 1.50 feet front Class C wells, and 200 feet from Class A or B wells, unless otherwise specified. Less than the required separation distance must have prior approval or waiver hy DHHS or Alaska Department of Environmental Conservation (ADEC). Piping shall be fitted with a mechanical watertight calder coupling on the out]et and inlet of the septic tank. Piping shall be 4-inch solid PVC ASTM [)3034 or cast iron, sloped a miuimum of 1/4 incll per lineal foot. SEEPAGE BED The sand, if specified, shall have a size distribution which meets tile requirements of MOA code 15.65.077. The grave] for the bed sball be 0.5 'to 2.5 inch, screened rock with less than 3% passing #200 sieve residual. All substitutes must have prior DHHS approval, The bottom of the excavation shall be raked with the backhoe blade to insure that tile bottom has not been compacted during excavation. The distribution pipe shall be perforated 4-inch rigid PVC witb a minimum crush strength of 1500 pounds and shall meet the approval of DHHS for use as drainfleld pipe. All pipes sha]i be laid lewd, and spaced according to the drawings. Monitor standpipes shall be placed as shown in the drawings. They shall be 4-inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be eitber drilled 0,5 inch holes on 6 inch centers on opposing sides of the pipe, or a section of regular perforated sewer pipe may be clamped to the solid section with a no-hub coupling or so]vent joint. Perforated section shal] be located ia gravel ouly. Tile portion of pipe above the sewer rock sball be solid. A rubber raincap (Jim Cap or equivalent shall be placed over the top of the pipe. Insulation is required, using burial -type polystene rigid board insulation There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil even though insulation is used. The solid pipe extending from the septic tanl¢ to the drainfield shall als() have 4 feet of cover or an equivalent layer of insulation combined with soil. The side walls of 'the sand and gravel shall be lined with visqueen. The side slope of the mound shall be sloped 1 foot vertical to 3 foot horizontal un]ess otherwise specified. The top and sides of tbe bed shall be planted witb a white clover and red fescue mix or blue grass, INSPECTIONS This bed will require a minimum of four inspections. The first inspection 4.8 4.4 4.5 will be of the open excavation, to assure that the system is instailed in the proper soil. strata, correct depth and meet minimam specified design parameters. The second inspection will be performed after sand fill is installed, but prior to placement of gravel and distribution pipes. This iaspection will w.~rify that the filler is properly installed, that it meets specifications and that it fulfills the intention of the design. The third inspection will be after p]acement of gravel, monitor standpipes, and distribution pipe, to verify proper installation and position of pipes prior to backfill. The fourth inspection will be after final backfill and gl?ading to ensnre that adequate soil cover has been provided over the bed. The inspection of the septic tank installation can be incorporated with any one of the abnve listed inspections. Dear Susan: Attached is the application, site plan, and design drawings for the subject septic system installation. The intent is to utilize soils data submitted by Dr. Leroy Reid (approved by DHHS on 11/9/87)~ in addition to pert test results and water monitoring data I obtained on 6/29/92 thru 7/6/92. Comments regarding the proposed system are as follows: 1. PERCOLATION AND WATER TABLE DATA: As can be seen from reviewing the attached percolation tests, test hole (reserve field area) "perked" at 2.5 minutes/inch, and the water table was found at 9 feet. Test hole ~2 is located next to the test hole dug by Dr. Leroy Reid on 5/20/85. At that time, Dr. Reid did not perform a percolation test on the accepting soil stratum, so I performed one. It "perked" at a rate of 5.2 minutes per inch. Dr. Reid did monitor the water table, and found it to be at a depth of~ij~t, so I did not re-monitoring the water table. Furthermore, the · time of year at which Dr. Reid monitored the water table (5/29/85) was very conservative since it coincides with the end of "break-up" on the "hillside". I was able to find an old monitoring tube at the location shown on the site plan 'for test hole ~2. The test hole went to a depth of approximately 6.5 feet and had no water in it on 7/6/92. conclusion, we now have "perked" the soil and monitored the water at both the primary and reserve sites for the septic system. Because of the seasonal variations in the water table, I am recommending the proposed design be used for both the primary and reserve sites. My only exception to this would be if the water table in the reserve area was monitored for a one year period, and in particular following spring "break-up", and it was found that the water table was deep enough to install a deep trench. SYSTEM DESIGN: The percolation rates in the accepting stratum for test holes ~1 and ~2 corresponds to an application rate of 1.2 GPD/sq.ft.. The sand filter layer has an application rate of 1GPD/sq.ft., consequently, this application rate controls the design. Since the proposed home has four bedrooms~ the total design flow is 600 GPD, and the minimum amount of absorption area is 600 ft2. It will consist of 2 trenches, 60 feet long each, by 5 feet wide each. 5. TOPOGRAPHY: The differential elevation of the ground was "shot" within 100 feet of the proposed absorption fields. All the slopes were less than 254. There are no cutbanks within 50 feet of the proposed systems~ however~ 'the downward slope to the northwest of the reserve field is close to the 25~ limit. 4. GENERAL: Because of the large lot sizes, the separation distances between wells/septic systems on adjacent lots and 'the subject system have been easily met. Rs a result, I am unaware of any adverse impacts that this installation would impose on adjacent wells, or septic systems. If you have any questions, I can be contacted at $~7-6179. -? Health & Human Services Offers above ground,switChing of effluent flow in alternating waste absorption fields The Hancor Standard Alternator Valve allows controlled diversion of effluent to either of two independent absorption fields. Its moveable valve plate is attached to a handle which is accessible at ground level through a covered access tube. The access tube has a removable molded plast!c lid which unbolts to permit essential periodic inspection or switching of effluent flow as required. The rust-proof, acid and alkali resistant polyethylene valve is available by itself or in kit form with all necessary components including the access tube and cover, included in the kit are step-by-step instructions for proper installation, which is essential to the efficient function of the valve. The valve features molded self-coupling collars to accept 4-inch corrugated Channel- flow® tubing. The inlet collar of the valve is designed to slip over 4-inch Smoothwall tubing.
